RECOMMENDED ACTION
Award purchase order contracts for fencing construction, maintenance, and repair for a one-year
period from February 1, 2020 to January 31, 2021, with provisions for three one-year renewals
exercisable by the City Manager, in an annual amount not to exceed $100,000 to be funded by the
General Fund, subject to non -substantive changes approved by the City Manager and City
Attorney, with the following vendors:

DISCUSSION
The Parks, Recreation and Community Services Agency (PRCSA) General Maintenance Division
maintains 44 parks that have fencing as enclosures for sport courts and fields, pools and property
lines. Due to the heavy use of the facilities, fences are in constant need of repair and replacement.
Over the last few years, many fence projects were put on hold due to lack of funding. As part of
the 2019-20 Fiscal Year budget, funding was allocated to address deferred fence maintenance and
repairs.
The notice inviting bids was advertised on November 26, 2019 on the City's online bid management
and publication system. A summary of the bid invitations and bids received is as follows:

Bids were received and opened on December 19, 2019, and evaluated (Exhibit 1). The bids received
from the vendors identified in the Recommended Action above, are responsive to the specifications
and meet the City's requirements. Staff recommends awarding contracts to the three lowest bidders
to allow for competitive quotes on future jobs.
STRATEGIC PLAN ALIGNMENT
Approval of this item allows the City to meet Goal #6 - Community Facilities & Infrastructure,
Objective #1 (establish and maintain a Community Investment Plan for all City assets), Strategy B
(equitably maintain existing streets and associated assets in a state of good repair so they are
clean, safe and aesthetically pleasing for all users).
