My name is Roy Afusia Business Representative for Sprinkler Fitters UA Local 709. Also a resident in the City of Santa Ana
for over 19 years. I'm here to support The One Broadway Plaza Project in Santa Ana.
represent over 1,000 members --many of whom would value the opportunity to work close to home. Rather than
spending hours away from home, our members would love to work closer to home in their community so that they may
have more time with their families and not miss those precious moments.
To build a project like this is going to take a Skilled and Trained workforce, a Safe Environment for the construction
workers, local hire for Santa Ana and other Orange County residents, and let's not forget our Veterans who fought so we
can have this conversation.
This is the perfect project, perfect location, and it couldn't be a more perfect time and that time is NOW!

To the Santa Ana City Council,
Regarding One Broadway Plaza.
I have been a resident since 2011 when I moved here for my daughter to attend the Orange County
School of the Arts. One Broadway Plaza has been sitting for the duration of my time here. In addition,
I have been involved with the neighborhood association of the adjacent Washington Square. I do not
believe this is an appropriate site for a building of this height nor for residential space with no onsite
parking, among other issues.
MY ISSUES:
HEIGHT: I don't think 37-stories is appropriate for this site. Yes it was approved by Santa Ana citizens
in 2005 but at a narrow margin. Many voted for it because it had a stipulation that it be 50% rented
before construction. That had a 10 year time limit which has expired. Also the wording of the ballot
measure was tricky, voting no meant you approved of the building which was misunderstood by
many. OBP is 1.5 miles from the 5fryiup Broadway, 1 mile using Main and 17tb and 3 miles to Bristol's
22fry on ramp. It is in the wrong place.
TRAFFIC: The traffic plan is outdated. It was written in 2006 and made projections to 2020, which is
now! The tower construction will take 3 years. A new traffic study of the main routs to the 5 and 22
freeways that projects out to 2033 is needed. Also right now there are 1,731 proposed housing units
approved or in process in the surrounding area. How can proper mitigation be planned using the 2006
study?
HOUSING: The developer has proposed 415 apartments in the tower. He presented the project at a Sunshine
Meeting at which he boasted of having affordable housing included. He now wants to buy his way out of the
obligation, which is legal. But lets not pass up a great opportunity to have affordable housing included in such a
small footprint of land with no onsite parking which will put even more pressure on adjacent neighborhoods.
I think the council should vote no at this time.

April 21st City Council meeting,
Council -members,
I do not agree with the staff recommendation to approve the project without further study and
protection for Santa Ana residents.
At your April 218t city council meeting you will be able to decide and direct the future of the 37-
story tower, One Broadway Plaza , (OBP). I have been following OBP since the beginning as I
have lived in Santa Ana since 1976. Here are some of my concerns.
Traffic: I am pleased with the Planning Commissions recommendations that the developer
will be required to provide $300,000 per neighborhood for traffic mitigation plans and
implementation for the heavily affected areas and including the Logan neighborhood. But,
there have been no changes to the requirements to improve the flow of traffic on the main
routes to and from the 5 freeway and 22 freeway. The traffic study that city staff is using as
its basis for a recommendation of approval is now terribly old. When written in 2004 it
projected out to 2020. That is now! So you can see the traffic study does not look at all the
new developments in the midtown area, plus there will be more after three years of tower
construction. The traffic study is outdated and needs to be redone! The staff addendum is
not adequate. With 415 proposed housing units in the tower and the another 1,731 housing
units approved or in process in the midtown area, there is no question that to meet
community needs, to keep traffic flowing, we need a new traffic study that goes out to 2030
or more, and addresses the growth of current background traffic volumes. Council -
members, do not approve this project without a current traffic study of future projections to
develop a proper traffic mitigation plan.
2. Affordable Housing: The developer is opting out of including affordable housing units in
the tower and is proposing to pay in -lieu fees. This is a buy-out! At the Sunshine Meeting
he pointed out proudly that he was including affordable housing units. He needs to stick to
that. With the city more and more built out, each housing development needs to accept
and include it's required minimum number of affordable units! Please do not accept in -lieu
fees when we have a great opportunity to meet basic community needs in a small building
footprint. In addition, the units need to be scattered throughout the housing floors, not
insulated. We all should be able to understand that affordable housing does not mean "low -
class" citizens. Council -members, do not accept the buy-out, demand affordable housing
be included.
3. Looking at General Plan Goal 1. To promote a balance of land uses to address basic
community needs. I am pleased that the Planning Commission voted for the developer's
per -living unit park fees be used in the local area of the tower. Perhaps a paved parking lot
can be made into a green park and those who parked there be able to use the project's 9-
floor parking structure. Or perhaps demolish an existing run-down apartment building to
create a park and allow those residents the opportunity to occupy the affordable housing
units in the tower, allowing them to stay in the neighborhood.
Council -member, Please do not approve this tower project without including affordable housing
and a current traffic study, these are reasonable demands.

