I have received the below map and if you tap on it a display of colored areas pop up and
indicate Blue and Red highlighted areas which indicate exclusive parking,
This map and diagram is NOT CORRECT, (ATTACHED)
There is a reciprocal parking agreement recorded on title and deeding non exclusive parking
access unless described in the parking agreement,
The parking agreement appertains to the property , it runs in perpetuity.
There is no sunset,
My tenants have been parking in the Red and Blue areas of this map for decades and we have
recorded deeded notarized rights to park within and throughout the civic center business park
except where there are exclusions and this map does not reflect the exclusions
The parking agreement just cannot be taken away.
With That being said, I’m in support of the charter school provided they are able to provide
ample parking for the project,
Some ideas of off site parking or a street diet or lane reduction on 5th street going from 4 lanes
down to 2 and creating more parking. Or other creative ideas to make the project successful ,
so I support the charter school
But I feel obligated to point out that this map is incorrect and directly is an infringement on
my property rights

Dear Sirs,
This is in regards to Zoning Ordinance Amendment No. 2019-01 to amend the zoning district
known
as Specific Development No. 82 (SD-82) to allow schools to operate within the SD-82 zoning
district.
I am the owner of 531 North Fairview St. Santa Ana. Currently we only have 3 parking
spaces on the
back of our building and 3 in the front, barely enough for our operation. When the Charter
School comes
to the buildings immediately behind ours, it definitely brings a lot more people. Parking is
going to be a

Subject: 2609 W. 5th Street - Revised Site Plan w/ Parking
Hi Board, Hector and Vince,
Please see the attached site plan that was forwarded to me for review, which has several
inaccuracies. It appears the drawing has marked in red exclusive use parking for the
A&B buildings, and in blue for the C&D buildings, which is not how the use is set up
for this property. All lots are held to the same Reciprocal Parking Easement Agreement
recorded in July 1986 (see attached). As I recall Vince, you were the person that
explained how important this agreement was to allow Templo to function on this site, as
they do not have enough spaces to accommodate their parishioners without it and board
of directors we had a brief discussion about it at our last meeting.
The 2nd Amendment to the CC&Rs was created for maintenance area. It has not changed
the parking easement for any of the lots. Vince I have provided you a copy of the
Reciprocal Agreement in person, but attached is another copy for your records. In
addition it is a public record recorded in the County of Orange hall of records for anyone
to obtain.
