RESOLUTION NO. 2019-070
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA REINSTATING THE LIBRARY DEPARTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1: The City Council hereby finds, determines and declares as follows:
A. Historically, the City of Santa Ana maintained a Library Department. In
February 2009, the Library Director retired. At the time, the economy was
experiencing a recession and the decision was made to combine the Library
Department with the Parks, Recreation and Community Services Agency.
B. Numerous Southern California cities including Orange, Long Beach, Newport
Beach, Mission Viejo, San Diego, Riverside, Fullerton and Huntington Beach
operate Library Departments.
C. There is a significant commitment of time and resources that are necessary to
run effective community services and recreation programs, as well as, to
operate a multitude of City Parks and Community Centers. In addition, the
City Council has expressed a desire to devote additional resources to the
development of Library services for the residents of the City of Santa Ana.
Therefore, it has been determined that, the City should reinstate the Library
Department, separate and apart from the Parks, Recreation and Community
Services Agency.
D. In July 2019, the Santa Ana City Council created a Library Services Director
(EM) classification as part of the Fiscal Year 2019-2020 Annual Budget
process.
E. The Santa Ana City Council has determined that the needs of the residents of
the City of Santa Ana will be best served by the reinstatement of the Library
Department with the Library Services Director as the Executive Director or
Department Head.
Section 2: The Santa Ana City Council hereby reinstates the Library
Department with the Library Services Director as the Executive Director.
Section 3: This Resolution is operative from and after the date upon which it is
adopted.