Opposition to the Approval of One Broadway Plaza
My name is Steven Adler and I am a resident of Santa Ana and have lived here for the last 10+ years.
I Oppose the requested changes for the One Broadway Project.
The reasons I Oppose the requested changes are as follows:
1. The Project was approved by voters to be a commercial building and Not a high density residential
and commercial mixed use building.
This project should have to be newly Approved by the Santa Ana voters to allow for such a
substantial change to this voter approved project.
This project ONLY has entitlements to be a Commercial building... NOT for a mixed use building
providing for high density apartments.
This project will NOT provide onsite Affordable Housing Units.
2. The 37 story size of the proposed project is simply far too large for that location.
The city's street infrastructure can NOT be improved enough to adequately handle the additional
traffic generated.
The proposed approx $1.8 million in street improvements is woefully inadequate.
A project of this size and traffic impact should have $8-$10 million in road improvements, to get
future workers and residents from our nearby freeway exits ALL THE WAY to this location efficiently.
A mid -rise ( perhaps 8-10 stories) of mixed use would be a Far More appropriate choice for this
location.
It is NOT a good idea to build an immense 37 story High Rise building that is a new type offering in
downtown Santa Ana, with completely unproven demand, as a mixed use product in that area.
It would be far better to begin with a mixed -use Mid -Rise development and build additional Mid -Rise
mixed use buildings, When and IF there is adequate demand.
A 37 story High Rise should ONLY be developed AFTER several, if not many, mid -rise mixed -
use developments have been PROVEN successful in downtown Santa Ana, this is basic Urban
Planning 101.
3. Downtown Santa Ana does NOT have a Sports venue, like the Staples Center in downtown LA,
with its upcoming LA Live mixed use developments, to make a 37 story mixed use tower in
downtown Santa Ana successful.
4. Downtown Santa Ana does NOT have a Sports venues, like the Honda Center and Angels
Stadium, with Anaheim's proposed Anaheim Live mixed use developments, to make a 37 story Santa
Ana mixed use tower successful.
You can not compare the LA Live developments and the Anaheim Live developments to downtown
Santa Ana. There simply is not enough in common for an intelligent, informed comparison.
5. For the last 15 years, this project has failed to achieve 50% Pre -Leased to Private or Public
companies, which was Required by the orignial Developer's Agreement.
It is very likely that today, the project still does NOT met the 50% office pre -leased requirement for
actual, above ground, construction to begin.
This Is because there is simply NOT adequate demand for companies to move to downtown Santa
Ana.
The reasons for low office space demand are many, including economic, residential, public
infrastructure and socio-demographic reasons.
We can Not put our "heads in the sand" ignoring this long term fact, and simply allow an unproven
37 story high rise concept to be built and HOPE it works...
You have a fiduciary duty to Not gamble with the City's financial resources and with the city's general
plan and zoning guidelines.
6. This long term Absence of Commercial Interest in Santa Ana should not be ignored for this
project, and it should Not be "covered up" by simply allowing it to provide a large number of high
density apartments.
Orange County is about to enter into a Covid-19 caused recession, one that could be very
substantial.
This is the absolute wrong time to allow for a 37 story building to be approved in the heart of the city.
7. The commercial office building spaces in this proposed project will very likely fail to
attract quality long term tenants, and as a result, a future request to convert almost the
entire 37 stories to apartments will likely be made.
Having almost 37 stories of high density apartments is not in the best interest of the City
and its residents.
With the Covid-19 outbreak, having high density residential, like in New York, has proven
to be a very dangerous and deadly development type for cities.
Lenders will always be available to lend for projects in Santa Ana, and there is not a "small
window" of time to get this or other projects like it approved.
Lending will be around for many, many years, for sound projects, so rushing planning
commission decisions based by some stated deadline is completely inappropriate.

In closing, Santa Ana DOES NEED some new mixed -use developments to attract people
and revive downtown.
However, approving the 37 story high rise mixed -use tower with absolutely no proven
track record in Santa Ana is simply a recipe for financial disaster for the city.
Please vote to Oppose these project and Send the Project back to the Planning
Commission for consideration of a Mid -Rise building.
A new mixed -use mid -rise (8-10 stories) will be far better for Santa Ana and its residents.

Mayor, Mayor Pro Tern & Councilmembers:
This project has gone on too long. It never had any teeth to get off the ground over 10 years ago and now its
back with a different window dressing.
Its time to put a stop to this project once and for all.
The size of the proposed building of 37 stories DOES NOT fit at all at this location. The project itself will be a
complete drain on the City's current infrastructure ...... water, sewer, storm drain ..... and of course, it will hugely
impact traffic and parking in the area along with impacts to aesthetics (shadow and shading). Yes, the
developer has done a lot for the City, but this is just not an appropriate use for the site and given the current
market due to the Corona Virus, it will likely just sit again for another 10 years. Is that really the best use for
this property? Just to sit fallow again and not be developed?
Let's come up with a better plan that will provide needed uses for the citizens of Santa Ana and the City. Let's
go back to the drawing board and create something that the market can support and actually could be
built. Maybe something that has less stories...... under 7 stories would be more ideal for this location. As we
know, office use doesn't seem to be prudent anymore and yes, I know, we need housing. Maybe this would
be better suited as a mixed use development with retail on the bottom and residential above, including an
affordable housing component. The main take away is that it needs to be much, much smaller in size and
density...... something that can actually be financed and built (what we call "responsible development") instead
of a giant mound of dirt for another 10 years.
I encourage you to step up and end this "pie in the sky" project on Tuesday.

