I noticed the water utility charges have increased close to 50%, which is an exorbitant amount. Also according to your chart Tier 1 allocations, the allowed amount.is lower before you get into tier 2. Calculating your new bill is nearly impossible to do and very confusing. California is already one of the most expensive states to live in and any increases do not help the elderly on limited incomes and young families. Please reconsider your proposed increases. I believe there are significant issues with the Stantec Study and rate proposal which need to be detailed and explained to ratepayers prior to an increase being granted. Here are my specific objections to the Study: 1. The cost of MWD supplied water is stated as being 44% of the cost, while it is only 25% of the water actually utilized in the City. The determination of the allocation of costs (56%/44%) against OCWD/MWD supplied water is not detailed in the Study. If this allocation is inaccurate, a significantly higher percentage of costs are being passed off to Tier 2 water users to artificially keep Tier 1 rates low. This allocation needs to be detailed and the allocation explained to ratepayers. 2. Budget line items 14,19 — OCWD and MWD Water Purchases. In the 5-year period covered by your cost estimator, water purchase costs go up 26% - while in the same period, water costs for me as a consumer increase by 42% (1.6X). In the total period covered by the study, water purchase costs increase 190% - would this mean we as consumers would expect to pay 306% more than we do today? 3. Budget line item 102 — Land. There is a cost stated of $1.289M in 2020. This land cost is not described or addressed in the Study. What is this for? 4. Budget line item 103 — Full Time Equivalent New Staff —These new staff (8 alone for Capital Improvement Projects) are a HUGE increase in the cost of staff salaries (2.6% of the overall budget in 2019). What these new staff will do is not defined in the report. If these are just Project Management costs, why aren't these costs included in the Projects? Why does the City need to HIRE PERMANENT full-time employees? 5. Budget line items 5, 32, 60, 82 — Retirement Costs — Why are these costs essentially doubling over the Study period? Is this because we are adding a bunch of new employees or because ratepayers are being asked to address underfunded pension liabilities. Why are retirement costs increasing at nearly 5 TIMES the rate of inflation? Taxpayers also just approved a 1.5% sales tax increase in the City. Why isn't some of this money being used to address the issue? It seems we as residents are paying both higher sales taxes and higher water rates. I am writing to protest the proposal to increase rates on water and sewer services. First, I am concerned residents were given a short notice of the proposed increase and the Public hearing date. In 2015, the city proposed water and sewer hikes for five years. claiming the money generated by the water increase would solely be used for water and sewer -related service and maintenance. When in fact water funds were transferred to the General funds to be used for other city expenditures. The City received over 200 letters of protests. The letters were ignored and the water rates were increased. The city is now again proposing to increase water and sewer rates, which are not justified. The city cannot continue taxing residents with unnecessary water rate increases. I strongly urge you to oppose the proposed water and sewer rate increase . Why did we paid too much for buying water ? 2/ For many year, the Santa Ana administration did not have a plan to recycle water for street landscape which the other city have been doing. Do we plan to store the rain water in the digging lake in rain season? I would think this issue need to be consider to save all Santa Ana resident. 3/ The water bill today is at least 3 times compared to the bill of 5 years ago. Now, the water bill is much higher than Electric and Gas. Will it made the life in this poor city more difficulty? 4/ Based the increased rate, Will we face to increase 25 — 30% water in next year and will continue hiking each quarter. 5/ Look in the report, I did not see the money spend for future plan to cut down the water bill like water regeneration,. We will have any hope for water bill might be cut in future. Did our city not have any good plan to save the water high cost? We protest this increase rate which is too much, not reflect to the cost of maintenance and replacement. Code Regs. tit. 23, §495 Dear Santa Ana Public Official(s), I write on behalf of the Natural Resources Defense Council (NRDC), which is a nonprofit public interest organization with more than 3 million members and activists, more than 400,000 of whom are Californians. We are writing to advise you that, based on our review of reports filed with the Department of Water Resources (DWR), Santa Ana has failed to comply with state regulations requiring the submission of annual reports to DWR regarding the City's permit program for irrigated landscaping. The Water Conservation in Landscaping Act, Gov't Code §§65591-65599, requires all cities and counties in California to adopt and enforce either the state's Model Water Efficient Landscape Ordinance (MWELO), Cal. Code Regs. tit. 23 §490 et seq, or a local Water Efficient Landscape Ordinance (WELD) that is at least as effective in conserving water as MWELO. See Gov't Code §65597. Additionally, every city and county is required to file annual reports with DWR describing implementation and enforcement of either the MWELO or its WELD (as applicable). The requirements for these annual reports are set forth in Cal. Code Regs. tit. 23, §495(b)(1)-(12). DWR has sent letters reminding covered jurisdictions of these reporting requirements, including in November 2018 and June 2019. NRDC has reviewed the reports that have been filed with DWR. This publicly available information' indicates that Santa Ana is out of compliance with the reporting requirements for one or more of the years 2015, 2016, 2017, and 2018. We urge you to prepare and submit complete and accurate reports to DWR regarding the City's landscaping permitting program. Please submit all missing reports to DWR by no later than Monday December 9 through the department's official email portal at <WELO@water.ca.gov> and concurrently provide a cony of the completed report(s) to NRDC at the following email address: <mweloreportna,nrdc.org>. Approximately half of California's drinking water is used outdoors, most for irrigating urban landscapes. Complete and accurate information on landscape permitting is important for maintaining reliable water supplies and planning for future needs. It also permits interested members of the public and organizations like NRDC to evaluate the potential need for additional water -saving measures.
