PUBLIC HEARING – APPROVE A JOINT POWERS AGREEMENT WITH THE COUNTY OF ORANGE; APPROVE AN OPTION AGREEMENT AND SIXTY- FIVE YEAR GROUND LEASE WITH WASHINGTON SANTA ANA HOUSING PARTNERS, L.P. FOR THE DEVELOPMENT OF THE CROSSROADS AT WASHINGTON PROJECT LOCATED AT 1126 AND 1146 E. Authorize the Executive Director of the Housing Authority to enter into a Joint Powers Agreement with the County of Orange for the joint ownership of the adjacent properties located at 1126 and 1146 E Washington Avenue, Santa Ana, HOUSING AUTHORITY MINUTES 2 February 18, 2020 CA 92701 (APNs 398-092-13 and 398-092-14) in order to develop the Crossroads at Washington affordable housing project, subject to approval by the County of Orange Board of Supervisors and Orange County Housing Authority, and subject to non-substantive changes approved by the Executive Director of the Housing Authority and Housing Authority General Counsel. 2. Authorize the Executive Director of the Housing Authority to execute an Option Agreement with Washington Santa Ana Housing Partners, L.P., a California limited partnership formed by The Related Companies of California LLC and A Community of Friends for the development of the Crossroads at Washington affordable housing project located at 1126 and 1146 E Washington Avenue, Santa Ana, CA 92701, (APNs 398-092-13 and 398-092-14), subject to approval by the County of Orange Board of Supervisors, and subject to non-substantive changes approved by the Executive Director of the Housing Authority and Housing Authority General Counsel. 3. Authorize the Executive Director of the Housing Authority to execute a joint sixty- five (65) year Ground Lease with Washington Santa Ana Housing Partners, L.P., a California limited partnership formed by The Related Companies of California, LLC and A Community of Friends, for the development of the Crossroads at Washington affordable housing project located at 1126 and 1146 E Washington Avenue, Santa Ana, CA 92701, (APNs 398-092-13 and 398-092-14), subject to approval by the County of Orange Board of Supervisors, and subject to non- substantive changes approved by the Executive Director of the Housing Authority and Housing Authority General Counsel. 4. Adopt a resolution granting consent to the Orange County Housing Authority to administer project-based vouchers in the City of Santa Ana for the development of the Crossroads at Washington affordable housing project located at 1126 and 1146 E Washington Avenue, Santa Ana, CA 92701, (APNs 398-092-13 and 398- 092-14). CITY COUNCIL 1. Authorize the City Manager to execute a Memorandum of Understanding with the County of Orange regarding the County’s and City’s Regional Housing Needs Allocation for future Housing Element planning periods pertaining to development of the Crossroads at Washington affordable housing project located at 1126 and 1146 E Washington Avenue, Santa Ana, CA 92701, (APNs 398-092-13 and 398- 092-14), subject to approval by the County of Orange Board of Supervisors, and subject to non-substantive changes approved by the City Manager and City Attorney. 2.