The One Broadway Plaza office tower is planned at the northeast corner of Broadway and Tenth Street, and is situated
between six neighborhoods, which include:
• French Court
• Willard
• Logan
• Lacy
• Downtown, and
• French Park
The Planning Commission's recommendation to City Council is to allow the Developer to convert 50%+ of the 37-story
project to 402 market -rate apartments without key community benefits. This raised concerns for the public who
participated in the Commission's March 30, and April 2, meetings where One Broadway Plaza was discussed. The
following is a summary of some of those concerns and requests for City Council's consideration.
Concern #1. Community want One Broadway Plaza to include Affordable Housing
The PC agreed to allow the Developer to pay a fee instead of building the required affordable apartment units. Apartment
units, which would have been available to those in need, will now become market -rate apartments. The burden to
construct OBP's affordable apartments would become the responsibility of the City. The PC's action insures that
affordable -rate apartment units, and the people who would have lived in those units, are removed, and effectively
segregated from the OBP project.
Request #1: Developer to construct his affordable apartment units on -site, to insure the project is not income -segregated.
Concern #2. Community want One Broadway Plaza to prepare a new Development Agreement (DA)
The PC did not recommend the project prepare a new DA. Development Agreements protect parties, specifically
concerning duties, performance and timing. DA's may include project -contributed community benefits like insuring a
developer construct on -site affordable housing, provides park land, and expands traffic mitigations.
Request #2: Developer to prepare a new DA to include, but not be limited to, community benefits, roles and
responsibilities to fund, design and/or implement those benefits, including performance timing, remedies, and fines if
either party does not meet specific goals and or deadlines.
Concern #3. Community want One Broadway Plaza to prepare a new Environmental Impact Report (an EIR), and
to conduct additional Traffic Studies.
The PC did not recommend OBP prepare a new EIR, or prepare new traffic studies. Instead the PC was satisfied that
traffic assumptions in the 2003 EIR were sufficient. Because the 2003 EIR does not address traffic impacts from over a
dozen newly -approved or anticipated apartment projects near OBP, this all but insures Main Street, Broadway,
Washington, Civic Center, Seventeenth, and streets in at least six adjoining neighborhoods, will be negatively impacted
for decades into the future.
Request #3: Developer to prepare a new Environmental Impact Report, to address traffic impacts from other recently
approved, and anticipated development projects, which surround One Broadway Plaza.
Concern #4. Community sought Additional Traffic Protections for the Logan, Lacy, Downtown, and Willard
Neighborhoods
The PC recommended only the Logan neighborhood receive traffic protections, leaving Lacy, Downtown, and Willard
neighborhoods without these benefits.
Request #4: Developer to include Lacy, Downtown, and Willard to the list of neighborhoods to receive traffic mitigation
protections as part of his project.
Concern #5. Community requested an Increase in Traffic Mitigation Fees for neighborhoods previously identified
to receive these benefits as described in the expired 2003 Development Agreement.
The PC agreed with Staffs recommendation to increase the original traffic mitigation fee (approved in 2003) from
$200,000 per neighborhood to $300,000 per neighborhood. Although the increase appears substantial, the extra
$100,000 may not even account for inflation, and would not significantly contribute to the design or construction of much -
needed neighborhood traffic mitigations. The PC also failed to address a timeline to plan, design and construct these
improvements.
Request #5: Developer to:
* Increase individual neighborhood traffic mitigation fees from $200, 000 to at least $500, 000
• Create a timeline when the Developer will plan, design and build these improvements
* include Traffic Mitigation Fees as part of a new Development Agreement
"Developer and City will work directly with each of the impacted neighborhoods separately, and together, to prepare an
inter -related Traffic Mitigation Plan
Concern #6. Community asked that Park Development Fees for OBP remain within the impacted neighborhoods.
The PC agreed, and recommended that park development fees be available for use in the impacted neighborhoods.
Unfortunately the PC did not address where and how these dollars will be spent.
Request #6: Development Agreement to include the required park fees, and also discuss where and how these park fees
are used. This insures the Developer pays the required park fees, and also that City and Developer work with the affected
neighborhoods to identify important community -sought park projects.

While listening to the April 2, 2020 Planning Commission meeting, I heard several of its members, including
Commissioner Ken Nguyen, offer enthusiastic support for One Broadway Plaza. Except for Commissioner Norma Garcia,
I did not notice any of the other Commissioners express substantive concern about the 3,000 plus vehicles trips entering
the adjoining neighborhoods to use already over -crowded city streets. Perhaps Commissioner Nguyen should walk
through the impacted neighborhoods, to remind him that these are places where working-class families already live, and
already suffer from excessive traffic.
Quite differently Commissioner Garcia was thoughtful in her persistent effort to discuss the pressures of traffic on the
community, despite staff's lax presentation, and their downplaying of OBP's impacts. Mr. Nguyen and the Commission's
enthusiasm for increased traffic impacts on working class neighborhoods, where traffic is worsening, and where public's
health and safety is at risk, reflect the vast disconnect between the Planning Commission, the Santa Ana City Council,
staff, and the community.
City Council's lack of care for its downtown -adjacent residents is also evident by its recent approval of 2525 N. Main
Street apartment project. Although Councilpersons Sarmiento and Penaloza have since stated they now oppose 2525 N.
Main (for which your constituents are grateful), the PC, and City Council continue to assert that the City of Santa Ana
cannot exist, let alone thrive, without an iconic project. The PC and City Council continue to replay this tired excuse about
the City's downtrodden self-image as a way to justify its actions. This beggarly image was manufactured and vigorously
sold by past Councils, and is perpetuated by several Council members, including the Mayor. Their argument is that we
must remake the City, often at the expense of neighborhoods, to remain viable. This is thoughtless and insensitive, and
reflects some of the antiquated reasoning for decision -making by our elected leaders, especially Mayor Pulido, and
Council -members Jose Solorio and Cecilia Iglesias.
The PC and Council City want the community to believe that Santa Ana has no other means to improve itself, except to
rely on out -of -scale projects which often result in permanent negative impacts, and few if any benefits. Out -of -scale
projects invite undue outside influence, and the often aggressive tactics used by these developers, and which undermine
and destroy our beloved neighborhoods.
In closing, I ask the City Council delay the public hearing on this project, in consideration of the above community
concerns, until:
* After the November General Election, when a new City Council is seated
* The project is evaluated in light of the Comprehensive Update of the City's General Plan, and
* In recognition of the likely repeal of 2525 N. Main Street, a similar, but much smaller project

have new traffic and environmental studies done. The area has changed so much in the
last 15 years since this was initially approved. The traffic from the school and from the
new housing downtown and the huge amount of traffic that is growing daily from the
multitude of new apartments at Town and Country and the new Artist's apartment
building at 17th and Main, along with the proposed apartments and hotels at Main Place,
2525 Main St, and downtown Santa Ana needs to be taken into account. If proper traffic
and parking accommodations can be made this potentially could be a successful project
- without good traffic and parking it would be a complete disaster that makes OCHSA,
Main Place and downtown Santa Ana unbearable to. navigate for visitors, employees,
students, teachers and residents. Don't kill your DTSA by making it so hard to get there
and park there.

