I oppose the proposed building, the building will impact traffic and add to the Increasing vehicle congestion. Take Into consideration the approved plan of renovation of Main Place and added apartments at that location and a Hotel. There is currently construction at La Veta and Santa Clara when completed will add more to the vehicle population. 2525 will also impact the quaint and beautiful Park Santiago which already has traffic, used for the effort of avoiding south main and 171^, the southbound 5 to reach their local destinations. The streets of Santiago Park are in use by locals and residents to reach 17st,Tustin avenue. The addition of the proposed apt will impact and perhaps destroy The community that live in the area. 1 am a resident of Floral Park, we are impacted as well. I can hear the freeway from my back yard the addition of the Broadway off ramp adds additional noise. Bristol Street south has the memory lane entrance to homes, then to Flower street which connects with Santa Clara and to the 5 or Main street south. or Broadway south or seventeenth street to the Civic Center The morning traffic through Floral Park is a challenge. We do not need additional vehicle traffic in out area, While most of us have adapted to the freeway noise. We just do not need additional traffic on the freeway and the surface streets. We have represented out feelings to the City council in overwhelming numbers No on 2525 and No on rezoning that property. We should try to build and add to the Museum corridor, The city counsel has ignored the will of the people who support this city 2-3 hundred people attended these meetings, I am a senior I watch on computer. We are home owners and pay the taxes in this city we should be a part of the decision making process. We are not exclusive but we know what is the best for the city, we have supported the expansion of Main Place mail, we want to keep the property as the gem of the city as a history of dats gone by, community, just maintain the quality of life. Our area is valued at the present time, folks come wanting to purchase a home in Santiago Park , Floral Park, West floral and Jack fisher with a desire to become a part of the Santa Ana city and own one of these historical and beautiful homes, Our opposition Matters. At the November council meeting we spoke to you and asked that you please expedite the demolition of the existing building at this site, as it Is a crime Infested eye sore, and a magnate for the homeless with a complete disregard for the law, the neighborhood or its residents. Since that time and in spite of security at the location, the problems on this property have escalated, At least 2 -3 times a week, often more, there are incidents of screaming tantrums behind our home, fights, people wandering in an out of the area at all hours, and other unsettling and frightening occurrences. As we are sure you know, the police have been called to this location on numerous occasions, all to no avail. As soon as the police leave and things appear to settle down, the cycle repeats itself and often escalates the next time. The owners of the property repeatedly board up broken windows and repair doors that have been vandalized, only to have the people who seek to use the building for their own purposes come back and break down the boards and other barriers to the building. The vandalism at this site is unending, and a dangerto anyone who is in the area, An unarmed securlty guard, no matter how diligent, has no chance against dozens of drug addled and violent people who for some reason feel that they have a right to the building and surrounding property. Not only does this situation put the guard's life in danger, it also endangers many of those who loiter in the area, as well as homeowners nearby. A sad and very recent example is the murder that occurred in the park, and the suspects immediately broke into the building to hide out, where It was also discovered that night that many other people had broken in and were hiding out there as well, This is all taking place just a few feet from the homes of families with young children and senior citizens — people who count on you to keep them safe. The health hazard that those living in homes in the area are exposed to is completely unacceptable and a danger to not only the homeowners and their families, but also to the criminals and homeless who gravitate to the site. The garbage that is strewn around the property is disgusting and should not be allowed in any residential or business location. The dumpster area alone is a filthy petri dish that in itself is a danger. Now above any other time it seems that you would be sensitive to the health risks that we are all facing, and are amplified by the constant trash and over -ail filth that we are enduring. The additional risk of exposure to the Covid-19 virus due to the people in an around the building should not be ignored. All of this could easily be remedied by approving the demolition of the existing building at 2525. This would eliminate the hide out that people who are commonly and routinely breaking the law now have, improve the safety of the entire area, and remove the visual blight that this outdated and run down building cause now, The owners of the property are willing to demolish the building, even without resolution to the redevelopment plan. Vineyards Development and it's principles have repeatedly demonstrated their desire to bring a positive and attractive project to this site, and recognize that even though that cannot be done right now, the site could be much safer and tolerable in the meantime. Regardless of your position on the redevelopment plan, the safety of the community should be uppermost in everyone's minds. Please consider the danger you are putting all of us in if you allow this building to continue to be used for every possible violation of law, health code and human decency. Please do not wait to deal with this until a stray bullet comes 2r- through a home and kills someone, or a criminal climbs a wall and comes into one of our homes. As you are aware, SACRD has filed a lawsuit against the City under the California Environmental Quality Act ("CEQA") for its approval of the 2525 N. Main Street Project ("Project"). As recently as yesterday April 6, 2020, SACRD filed its First Amended Petition to include the other non-CEQA Project approvals that were reconsidered and decided by the City Council on January 21, 2020. Further, as you may or may not be aware, the Orange County Register of Voters just certified the Referendum Petition to have the Project approvals set aside. The reason these issues are being raised prior to the April 7, 2020 City Council meeting is that SACRD is concerned that the City will allow the developer of the Project to proceed with demolition of the existing structures before the above issues are decided. As you may or may not know, the certification of a referendum petition automatically suspends the Project approvals. (Elections Code, §§ 9237, 9241.)
