STREET.
I HAVE BEEN STAYING SAFE INSIDE MY HOME BUT THIS NIGHT I WENT OUT TO MY
LOCAL 99 CENTS ONLY STORE,
I TOOK PRECAUTION AND WORE AN N95 MASK AND SURGICAL LATEX GLOVES. THESE
ARE ITEMS GIVEN TO MY FATHER IN THE SPRING OF LAST YEAR.
WHEN I ARRIVED AT THE STORE, EVERYTHING LOOKED NORMAL, AS IF WE DID NOT
HAVE A COVID-19 CRISIS.
I WALKED INSIDE AND THERE WERE LINES AT THE CASH REGISTER BUT THE PEOPLE
WERE NOT DISTANCING EACH OTHER, WHEN I LINED UP TO PAY, I HAD A YOUNG
WOMEN ALMOST PUSHING ME BECAUSE NO ONE BUT ME WAS PRACTICING SOCIAL
DISTANCING.
THE PEOPLE INCLUDING THE WORKERS WERE MOSTLY WOMEN AND LATINO. BOTH MALES
AND FEMALES WERE LATINO. THEIR AGES RANGED FROM 14 TO 38 OR SO.
PLEASE PLEASE, I BEG YOU NOW, MARCH 25, 2020, TO EDUCATE THE LATINOS OF
SANTA ANA, LIKE ONLY YOU CAN, HOW CAN YOU EDUCATE THEM?
-YOU SEND FLYERS IN THEIR LANGUAGE .
-YOU SPEAK TO THE PARENTS, THE ADOLESCENTS AND THE ELDERLY
-YOU SEND A SOCIAL WORKER TO DISPURSE THESE FLYERS AND ANSWER QUESTIONS
THESE PEOPLE ARE NOT READY AT ALL, NOT MENTALLY NOT PHYSICAL FOR WHAT IS
TO COME AND WHAT IS HERE ALREADY.
I DO NOT KNOW WHY IT'S THIS LATE IN THE GAME/BATTLE AND YET LATINOS IN
SANTA ANA ARE SO ILL INFORMED OR MENTALLY ILL.

AND GARDEN GROVE, CA. WE ARE IN A PANDEMIC AND SANTA AMA IS IN ANOTHER

Public Comment Re: Closures of Public Restrooms
Dear Santa Ana City Council Members and Staff,
My name is Carson Capps and I am a student at University of California, Irvine School of Law and a
concerned resident of Orange County. I am part of a team of students that have been monitoring several cities
in Orange County to see what measures they are taking to protect low-income and homeless populations
during the COVID-19 pandemic. I am writing today to express my concern regarding the closure of public
restrooms.
Many cities are closing public facilities, including parks, as a measure to prevent further transmission of
the virus. I have seen that as of April 2, Santa Ana has closed even more of its public facilities to discourage
gatherings. This is an admirable step to take to protect those who are fortunate enough to have somewhere to
shelter in place, but different considerations must be made for homeless and housing -insecure populations.
Many people depend on these public facilities, now more than ever. In light of the recommendations passed
down by the World Health Organization to "Do the Five," including frequently and thoroughly washing your
hands, to halt the spread of the virus, access to public restrooms is particularly important for these populations.
The CDC has recommended that homeless populations avoid crowded shelters during this time, so many
people are left with no other option but to depend on public restrooms for personal hygiene. For those
homeless people who are in shelters or camps, the virus is almost certain to spread quickly, and treatment will
inevitably be difficult to come by for these populations.
As of April 1, Laguna Beach and Newport Beach have both agreed to keep some public restrooms
open to the homeless populations to help halt the spread of COVID-19. 1 urge you to follow their lead, and
make an effort to inform homeless populations of the available facilities. The more Orange County residents
who become infected, the longer the pandemic will continue. Please consider taking further steps to protect our
most vulnerable populations.

I have sent to all city council and as an ecomment.
This Is Lisa Gonzales- Solomon as you know I am the principal of Madison but today I come to you as a resident. We need your
help, as residents, as workers, as families and as students. I am here requesting that as a city we take steps and measures to help
prepare us to have citywide wi-fi.
I know this Is not a simple process but If we can start planning by connecting with providers, connecting with business owners and
building owners, establishing additional access points and planning and preparing to establish WIT -mesh networks- we would be able to
ensure that our community would be able to work and learn remotely. Asa district we have provided Chromebooks and hotspots. I am
notJust asking for our students but for our greater community- students in college, people working remotely, our community who is
being asked to stay home but still need to keep in touch with family and friends and need access to resources and information. .
I am requesting that we as a city prepare for citywide WIFI by also reaching out to Google or internet service provlderalvendors to open
up access to our community. (notJust two month plans.) We need to as a city work with our school district and our state and county
elected officials to see what support our city can provide and to see what support the state and county government can provide to our
city.
Now is a time we need to come together for our people. Our world is changing and it would be amazing to see our Great City loading
the way. We know you are already looking out for our citizens and their safety but this would be one more way we can continue to have
open lines of communication and provide access to education, to work, and to much needed resources and Information.
You would truly be our HEROES If we were the first city to announce steps we have taken to ensure our community has citywide WI-FI
access. Our kids, our families, our workforce and our community needs It. Thank you.