Good evening Mr. Mayor and members of the City Council,
My name is Ernesto Medrano and I am the Orange County Representative for the Los Angeles
and Orange Counties Building and Construction Trades Council. We represent 140,000 hard
working men and women from our 49 affiliated Trade Organizations.
We are writing to urge the City Council to support the One Broadway Plaza Project in Santa
Ana. This Project has been in the works for about 2 decades and there is no better time for it to
be approved but the present. The historic project will create about 3000 high wage -high skilled
construction jobs and these jobs have a significant multiplier effect on other jobs in the area.
This Project will be the county's tallest (37 stories), safest and greenest building, emerging as the

The Building Trades Council are in talks with Mr. Mike Harrah, the Developer, to achieve a
Project Labor Agreement that can provide the project with a skilled and trained workforce,
strong safety enhancements for the construction workers and diminish the liability for
Contractors. The Project will provide middle class opportunities for Santa Ana and other
Orange County residents through our all of our Affiliated Trades joint Labor Management
Apprenticeship Programs.
It will also provide a robust local hire for Santa Ana and Orange County residents and
preferential hire to Veterans through our Helmets to Hardhats program. This Agreement
provides the only mechanism to provide the current City Councils well thought out goal of local
hire for local residents to work on this project.
These quality jobs also provide the construction workers with great healthcare and defined
retirement plans.
A Project Labor Agreement will also provide for a smooth, continuous flow of work without
disruption or interruption through a No Strike - No Lockout provision.
The Developer has also committed to support the City's affordable housing efforts with over $4
Million in lieu of fees. This way the City can have the option as to how and where to invest these
resources to improve the lives of its residents.
The Project will provide an alternative onsite transportation and will promote low emitting and
fuel efficient vehicles via on -site charging stations. The structure is adjacent to the Santa Ana
Regional Transportation Center (SARTC) — Orange County & regional mass transit hub which

OC Streetcar (Santa Ana's $400 million light rail line) all in one location.

and renewable materials as possible into the construction process. In addition, the storage and
collection of recyclables will be part of the building management program to divert most of the
construction waste from landfills.
The project compliments the established cultural attractions like the Artist Village and the Civic
Center as well as the recent revival of Downtown Santa Ana has brought galleries, restaurants,
breweries, street art, a certified organic farmer's market, record store, one -of -a -kind culinary
center art house movie theater, and ample creative space to this urban area.

My name is Ernesto Medrano and I am the Orange County Representative for the Los Angeles and
Orange Counties Building and Construction Trades Council. We represent 140,000 hard working men
and women from our 49 affiliated Trade Organizations.
We are writing to urge the City Council to support the One Broadway Plaza Project in Santa Ana. This
Project has been in the works for about 2 decades and there is no better time for it to be approved but the
present. The historic project will create about 3000 high wage -high skilled construction jobs and these
jobs have a significant multiplier effect on other jobs in the area. This Project will be the county's tallest
(37 stories), safest and greenest building, emerging as the flagship for Downtown Santa Ana and all of
central Orange County.

My name is Henry Hillebrecht and I am a Business Agent with the Plumbers and Steamfitters Union Local 582, and I am
in support of this One Broadway Plaza. This would create manyjobs for skilled Union Trades such as Local 582. We have
many members who live in Santa Ana and would love to work close to home. I also feel that this project would bring so
much more to the City of Santa Ana. Although I do not live in Santa Ana, I do spend much of time in the Santa Ana as my
kids attend schools in the city (Orange County Highschool of the Arts and Mater Del) and I believe this project would
bring a lot of good opportunities to the area just like OCHSA has done. This project will create much more than just

Hello,
I am opposing One Broadway because the traffic will be a nightmare for most people that use Main street for their
commute.
I live in Park Santiago and use Main as my normal drive to work at Dyer. It now takes me about 30 minutes to get to
work. If that building goes in, I am looking at an hour to go 5 miles. I could take Grand, which takes the same amount of
time or Standard, which I avoid because it frightens me in that area. I feel this project is just WAY too large with our
small, quaint streets unable to absorb that many vehicles.

IBEW provides 2400 skilled and trained electrical workers to our
signatory electrical contractors. IBEW 441 was established in 1928 right
here in City Santa Ana and has been serving the orange county region
ever since. Our Apprenticeship program is also based here in the City of
Santa Ana under the auspices of Ranch Santiago Community College.
We currently provide training to over 400 apprentices, most of which
reside in Orange County and in Santa Ana.
I am writing in support of the adaption of the resolution for The
addendum to the certified EIR no. 1999-01, The general plan
amendment no. 2020-01 and zoning ordinance amendment no. 2020-
02 for the project referred to as ONE BROADWAY PLAZA located at
1109 North Broadway.
The city of Santa Ana is fast becoming a culturally diverse vibrant urban
setting and this project will be a major enhancement to what the city is
becoming. Santa Ana is embracing the future and this project is also
embracing the future. This will be an environmentally conscious state
of the art building, built to high LEER standards, using the latest energy
efficiency technologies. IBEW has been in the forefront of teaching and
establishing the curriculums for those technologies and our state
certified electricians are well trained in the installation of these
technologies and look forward to working on this landmark building
I would also say that as we come out of this COVID 19 pandemic we are
going to have to get this economy rolling again and ONE BROADWAY
PLAZA is as shovel ready as any project to get started immediately.

