Community Petition Regarding Raitt Site:
Centennial Park/Santa Ana College Park Replacement Project

Good evening City Council, my name is lvette Aguilar. I'm here with my family, and next door neighbor to
represent our concerns as well as the concerns of an additional 30 other neighbors, who participated in
the Community Petition we submitted to PlaceWorks and Santa Ana Recreation & Community Service
Agency on September 19, 2019 - opposing the skating area, proposed on the Raitt Site: Rancho Santiago
College Replacement Park Project.
We oppose having a skating area residing near our homes, due to the reputation the skating culture
carries and lack of police patrolling; our neighborhood is not suited for young children/adolescents' safety.
They would be exposed to potential vandalism, crime, and acts of violence. Local news reported a violent
crime where a Santa Ana resident was brutally beaten with a hammer and skateboard at the Santa Ana
Centennial Skatepark in 2017. A skateboard was used as a weapon (copy of news report attached for
your view), additionally, skateboards have been known to be used as weapons within the skating culture
to settle quarrels. We worry that such behavior and ambience will potentially occur at the Raitt Site if a
skating area were erected. We would like to prevent similar incidents to occur in our neighborhood for the
safety of all residents, seniors and children, by holding off the skate area at the proposed project.
The Community Service Supervisor and his team that coordinated the community meetings regarding this
project made poor effort in keeping us all well informed. Most of the residents I spoke with were not aware
of the project and are not in favor of adding the skate area. The neighbors I spoke with regarding the
project are apprehensive about having a skating area so near their homes. Fear the overall outcome of
the park, due to creating an area (skate area) that may be used by unsupervised adolescents and
children along with a higher rate of homeless population that has increased since the Santa Ana River
Trails were cleared. We do not understand why the skate area was proposed after the majority of the
residents are not in favor of it, nor were aware of it, or asked for opinion. PlaceWorks stated that "the
neighborhood is pedestrian park intended to serve the area residents", which at this moment, they and
the Santa Ana Recreation Community Service Agency are failing us to do so.
Another concern, is loud noise due to the wheels of skateboards on pavement. Per the study report
provided, PlaceWorks measurements are not valid due to inadequate city comparison. They measure
noise and collected data at Harvard Statepark located at the city of Irvine. We are all well aware that both
cities differ: economically, population, culturally, and educationally. Santa Ana population surpasses
Irvine's population at 334,000 residents, while Irvine populates stands at 266,000. We do not accept
PlaceWorks noise measurement data as accurate or reliable data, nor a fair comparison. Santa Ana
Centennial Skate Park is still open to the public, PlaceWorks could have collected data from that location
or other similar nearby cities with skateparks (such as Costa Mesa or Fullerton).
An alternative skatepark location is, Vans Skatepark in Orange, CA. This site is well established, large
and open to the public for FREE, and is located only three (3) miles away from the Raitt Site. Along with
my research I came across a news article (from 2010 - same initial time of Raitt Site project conception)
about potentially building a skatepark and a BMX field at the Santa Ana Lawn Bowling Center. That site
would be an ideal location for skate area. Therefore, there are larger and better, and safer locations
suited for the skateboarding community.
We leave a copy of all our concerns (petition) along with local news reports and crime stats for review and
recordings. We, as a neighborhood and community, ask for City Council to please serve interest of area
residents and consider our concerns. Refrain from adding the skate area at the proposed Raitt Site.
Extend the garden area instead, to have an area where our residents of all ages (seniors, children,
adolescents, and adults) may enjoy a restful place near their homes with their families.

