Dear Mayor Pulido and Members of the Council,
My name is Cora Chu. I own the massage business at 171 N. Tustin Avenue with my
business partner, Mike Deng. We just learned that the retail shopping center planned for the
neighboring property at 301 N. Tustin Avenue is not going to be built, and a large car wash is
going to be built instead.
We do not want another car wash. There is already a large car wash a few doors down,
and another one across the street. We could shop and eat at the retail shopping center, and it
would improve the appearance of the neighborhood. The intersection of Tustin and Fourth
Street is extremely busy already, and there are lots of accidents. It is difficult to turn in and out
of our property already. A big car wash will make this problem much worse and much more
dangerous for everyone.
We do not want the car wash because it will be too noisy and cause too much
movement and vibrations to operate our massage business there. It is important to have a
quiet, relaxing, peaceful place for our businesses. During the demolition of the restaurant
building, it was so loud and the vibrations were so strong it felt like an earthquake. We could
not take clients like we normally do, and we had to close our business at times. Also, no one
told us that the demolition was going to start before it did. This was wrong and really hurt our
business.
The car wash construction will be inches away from our building, and the car wash
dryers and machinery are very loud. We will likely have to close our business if the car wash is
built.
We oppose the car wash project. We want the retail shopping center they were going
to build.

Dear Mayor Pulido and Members of the Council:
My name is Yoon Hee Choe. I am the owner of 171 N. Tustin Avenue, the building right next to
the 301 N. Tustin Avenue — the proposed site for the car wash. I have been practicing dentistry for
over 27 years. I always strive to do my best when it comes to taking care of my patients. My primary
concern is treating my patients with utmost care, in a gentle, peaceful and caring atmosphere.
I was quite pleased to hear that there will be a commercial shopping plaza right next to my
building. This is what I was told beginning in 2016. So all this time I thought a shopping mall is coming.
The shopping mall is good for the neighborhood, to have a place to shop and to eat, and it would look
nice. The shopping mall would benefit all properties in the area, and the city.
I was quite shocked to find out that there will be a large car wash and not a shopping center
and restaurant. I wasn't notified about the car wash until after demolition of the exiting restaurant on
301 N. Tustin Avenue. Ever since I heard about a big automated car wash business coming right next to
my building, I've been very worried and anxious about it. The car wash tunnel is planned to be only
inches from my building, and it will take up the whole length of the property. My exam rooms are
along the same side of the building as the car wash will be.
A dental office like mine is extremely sensitive not only to noise but to any movement or
vibrations. Simple procedures such as taking digital x-rays, cone -beam CT, or taking impressions are
very delicate procedures and require no movement. Other treatments such as fillings, crown and
bridge preps, root canal treatments, surgical implant placements, and restorations all require highest
accuracy and precision. Any movement or vibration created by the big car wash could have a
detrimental effect on the outcome of the dental procedures that I perform daily.
No one notified me that demolition of the restaurant was beginning before it started. The
noise was so loud, and the shaking was so disruptive and scary that I had patients leave, cancel
appointments, and I could not focus on my procedures, so I had to close my business for about a week.
The shaking was so extreme it felt like a severe earthquake. One day, I was so troubled I walked over
to the job site and asked a worker about the demolition and how long it would take. The worker put
me in touch with Chase Russell.
Mr. Russell came to my dental office and brought with him a woman named Jill Wallace, who
said she worked for Mr. Russell on the project, and that she had worked for the City Planning
Department for 15 years. At the beginning of the meeting, Mr. Russell and Ms. Wallace told me for the
very first time that they were not building a retail shopping center, but instead a large car wash. They
showed me how the car wash tunnel would be located along my property line only inches from my
building. I said I didn't want that, that the shopping center would be better for everyone, but they said
they are building the car wash and there was nothing I could do about it — it was a done deal.
One day after the meeting with Mfr. Russell, I was shocked find a crack in the wall inside one of
my exam rooms on the wall that faces 301 N. Tustin Avenue, where the restaurant demolition was
happening. The crack is from the ceiling to the floor. Since then I have found more cracks inside my
building. None of these cracks were there before the demolition. The disruption from the demolition
was so loud and caused such extreme vibrations and shaking inside my building that I could not see
patients at times, and I had to close my business early. My tenants own a massage business and had
the same problems during the demolition —they could not take clients at times and had to close early.
I have sent several emails to the City and to Mr. Russell expressing concerns over how the car
wash will harm my dental practice. The demolition of the restaurant was happening much farther
away from my building than the car wash tunnel construction and operation would be. During the
demolition, the workers removed several full-grown palm trees from what I thought was my property.
During the restaurant demolition, the workers destroyed my fence that ran the entire length of
my property. The fence was starting to collapse into my parking lot at the back of my property, so we
could not use the parking spaces there. When I complained to Mr. Russell, he demolished my fence
and removed it. I am also concerned that the car wash is being built onto my property because there is
no longer a boundary marking between my property and 301 N. Tustin Avenue. I asked Mr. Russell to
do a property line marking since the car wash tunnel is planned to be built so close to my building, but
he has not.
It will be a big problem if I cannot treat my patients because of this car wash business. I am
worried I will be forced to close my business during the construction, and after because of the impact
of the noise, movements, and vibrations. I also have a tenant who has a massage business. Massage
place has to be very calm, peaceful and relaxing for his customers. With all the noise, movements and
vibrations from car wash, they may not be able to give proper treatments to their customers. They said
they may lose their customers and may have to close their business.
We don't need another car wash. There is already one a block away in each direction on N.
Tustin and Fourth Street. I oppose the car wash project. I approve the retail center project with the
restaurant.