As a business owner and resident of Beautiful Downtown Santa Ana, I also agree with the City of Santa Ana
Planning Staffs recommendation that One Broadway Project be approved to add residential.
This project will bring 2 things that are very much needed to have a thriving downtown: office space and
residential.
The office space portion will bring the businesses that want to be in a real downtown such as Swinerton @ 200
N. Main Street with 120 employees. The residential portion will bring more people into Downtown & the
surrounding area spending money and enjoying all of the shopping and restaurants that are available & will be
available to create a flourishing destination that will attract even more people from the surrounding area.
Nothing attracts a crowd like a crowd.
The whole point of building something is to have it occupied at its maximum capacity. Having One Broadway
as mixed use will allow the Streetcar to be used to its maximum capacity allowing people to come and go, to
and from work whether they work in Downtown or live in Downtown.

City Council Meeting.
I strongly oppose the approval of the development of One Broadway Plaza in its present form. There are
several crucial flaws in allowing this project to proceed without the following requirements.
1. Restoration of affordable housing units within the building.
There is a housing crisis for low and moderate -income people in our City. The developer should not be able to
buy his way out of this obligation.
2. A new FIR is conducted.
The one in place is woefully outdated, to the point of irrelevance.
3. A new Traffic Mitigation Study is conducted.
The one in place not only outdated but inadequate to address the real impact of traffic as it was then. In the
present day, it will utterly fail in addressing the ability of people to get in and out of the building on a daily
basis. In an emergency, such as fire or earthquake it will be a disaster.
4. Traffic Mitigation Fees must be increased to address the needs surrounding the property itself and the 6
surrounding neighborhoods which will incur significant negative impact.
5. A new Development Agreement is needed to address the impact of this large building and its construction on
the nearby neighborhoods, including the potential benefits to the community as well as spelling out the
responsibilities of the developer to meet essential goals and deadlines. It also needs to outline the penalties to be
imposed for failure to meet those goals and deadlines.
I do not and never have believed this 37 Story Building is appropriately placed. I recognize that the developer,
Mr. Harrah has done a lot of good things for our City. It doesn't mean that anything he wants to do in
developing his properties is good for the City though. His positive contributions to Santa Ana seems to have
afforded him a great deal of political clout and I do not like that.
One Broadway Plaza has become a political football, carried over the years, down the line, by Mayor Pulido
and Council Members who are nearing the end of their terms or who will be up for re-election.
It would be in the best interests of the City of Santa Ana and its residents to postpone a decision on this
development until after the next election.

#19,000 Strong.
At a recent City council meeting, numerous residents voiced their opposition to the 2525 Main St
development project because of increased traffic, congestion and too much density. Residents stated that the
city needed responsible development.
After the public testimony, several council members ridiculed residents for not fighting against other high
density projects in the city implying NIMBYism. Well Im here to oppose the One Broadway Plaza project.
After collecting some of the 19,000 signatures against the 2525 Main Project, I heard load and clear from
residents. NO more high density apartments. No more traffic and congestion. We havent even finalized the
General Plan and projects are getting pushed through. In addition, in this time of Covid, we need to PAUSE on
any new development. Businesses are going bankrupt, will there be any demand??
Please think of the improving the City and not cramming more people or buildings into our quality of life.
Think parks, open spaces, improved infrastructure and circulation. Lets get the GP approved first. Thank you.

Timing is perfect for this project! Being in the opportunity zone, the housing need, and

My name is Syl Salenius and I live in the Washington Square neighborhood. I do not support the One
Broadway Plaza project as approved by the Planning Commission for the following reasons:
1. The new traffic analysis is deficient because it only addresses a reduction in trip generation
rates, not the change in background traffic from the time of the original EIR, or the effect that
the current project's traffic will have on today's heavier traffic volumes and the increased
background traffic projected to occur during the project's lifetime. The original EIR was prepared
over 15 years ago, forecast background traffic was then based on the City's plans at that time,
without the recent surge in high density apartment development and future anticipated intense
density increases, some of which may be encouraged by this very project. As a result there may
be many more adverse effects beyond those identified in the EIR and addressed by Mitigation
Measures being considered. A new traffic study, using new data to generate and forecast
background traffic is essential.
2. The assumptions used for residential occupancy may be erroneous. A sensitivity analysis of the
use of different assumptions should be conducted to provide sufficient information for decision -
makers. An occupancy of 2.4 persons/unit may not be accurate for todays pricey rental market.
A potential "worst case" rate of 3 or 3.5 persons/unit should be tested. This will not only affect
trip generation, but also the need for parking spaces in the garage, sewer capacity, water
supply, waste generation, additional city parkland and demand for other utilities and services.
The source of this average occupancy may be proven inadequate by the upcoming census, as it
was likely derived from 2010 data.
3. Residential trip generation rates seem particularly low. Another sensitivity test for a changed
assumption should be run using the higher Institute of Traffic Engineers trip generation rates for
a general urban/suburban setting. This project is not located in a downtown core like downtown
Los Angeles or Manhattan. The assumptions for am and pm peak hour trips appear to also be
underestimated at 14% or less. A new traffic analysis, using these higher rates, along with higher
background traffic levels should be run for all adversely affected intersections.
4. The approval documentation appears to suggest that the developer plans to pay a fee in lieu of
including ANY affordable housing units in his building. This is not what he said at the Community
Meeting. The affordable units he showed in the plans were also sequestered on lower floors,
with 332 units served by only 2 elevators. They were not equitably mixed in with the other units
in the building. Paradoxically, the 83 units on the upper floors were served by 4 elevators, not 21

5. Water demand and wastewater generation for the project substantially increase with the
inclusion of residential use and would increase even more if per unit occupancy levels have been
underestimated. A complete engineering analysis should be done to determine the "worst case"
scenario, with sensitivity testing for higher occupancy, to determine whether existing mains
must be re -sized.
6. 1 agree with many others that this project would generate a demand for new local parkland. The
developer should be required to mitigate this need based upon City standards.

