HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2018-24 TO ALLOW EXTERIOR MODIFICATION TO THE PROPERTY LOCATED AT 2415 N. BONNIE BRAE, DESIGNATED AS KEY, HISTORICALLY KNOWN AS THE JUDGE ALLEN HOUSE – CRAIG HOFFMAN, APPLICANT {STRATEGIC PLAN NOS. 5, 2}. Pedro Gomez, Case Planner. The applicant spoke in support of the matter. Chairperson Christy opened the Public Hearing. The following individuals expressed concern with parking; nearby residents will no longer have access to the subject property’s parking lot. • Yvonne Flores • Michael Franco • Allen Moon There were no other speakers and the hearing was closed. Commission inquired about the parking issues. Commission was informed that the owner has the exclusive right and easement to use all 60 parking spaces on site. Commission was also informed that they cannot consider parking issues as it is out of their purview. Commissioner Schaeffer asked applicant to place a plaque on the building; applicant agreed. UPDATE AND RESPONSE TO HISTORIC RESOURCES COMMISSION CONCERNS REGARDING SEVERAL HISTORIC PROPERTIES, HISTORIC APPLICATION FEES, DEMOLITION OF POTENTIAL HISTORIC STRUCTURES, AND 2019 AWARDS PROGRAM Staff provided a presentation which included information on the following.  Property Inquiries o 1666 N. Main Street o 518 N. Broadway o First American Site  Post-war historic structures survey o Quonset Huts o Mid-century Housing tracts  Historic Application Fees o Pending Fee Study o Alternative applicant cost savings  Demolition of Potentially Historic Structures o Internal tracking systems o Updated historic survey  Historic Preservation Enforcement  2019 Historic Awards Commission expressed frustration with the Historic Application fees; opined that fees are too high. Executive Director Thai indicated that staff will work on alternatives and report back. HISTORIC RESOURCES COMMISSION MINUTES 6 April 4, 2019 ***END OF WORK STUDY CALENDAR*** COMMENTS 7.STAFF MEMBER COMMENTS: None. 8.COMMISSION MEMBER COMMENTS Commissioners thanked staff for their efforts. Commissioner Murashie •Announced that the Floral Park Home Tour will be held on April 27-28. Vice Chair Schaefer •Announced that the West Floral Park Garden Tour will be held on May 11. Commissioner Rush (comments read by Chair Christy) •Inquired about the Joe Musil planters on 4th Street that are set to be demolished. o Staff responded they are aware. •Inquired about the Craftsman Bungalow Swiss style home located at 718 S. Broadway. o Staff responded that it is currently under construction •Inquired about the current process in place to protect historic trees. Chair Christy •Congratulated Commissioner Contreras-Leo and Hardy for being elected to the Historic Preservation Awards Ad Hoc Committee. •Announced that a meeting on Human Trafficking will be held on April 11 at the John Adams Library (flyer distributed). ADJOURNED 7:35 P.M. – The next regular meeting of the Historic Resources Commission scheduled for Thursday, July 4, 2019 is cancelled.
