BUSINESS CALENDAR ITEMS On Monday, May 13, 2019 at the Regular Meeting of the Planning Commission, by a vote of 5:0 (Alderete & Nguyen absent), the meeting was adjourned to May 14, 2019 at 5:00 p.m. in Council Chamber, 22 Civic Center Plaza, Santa Ana, California, 92702 to consider the following item. PUBLIC HEARINGS 8. ZONING ORDINANCE AMENDMENT NO. 2019-03 TO AMEND SEVERAL SECTIONS OF THE TRANSIT ZONING CODE (SD NO. 84) INCLUDING MODIFICATION TO HEIGHT, MASSING, OPEN SPACE LOCATION, DRIVEWAY STANDARDS, LOT DIMENSIONS AND AMENDING VARIOUS OPTIONS TO SATISFY REQUIRED PARKING Case Planners Pezeshkpour, Kelaher, and Gomez provided a staff presentation. 2 PLANNING COMMISSION MINUTES May 14, 2019 Commission discussion ensued regarding parking am endments, driveway amendments, Housing Opportunity Ordinance applicability, open-space amendment, and cost of proposed parking amendments. Concern was expressed regarding the proposed parking programs. Staff stated the proposed parking programs are already allowed under the Transit Zoning Code. The amendment would allow the programs to be extended to the Urban Center District. Staff further clarified that the proposed parking programs have not yet been established, but once established, they will be brought forward to the Commission for review. Commission expressed interest in comparing parking programs with surrounding cities. RECOMMENDED ACTIONS: Adopt a resolution. A RESOLUTION OF THE PLANNING COMMISSION RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF SANTA ANA ADOPT AN ORDINANCE AMENDING SECTIONS 41-2010, 41-2011, 41-2012, 41-2013, 41-2014, 41-2015, 41-2022, 41-2023, AND 41-2024 OF THE SANTA ANA MUNICIPAL CODE IN THE TRANSIT ZONING CODE/SPECIFIC DEVELOPMENT (SD) NO. 84 ZONING DISTRICT TO MODIFY HEIGHT, MASSING, OPEN SPACE LOCATION, DRIVEWAY STANDARDS, LOT DIMENSIONS AND AMENDING VARIOUS OPTIONS TO SATISFY REQUIRED PARKING IN THE URBAN CENTER DISTRICT MOTION: Benavides SECOND: Rivera VOTE: AYES: Benavides, McLoughlin, Nguyen, Rivera (4) NOES: Cano (1) ABSTAIN: None (0) ABSENT: Alderete, Contreras-Leo (2) ***END OF BUSINESS CALENDAR*** COMMENTS 9. STAFF COMMENTS:  Planning Manager Neal thanked the Commission. 10. COMMISSION MEMBER COMMENTS:  Commissioner Rivera thanked staff.  Chair McLoughlin thanked staff, and praised Senior Planner Pezeshkpour for his MainPlace Mall Transformation project presentation on May 13, 2019.