It is exciting news that the city of Santa Ana is attempting to improve our community by providing a
neighborhood park. Per the initial study report and letter mailed to neighborhood residents, it appears the
conceptual site plan is moving forward with adding a Skate Area, as well at the Sixth Street Site. There is
no need of multiple skateparks within short distance. We have high concerns with commissioners creating
a skate area at our home neighborhood. For the safety of our children, seniors, others, and the quality of
our life, please do not add a skate park area at the Raiff Street site. It will lead to a rise in vandalism,
crime, trafficlfoot traffic, noise increase - caused by skateboard wheels, and homeless population. Extend
the green floral area to where the skate area is proposed. Attached you'll find crime reportthomeless stats
and images of neighborhood vandalism for your information and records. Please take our community
concerns into consideration along with the Community Petition.
Note, our community was not well informed about the Raitt Site project and its progress. I provided my
contact info to William Sandoval, Community Services Supervisor, City of Santa Ana, and his team, at the
few meetings that I was aware of. Yet, I did not receive updates for the remaining of the meetings. I
emailed my concerns to Mr. Sandoval in early July. He replied with stating my concerns will be presented
at a future Board of Recreation and Parks meeting, and welcome to attend. That he would follow back
with a confirm date. I never heard back from him and missed another opportunity to participate with the
community project and share our thoughts.
We appreciate PlaceWorks/City of Santa Ana reaching out in mid August 2019 to welcome our comments
and project concerns as a community. We are not in favor of opening a skate park area at our future

Community Petition
We, the undersigned neighbors of the Raitt and Myrtle, Santa Ana, California, hereby
vehemently oppose the opening of a skate park proposed to be located at the anticipated
neighborhood park, Raitt/Myrtle Site.
We are concerned that the proposed modification could result in
others not known at this time):
1. Reduced access to our neighborhood and parking
2. Reduced quality of life
3. Daily inconveniences and problems with the neighborhoc
4. Increased cut -through traffic
5. Safety of children, seniors, and others
6. Increase of homeless residing at the area
7. Increase of noise - caused by skateboard wheels
We feel this type of facility (skate park) will be detrimental to our
located in a nonresidential area. For example at an industrial or commercial area. Thank you.

nos oponemos vehemente a la apertura de un parque de patinaje y banos pGblicos que se
propone ubicar en el anticipado parque del vecindario, Raitt / Myrtle Sitio.
Nos preocupa que la modificaci6n (parque de patinaje) propuesta pueda resultar en to siguiente
(puede hatter otros preocupaciones que no se conocen en este momento):
1. Acceso reducido a nuestro vecindario
2. Calidad de vida reducida
3. Inconvenientes diarios y problemas con el barrio
4. Aumento del trafico de Corte
5. Seguridad de ninos, adultos mayores y civiles
6. Aumento de las personas sin hogar que residen en el area
7. Aumento de ruido - causado por las ruedas del patinaje
Creemos que este tipo de instalaci6n sera perjudicial para nuestro vecindario y debe ubicarse
en un area no residencial. Por ejemplo, en area industrial o comercial. Gracias.

In what may be the most accurate count of Orange
County's homeless population ever, there's a significant
uptick in the number of people without a permanent
home, but the data released today, April 24, also shows
more than twice as many homeless people in shelters
now versus two years ago.
Preliminary data from the most recent federally
mandated Point in Time count found 6,860 homeless
people in Orange County, with 2,899 of those - a little
more than 42 percent - having some kind of emergency
or transitional shelter.

It seems like a big jump from the 2017 tally of 4,792
homeless people (it's about a 43 percent increase), but
Orange County officials said it would be misleading to
make a direct comparison because this year's survey was
much more thorough and sophisticated than in previous
years.

Officials suspected past counts were too low because
volunteers only interviewed about 300 to 400 homeless
people and extrapolated the numbers based on
countywide demographics, Orange County CEO Frank Kim
said.

the 2017 survey.

said, noting that 73 percent of
unsheltered homeless said
their last permanent address
was in Orange County, and
more than half reported
having local family or some

unsheltered homeless reported having some kind of
employment.