I am a community member in the City of Santa Ana, and I am writing you in opposition to Item 75A, the Russell Fischer Car Wash Project (CUP No.
2019-30, Variance Amendment No. 2018-10, CUP No. 2019-31, and CEQA Notice of Exemption, Environmental Review No. 2019-69). I urge you
to reject the Planning Commission's recommendation to approve this car wash project, deny the applicable permits, and require compliance with
CEQA.
The proposed car wash at 301 N. Tustin Avenue would negatively impact our community. We deserve to be more than the Car Wash Capital of
Orange County. While other cities protect the integrity of their neighborhoods and work to attract businesses that provide goodjobs and contribute to
the General Fund, the City of Santa Ana's approval of a CUP and variance to allow yet another car wash the 23rd in the city — is an affront to our
community. Why was this car wash allowed an exemption from the General Plan when regular residents find it so difficult to deal with the city on
similar issues? Why was no attempt made to ensure that, if a car wash comes in, it meets strict labor standards given car washes' known history of
exploiting its often immigrant and vulnerable employees? Why was a more comprehensive traffic safety study not undertaken and a noise study not
required? Why was this massive car wash approved without first completing environmental review required by CEQA?
These are questions that have yet to be answered and demand further examination. When this item comes before you, please consider the opinions of
your constituents and vote to reject it. Thank you for your time and attention.

Item 75A. Santa Ana deserves better than to be the Car Wash Capital of Orange County, and we don't need
another car wash. There was no adequate traffic study and no noise study, and to suggest that it should not be
subject to CEQA is just wrong. On top of that, car washes provide very little sales tax to our general fund and
are notorious for egregious employment and safety law violations. We deserve better.

Item 75A. Santa Ana deserves better than to be the Car Wash Capital of Orange County, and we don't need
another car wash. There was no adequate traffic study and no noise study, and to suggest that it should not be
subject to CEQA is just wrong. On top of that, car washes provide very little sales tax to our general fund and

Orange County. While other cities protect the integrity of their neighborhoods and work to attract businesses that provide goodjobs and contribute to
the General Fund, the City of Santa Ana's approval of a CUP and variance to allow yet another car wash — the 23rd in the city is an affront to our
community. Why was this car wash allowed an exemption from the General Plan when regular residents find it so difficult to deal with the city on
similar issues? Why was no attempt made to ensure that, if a car wash comes in, it meets strict labor standards given car washes' known history of
exploiting its often immigrant and vulnerable employees? Why was a more comprehensive traffic safety study not undertaken and a more adequate
noise study not required? Why was this massive car wash approved without first completing environmental review required by CEQA?
