They proclaim to be a "family restaurant ......... family restaurants don't play music so load you have to have a bull horn to tell the server what you want, nor keep their children out til 2am!1! This business is not an asset to the local community at present with their boisterous behavior ....... and giving them access to sell hard liquor will only worsen the environment. Say NO to Hector's. Dear Mayor and honorable Council members: We are forwarding the letter sent to our Planning Commissioners, July 29, 2019, to oppose the request by Mariscos Hector for a full liquor license and extended hours of operation, located at 1801 S. Main Street. We are urging you to vote No on approving the extended hard liquor license and the extended late hours of operation. The permits requested will result in a parking crisis,the increased noise will create social environmental, and public health problems. Residents are greatly concerned about the safety and security of our neighborhood/s. Directly on the back side of Mari sees Hectors are houses and a densely populated neighborhood. The quality of life in the neighborhoods impacted will deteriorate. We support Mariscos Hectors to continue under its current pen -nits. We need more family style restaurants that are located inside neighborhoods to serve only beer and wine, and to close at reasonable hours when working families and children go to bed. Main St. In addition to asking your to support my application for a conditional use permit I wanted to give you a brief update. Today we met for a third time with neighborhood representatives. The first two meetings were cordial and seemed to be productive. Today's meeting at city hall, which included planning manager, was very unproductive. The neighborhood representatives clearly stated that no matter what we did including offers of goodwill that they were going to oppose Mariscos Hectors on anything we did. They stated that their issues were parking, noise, and security. Our parking and security plans have successfully been in place for months and the noise issue will be solved when soundproof windows and doors are installed. All the neighbors surrounding the Restaurant location are in support of Mariscos Hectors Below are statements from your staff report that offer bottom -line reasons for you to support this application. My application has been in compliance with the entire city's request. I have been working On this liquor license application with the city of Santa Ana for over two years. Thank you and I ask you to support my application. Maria Sebold CONCLUSION Based on the analysis provided within this report, staff has determined that the proposed project is in compliance with the City's operational standards for uses with alcoholic beverages. Further, the project site has no open code enforcement violations and is compliant with State ABC regulations. The Police Department has analyzed crime statistics for the site for the past year and did not identify any issues with the restaurant. Finally, staff and the applicant have met with the community on two occasions to understand and address their concerns STRATEGIC PLAN ALIGNMENT Approval of this item supports the City' s efforts to meet Goal No. 3 ( Economic Development) Objective No. 2 of creating new opportunities for business/job growth and encourage private development through new General Plan and Zoning Ordinance policies. FISCAL IMPACT The project will generate additional sales tax revenue, increase the number of permanent jobs and will provide additional dining options for the community. In addition, the expansion of the restaurant into an adjacent and vacant tenant space will require that permit and inspection fees be paid to the City. It is estimated that a slight increase in sales volume will occur from the enlarged restaurant with additional seating areas and from the sales of distilled spirits.