"Is there an explosion in homelessness? My answer is no,
because most of them self -report that they are chronically
homeless and most of them are self -reporting that they
are from Orange County," Kim said.
Eve Garrow, homelessness policy analyst for the ACLU of
Southern California, said even this more thorough survey
may underestimate homelessness in the region, and she
expects the number to keep growing.
"The factors that lead to homelessness in Orange County,
particularlythe rising cost of rents, have not abated and if
anything have gotten worse," she said.
Much of the recent focus has been on creating emergency
shelters, but people living in them are still counted as
homeless, Garrow said, and many of them have nowhere
to go when they leave the shelter.
"The county has done an abysmal job creating more
permanent supportive housing and affordable housing,"
she said - and that's where she'd like to see future efforts
focused.
County officials see the detailed data as creating a new
baseline that will help local government and nonprofits
better tailor services to the needs of the homeless, spenq
money more efficiently and more accurately measure
results.
This year's survey focused on vulnerable populations such
as seniors 62 or older (677 seniors were counted),
veterans (311 people with military service were recorded)
and families (110 unsheltered families including 244
children were found).
Officials in Anaheim, which has the county's second-
largest homeless population after Santa Ana, weren't
surprised by the 2019 data because they commissioned a
similar survey of their city last year, city spokeswoman
Lauren Gold said Wednesday.
More of Anaheim's homeless residents found shelter
between the 2018 and 2019 counts, and even more have
left the streets since January to enter two new emergency
shelters that came online in the past few months, Gold
said.
"We're really encouraged to see that a lot of people have
accepted that offer of help and are starting that transition
out of homelessness."
Countywide, much has changed since the 2017 survey,
when the Courtyard in Santa Ana had recently opened as
Orange County's only publicly funded emergency shelter
offering 24-hour, year-round assistance.

Since then - in part due to a lawsuit filed when the Santa
Ana River Trail encampment was cleared - hundreds of
beds have opened at shelters in Santa Ana, Anaheim,
Tustin and Costa Mesa offering an array of services to help
people get off the streets. Huntington Beach, Buena Park
and Placentia have found sites for facilities they plan to
build. Mental health care, job training and placement and
other services also have expanded.
"There's just a huge amount of progress that's been
made;" said Susan Price, the county's director of care
coordination. "We've got to pivot, really, to the exit from
those emergency shelters."

She said the homeless count data highlights what more
can be done:
The 55 percent of unsheltered adults who are able to
work could be connected with jobs. More veterans - 68
percent are living on the street - may be eligible for
federal housing assistance. More affordable housing
could be built by the Orange County Housing Trust, which
has seen a recent infusion of cash and growing interest
from cities.
"I think collectively as a region;' Kim said, "what we've
realized is the homeless individuals in our communities,
they're ours:'

The director of the Santa Ana Parks and Recreation Agency, Gerardo Mouet,
wants to use half of the current Santa Ana Lawn Howling Center to make money
by ranting the area for weddings and the like. His department is broke and is trying
desperately to come up with ways to increase funding.

I can understand that sentiment, but I think It Is an awful idea. This Is a unique,
large space and we really need to think long and hard about how we can use it to
most benefit our residents.
Lawn bowling clearly Is a terrible use for this space. I recently spoke to a former
Santa Ana Parks and Recreation Commissioner who informed me that at most
perhaps two out of the 17 or so lawn bowlers who use the facility actually live here
in Santa Ana. Most of them live In Anaheim, Garden Grove, Tustin and Fountain
Valley.

SANTA ANA — Two men were charged today with attempted
murder in connection with the near -fatal attack of a man
beaten with a hammer and skateboard at Centennial Regional
Park in Santa Ana.
Anthony Edward Rodriguez, 23, and Adrian Hernandez, 19,
both of Santa Ana, were also charged with aggravated
mayhem, and they face sentencing enhancement allegations of
premeditated attempted murder. The enhancement means the
pair face a minimum life sentence.
The victim, who also lives in Santa Ana, is expected to survive,
but he lost an eye and sustained multiple fractures to the jaw
and skull, according to Santa Ana police Cpl. Anthony Bertagna.
Witnesses told police the unidentified victim, who is in his 30s,
appeared to be under the influence of an intoxicant when he
approached three men sitting by a skate park at 3000 W.
Edinger Ave. and challenged them to fight about 7 p.m
Tuesday, Bertagna said.
The conflict quickly escalated to a fight, with the suspects
punching the victim and Hernandez eventually pulling out a
hammer and attacking the man with it, Bertagna alleged.
"He retrieved a hammer from his backpack and began striking
the victim across the chest," Bertagna said.
Another suspect grabbed a skateboard and "began striking the
victim in the head and face with the skateboard," Bertagna
said.
Police believe there may be more witnesses and asked them to
step forward and help with the investigation. Anyone with
information was asked to call detectives at (714) 245-8390.
Orange County Crime Stoppers will accept anonymous tips at
(855) TIP-OCCS.