One Broadway Plaza applicant is requesting a change of land use entitlements for a project that has been stalled for over
10 years. The studies that were done 15 years ago no longer apply. The city seems to be on a building spree and with the
addition of these new projects there will a greater impact to the surrounding neighborhoods than was anticipated in 2004.
Primarily the impact of traffic, that the hundreds of new residents in these new housing units will create, will have to be
mitigated. Each unit will probably have at least wo automobiles possibly more if multi family members are drivers. All
traveling to and from their place of employment in addition to everyday living excursions.
I have looked into the number of new projects and the number of units each will accommodate. And with my limited
research abilities I have counted almost 1000 new units being built in a 2 mile radius.
Bridging the Aqua Housing 317 E. 17th 56 units
Toll Brothers/ First American Title Project 220 units 4th and Main
Legacy Square 93 units 609 Spurgeon
Santa Ana Arts Collective Meta Housing 56 units 1666 N. Main

Not to mention the 500 additional units in the 2500 and 2700 blocks of North Main.
This is quite an extensive list and I have not seen a map of the city indicating the route travelers to and from the projects
will be traversing. Surely the city's traffic engineers have planned these routes out and have a master map showing the
combined traffic impact.
In addition I attended a meeting in our French Park Neighborhood to address the roundabouts that are to be built on Civic
Center Boulevard. These will impede traffic even more and direct cars to the point of least resistance. Thus directing more
cars through the neighborhood streets to get to and from the freeway. Drivers who normally travel Civic Center to and
from the city will not travel through 4 roundabout to get to the freeway. They may do it once or twice but will certainly find
an easier way and the path of least resistance is through the neighborhood. When asked how this would be addressed
William Galvez, traffic engineer had no answer. These problems need to be addressed before projects are in existence.
To tell residents they will just have to live with the problems these projects create is unacceptable.
We need help now. We already have traffic speeding through residential streets disrupting our quality of life and safety. To
add thousands more trips with no plan or mitigation to lessen the impact is unconscionable and not what city planning is
about.

There are measures that can be taken now and put into place before a bigger problem is created. This project should not
be fast tracked leaving our neighborhoods exposed.
The One Broadway Office Tower needs a NEW Environmental Impact Report addressing the impact on the French
Park, Logan, Lacy, French Court, and Willard neighborhoods as well as Downtown Santa Ana. Our nearby neighborhoods
to the north will also be impacted. The 15 year old data is not relevant considering the current and proposed changes
happening in our city now.

Apprenticeship program located here in Santa Ana at 717 S. Lyon Street.
I would like to show our support for the One Broadway Plaza Project on the agenda tonight. This
project will create many skilled trades' jobs which would include many of our 400+ Electrical
Apprentices who attend classes here in Santa Ana and are students with the Rancho Santiago
College District. This project would become a flagship building in Santa Ana leading the way
utilizing the latest technology making it a highly efficient building. The interior of the buildingwill
be incorporating LED lighting fixtures, the latest energy management controls systems, with
upgraded occupancy sensors and load metering capabilities. With the City looking towards the
future with the OC Streetcar project in this area, a project like this will only enhance the
downtown area which has led to revival of the downtown area.
Again, we are asking for your support and recommendation to approve this project.

I am writing to you as an individual Santa Ana resident and constituent about One Broadway Plaza (OBP)
Business Agenda Item 75(a).
I urge the Council to:
1) *postpone your vote on the Applicant's requested ordinance amendments until City Staff renegotiates anew
Development Agreement with the Applicant or;
*vote to conditionally approve the requested ordinance amendments contingent on City Staff renegotiating a new
Development Agreement with the Applicant.
AND
2) explain to your constituents why you are now voting to amend certain provisions of the Specific
Development No. 75 (SD-75) zone. In 2005, this zoning amendment required and received
approval by a majority of Santa Ana voters via referendum at a special election to become effective. Before
you vote to adopt the new ordinance approving Zoning Ordinance Amendment No. 2020- 02 to amend
Specific Development No. 75 ( SD-75) zone, please explain why Council should not also send the
new zoning amendment back to the voters for their approval. (1)

of the residents of the surrounding neighborhoods and the City. I encourage the City to now confirm these promises in a
new Development Agreement before taking final action on the recommendations before you.

residents who voted in a referendum in a special election in 2005, and that the Fourth District Court of

City hold a new vote because it was found, at least in part, that the development agreement was not the subject of the
original voter referendum. However, please help me understand the City's position when a majority of Santa Ana voters
do approve a matter, such as the SD 75 zoning amendment, by referendum. Can that matter generally only be amended
by the voters in another referendum? Or may the Council thereafter amend the voters' decision? Since Zoning Ordinance
Amendment SD-75 had to be, and was, approved by a majority of the voters, on what basis does the City now believe it
is appropriate to amend the zoning ordinance to 2020-02 by substituting a council vote for a new voter
referendum? Another Santa Ana resident put this issue well when he stated in his "eComments" to the Council that one
of the reasons he opposes the requested changes for OBP is that "(t)he Project was approved by voters to be a
commercial building and not a high density residential and commercial mixed use building. This project should
have to be newly approved by the Santa Ana voters to allow for such a substantial change to
this voter approved project." (emphasis added, emk). (2)
If you do not believe this is the case, please let me know why.
Conclusion: The Council is being asked to approve the OBP amendments without benefit of a current written and
signed development agreement. Please take the opportunity to renegotiate the best possible agreement with the
Developer to the benefit of your constituents before making a final decision on the matters before you now. The Council
is also being asked to make major changes in a zoning amendment approved by 56% of the voters in a 2005 Citywide
referendum on Measure A without sending the significantly revised zoning amendment back to the voters. Please explain
your reasons and authority to do so.

