PUBLIC HEARINGS
1. CONDITIONAL USE PERMIT NO. 2019-20
REQUEST: Filed by Core Development Services, representing Crown Castle, to renew the
entitlements of an existing 60-foot high major wireless ("mono-pine") communications facility
located at 2210 North Grand Avenue in the Arterial Commercial (C-5) zone.
General Notes: Legal notice published in the Orange County Reporter on June 14, 2019
and notices mailed on June 13, 2019. Decision on this matter is final unless appeal within
10 days.
Case Planner Guevara provided a staff presentation. Staff requested condition no. 8
(Property Maintenance Agreement) be removed as it is unnecessary. Commission
expressed concern with the possible deterioration of the mono-pine. Staff indicated that
there are conditions of approval in place to address this issue.
Chair McLoughlin opened the Public Hearing. The following individuals spoke on the matter.
• John Dietrich, applicant, spoke in support of the matter. Answered questions
regarding landscape and equipment.
There were no other speaker and the Public Hearing was closed.
MOTION: Adopt a resolution. RESOLUTION NO. 2019-27 OF THE PLANNING
COMMISSION OF THE CITY OF SANTA ANA APPROVING CONDITIONAL USE PERMIT
NO. 2019-20 AS CONDITIONED TO RENEW THE ENTITLEMENTS OF AN EXISTING 60-
FOOT TALL MAJOR WIRELESS COMMUNICATION FACILITY LOCATED AT 2210

NORTH GRAND AVENUE with the removal of condition no. 8 of the conditions of
approval.

2. CONDITIONAL USE PERMIT NO. 2019-19 AND VARIANCE NO. 2019-02
REQUEST: Filed by DNG Properties, LLC, to allow: (1) an adult day care facility; and (2) a
reduction in off-street parking in order to facilitate the operation of an adult day care facility
and professional office uses at an existing two-story building located at 1800 North Bush
Street in the Professional (P) zone.

and notices mailed on June 13, 2019. Decision on this matter is final unless appeal within

Case Planner Kelaher provided a staff presentation. Commission discussion ensued
regarding the hours of operation, parking requirements, and surrounding uses.

Chair McLoughlin opened the Public Hearing. The following individuals spoke on the matter.
• George Behnan, architect, spoke in support. Answered question regarding the
applicant’s experience operating adult daycare facilities.
• Luis Baca, owner, spoke in support. Answered questions regarding State licensing
requirements for adult daycare centers, hours of operation, and parking.
There were no other speaker and the Public Hearing was closed.

OF THE CITY OF SANTA ANA APPROVING CONDITIONAL USE PERMIT NO. 2019-
19 AS CONDITIONED TO ALLOW AN ADULT DAY CARE FACILITY AT 1800 NORTH
BUSH STREET; AND
b. Adopt a resolution. RESOLUTION NO. 2019-29 OF THE PLANNING COMMISSION OF
THE CITY OF SANTA ANA APPROVING VARIANCE NO. 2019-02 AS CONDITIONED

staff for their efforts.

o Inquired about the 7-Eleven appeal
Staff indicated the appeal will be considered by City Council on 7/16.
o Wished everyone a Happy 4th of July .

meeting will be held on July 22, 2019 at 5:30 p.m.in Council Chambers, 22 Civic Center Plaza,
Santa Ana, California.