important business on behalf of Santa Ana's residents during this difficult time. My sincere thanks for your
tremendous effort in conducting the business of our City under very difficult circumstances. Thank you for

appear to have been the subject of the 2005 voter referendum. This may present a different issue. As the local press reported, "(p)lans for the development have come before
voters, and also been litigated in court. Santa Ana voters approved (Mr.) Harrah's proposal for the tower in a ballot measure in 2005. In a lawsuit [lied In 2010, a group calling

Thirty -Seven Stories is just too high. There will be significant impact to the following neighborhoods
French Court, Willard, Logan, Lacy, Downtown, and French Park
Why is the developer being allowed to convert 50% of the project to Market — rate family apartments without the
inclusion of affordable units? In Los Angeles it is 15% and San Francisco is 20%. An in lieu fee does nothing to help
the housing situation that all of our City leaders espouse whenever they are considering more development. These
units need to be part of the actual build.
After so many years have passed a new Development Agreement needs to be prepared, which should include
community benefits with Developer funding, open space, traffic mitigation, etc.
As for the EIR, consider the traffic when this EIR was done and traffic now. It has increased significantly and adding
that to the soon to be developed Main Place should make a new one a necessity.
This city needs developers who actually live here so that they feel the impact of their decisions. It is very easy to live
in Newport Beach and make decisions about what should go on in Santa Ana. I cannot understand why more
planners and council -members do not take effrontery to this blatant exploitation of our citizenry.
Please delay the public hearing on this until November when the "public" can actually participate in the process. A
project evaluation after the Update to the City's General Plan and hopes for a much smaller footprint for this project
would be hoped for.
Density is not the best choice for Santa Ana. We need to look towards creating lower density, attractive
neighborhoods for our citizens.

I've lived in the neighborhood of floral park and currently live at 1114 E Buffalo Ave, Santa Ana, Ca. As a resident of
Santa Ana, and a member of the carpenters union, I would really appreciate it if the city of Santa Ana would support the
75A 1 Broadway Plaza Project. Not only will this bring jobs to Santa Ana, but it would also bring more construction jobs
to Santa Ana. Keeping construction workers busy, and allowing to feed and support their families, especially in times
like these. This also allows more jobs in Santa Ana, not only with construction, but with retail, restaurants, commercial

Good Evening, my name is Rich Gomez and I am a Representative with the Southwest Regional Council of Carpenters
Local 714. 1 am writing this email on behalf of our Essential Carpenters who reside in the city of Santa Ana who are on
the front lines working outside our county with other tradesmen and women along with our Doctors, Nurses and
grocery clerks.
We are asking the Council to support the 1 Broadway Plaza project. This project PLA will give our Carpenters an
opportunity to work in their city and keep their money in their city. They will also be able to spend quality time with
their family and friends. The jobs that this project will create will be vital to the community, with local hire, the hiring of
Veterans and providing good paying jobs especially for our High School Seniors who choose not to attend a University or
College. These students will be able to enroll in a State Certified Apprenticeship program where they can learn a trade
and earn money while they learn and not have any college debit. They will be able to continue to stay and live in the city
of Santa Ana and not be a drain on the community, since the contractors that they will be working for will not only
provide a livable wage, but also benefits for the Carpenter and their immediate family.

On behalf of the 56,000 strong Southwest Regional Council of Carpenters, including almost 1,000 carpenters
who reside in Santa Ana, I urge the Santa Ana City Council to support the recommended action for the 1
Broadway Plaza Mixed -Use project located at 1109 North Broadway. This includes approving resolutions
adopting an addendum to the EIR for 1 Broadway Plaza and re -adopting the mitigation monitoring and
reporting program as well as approving a General Plan amendment. It also includes adopting an ordinance
approving a Zoning Ordinance amendment to amend certain provisions of the Specific Development No. 75 zone.
The Planning Commission, with no opposing votes, supported this project and also recommended a project labor
agreement, adding Logan to the neighborhoods requiring a Traffic Mitigation Plan and increasing the money to $300,000
per neighborhood for that purpose and to spend the park fees generated by the project in the same district as the
project. All of these are sound recommendations which Mike Harrah and Caribou Inc., the developer, has stipulated to
as approval conditions to obtaining a building permit.
Your approval of One Broadway Plaza will allow this project to move forward and become an economic stimulus for
Santa Ana. Additional quality residential units will become available for both current Santa Ana residents and people
who want to move into Santa Ana to be closer to the work, dining and entertainment in our city, as well as the specific
amenities of this upscale project.
Traffic mitigation in a number of neighborhoods will be in addition to the traffic mitigation responsibilities of Mike
Harrah and Caribou, Inc. set forth in this Agenda Item.
The project labor agreement will ensure a steady supply of skilled workers and our carpenters are ready to do their part
to make this the finest mixed use project in Orange County. Santa Ana carpenters and other building trades members
who reside in Santa Ana will get opportunities to work near where they live. We thank the developer and Ron Miller
and Ernesto Medrano of the LA -Orange County Building and Construction Trades Council for their work in reaching this
agreement which, as you know, was part of the original development agreement entered into in 2004.
Like many good things in life, this project has been long in the making. We're fortunate that Mike Harrah has stayed
committed to this project, just as he has stayed committed to Santa Ana. Lesser developers would have given up on this
project. Thank God, not Mike.
While many areas of the country are wondering how they are going to help kickstart the local economy as we gradually
recover from the economic impact of the COVID 19 shut down, 1 Broadway Plaza will bring much needed revenue to city
coffers and economic vigor to private sector businesses and to the men and women who will build 1 Broadway Plaza and
those that will work in it after it is built.

My comment is about the resurrection of the 37 story office tower at 10`^ and Broadway. I remember when this was on
the ballot so, so many years ago.
I voted against it. It certainly was a different time then than now. I understand so much more now (I live in Park
Santiago) and I abhor the idea of our downtown being strangled by a build that has no business in our town, or for many
others for that matter. I can see a high rise mixed use, but really,
37 stories?
Please defer this until a new EIR is done, a development agreement is done, and your city constituents can appropriately
communicate with one another and the City about this high rise. Rendering an opinion on such an important decision
when we are on stay it home orders in the middle of a health crisis is
Irresponsible.

I've lived in the neighborhood of floral park and currently live at 1114 E Buffalo Ave, Santa Ana, Ca. As a resident of
Santa Ana, and a member of the carpenters union, I would really appreciate it if the city of Santa Ana would support the
75A 1 Broadway Plaza Project. Not only will this bringjobs to Santa Ana, but it would also bring more construction jobs

Good Evening, my name is Rich Gomez and I am a Representative with the Southwest Regional Council of Carpenters
Local 714. 1 am writing this email on behalf of our Essential Carpenters who reside in the city of Santa Ana who are on
the front lines working outside our county with other tradesmen and women along with our Doctors, Nurses and
grocery clerks.
We are asking the Council to support the 1 Broadway Plaza project. This project PLA will give our Carpenters an
opportunity to work in their city and keep their money in their city. They will also be able to spend quality time with
their family and friends. The jobs that this project will create will be vital to the community, with local hire, the hiring of
Veterans and providing good paying jobs especially for our High School Seniors who choose not to attend a University or
College. These students will be able to enroll in a State Certified Apprenticeship program where they can learn a trade
and earn money while they learn and not have any college debit. They will be able to continue to stay and live in the city
of Santa Ana and not be a drain on the community, since the contractors that they will be working for will not only
provide a livable wage, but also benefits for the Carpenter and their immediate family.

Tonight you will hear about two of the most controversial projects in Santa Ana: 2525 Main
Residential Development and the One Broadway Plaza Project. I am hoping the process goes
smoothly for both of these agenda items.
Item SOA: 2525 Main Residential Development.
To put it in short concise terms, I request that you accept the Certificate of Sufficiency of the
referendum petition challenging Ordinance No. NS-2980 and repeal Ordinance No. NS-2980. I look
forward to discussing and implementing a new project that is will be suitable for the area.
Item 75A: One Broadway Plaza — Some of My Concerns
Affordable Housing
At the Sunshine meeting the developer said affordable housing would be a part of One Broadway
Plaza. At the beginning of the March 30th Planning Commission meeting it was presented affordable
housing would NOT be a part of the project. By the end of the meeting affordable housing would be
a part of the project. When the meeting was continued to Thursday, April 2nd, City staff presented
again that affordable housing would NOT be a part of the project.
A profit conscious developer is always going to pay the in -lieu fees. For this project, depending on
which study you reference, the estimated $4.5M in -lieu fee will cover the cost of 9-15 affordable
housing units. This is a far cry from the 40 plus units (10%of units being built) that would be required
if incorporated into the project. The City is now on the hook to get a developer to find a space and
build only one-third of the units that otherwise would have been built at One Broadway Plaza.
Recommendation: One Broadway Plaza construct its affordable apartment units on -site. Revise
in -lieu fees to make it more compatible with the cost of building affordable housing.
Development Agreement
To show transparency and protect the City, there should be a Development Agreement. Many things
have been discussed: traffic mitigation fees, new traffic protections, allocation of Park Development
fees, community benefits. These issues need to be included in an enforceable document.

Hello, my name is Alfonso Ruiz I am a longtime resident of Santa Ana and proud member of the
Local 5 Insulators Union.
I am calling in support of the One Broadway Plaza Project in Santa Ana.
I'd like to begin by expressing just a few of many benefits.
For the city as a whole. The results of this project will yield a magnificent 37 story building that
will serve as a flagship landmark and beacon of what our city has to offer that I'm sure will attract
more business, more investment and more opportunities for all of our residents and communities.
For the environment. This building will help Santa Ana set a new standard on its march to
becoming a more modern, more efficient and greener city by using the latest green building
practices and building technologies. Its proximity to SARTC (Santa Ana Regional Transportation
Center) will also compound the environmental and economic benefits further by encouraging
residents to use public transportation which will help greatly reduce traffic and emissions. All in
all, it will create a beautiful and better environment to live in that we will enjoy for decades to
come.
And for the people, and on a more personal note. This project will provide many valuable
apprenticeship opportunities as well as 3,000 great high paying jobs for Santa Ana and other
Orange County residents that I can personally attest to and without exaggeration say are life -
changing. Not to mention the significant multiplier effect that this will have on other jobs.
But, aside from all the many tangible benefits that this would bring us, it does something more.
Something intangible, but equally important. It sets an example. An example of what our great city
can be and can accomplish when we dare to not only think big but do big. An example of what
great things can be accomplished when the people, labor, government, and industry work together
in union to build communities and relationships where the whole is greater than the sum of its parts
and everyone truly prospers.
So, I urge the city council to take a bold step forward and lead us into a brighter future by
approving the staff recommendation of the One broadway Plaza Project.
