Members of the City Council:
I am urging that the vote to approve the high -density apartment complex at 2525 Main Street be rescinded.
I participated in the month -long process of collecting signatures on the petition. I collected at the Post Office,
Concord/Edna Park area, Riverview Golf Course area and other areas as well. Nearly all residents were aware of the
Main Street development and willingly signed. Regardless of the area being surveyed, the people thought the high -
density apartments was a bad idea. Some of the neighborhoods were adjacent to apartments and were dealing with
the traffic and parking issues in their neighborhoods. They felt strongly that permit parking was a costly and painful
remedy.
This is a city-wide issue and not just Park Santiago. Residents want to protect Santa Ana and keep it as a desirable
place to live.
Please rescind the approval.

With the presentation of over 19,000 signatures to put the approval or denial of the 2525 N. Main Street zoning
change and the apartments to a vote of the residents of Santa Ana, including County verification of the required
10% of the registered Santa Ana voters, I respectfully ask that at the April 21, 2020 City Council meeting, the
council votes to rescind approval of the project and the zoning change. The signatures represent a city-wide effort,
with multiple neighborhoods agreeing that high -density, high -rent apartments are NOT the best use of the 2525 N.
Main Street property. Let's find a project that is a benefit to the City.

PUBLIC COMMENT FOR AGENDA ITEM NO. 50A
Mayor and Councilmembers, I am requesting that you vote to rescind the approval of the zoning
change for the 2525 Main St. project. Many of our neighbors from multiple neighborhoods came
together to gather signatures throughout Santa Ana. I believe the reason 19,000 signatures were
gathered in only 30 days was because density, traffic and parking are at the forefront of some of our
quality of life ideals. We have some great neighborhoods in Santa Ana with unique qualities.
Sometimes progress means finding different solutions than redevelopment that provides for instant
cash infusions. This is why I voted for measure X, so we could rebuild our city in our vision not that of
a few developers.

Dear City Council Members and Mayor Pulido:
Please vote down your previous approval of this project at 2525 N. Main St.
I understand that when a developer can purchase a patch of land of this size it becomes very inviting, but because the
Oglenicks paid too much for the property they must build out a massive apartment project to make a profit. The first
lesson learned is don't pay too much! The second lesson is don't try to bully and buy off the adjoining neighborhood OR
the city council!!
This massive project should have never been approved by the city council after the Planning Commission voted it down
three times.
Because the Oglenicks found a way to recoup some of their lost monies by selling the parking lot to the Discovery
Science Center, this leads us to the logical direction of this parcel should support this direction by gifting the balance of
the parcel to a musuem district and go away!
Please, those of you council members that previously voted to approve the latest chapter of this project, REVERSE YOUR
STAND AND RESCIND YOUR APPROVAL.

Please have my remarks entered into the record and if possible, read aloud at the 21 April Council Meeting,
I applaud the Council Members who have stated opposition to the proposed multi -unit, market -rate apartment
development at 2525 Main Street, in accordance with the recommendation of our City Planning Commission
and the expressed opinion of thousands of Santa Ana Registered Voters. Many more residents of Santa Ana
who are not registered to vote are also opposed.
I strongly urge ALL Council members to vote against this proposed development and save the City the
substantial amount of money we can ill -afford to spend, to put this issue on the ballot, either in a Special
Election or in the General Election.
I counsel any Council Member who votes for this project to go forward to be aware that Santa Ana voters are
not going to appreciate that and will be thinking of it when they next go to the polls.

#19,000 Strong citizens of Santa Ana voiced their will. NO to the 2525 Main St Apartment project and no to more high
density projects in Santa Ana.
I was one of the many residents who walked neighborhoods, stood out in the cold in front of businesses and talked to
people about this project to collect signatures. People overwhelmingly said Santa Ana, and the region, have too many
apartments and too much traffic and congestion. We have been fighting this project for 2 years. Some of the electeds
listened to the residents. Thank you! Some opted not to, and will likely see the consequences at upcoming elections.
Please adopt the resolution accepting the certificate as to verification of signatures from the Orange County Registrar of
Voters and the certificate of sufficiency from the Clerk of the Council and adopt OPTION 1 to Repeal Ordinance No. NS-
2980.
I've heard there may be an option to have this space turned into a park. I support this idea but do not trust the
developer or the City Planning Dept to do the right thing. I request that you please keep the residents in the loop before
any decisions are made. Thank you!

When voting takes place tonight on these 2 developments, I sincerely hope ALL Council Members will take into
consideration that Santa Ana Residents have had enough with High Density Housing period. We can do better. With the
numerous challenges that our residents already struggle with on a daily basis, let's not add to them. Our residents
quality of life is at stake. If this Pandemic has taught us anything, it's that DENSITY has consequences.
There are 2 developments to be voted on tonight. I hope you will deny both. One Broadway Plaza AND 2525.
If 2525 has taught us anything, it's that citizens want and deserve better.

Our response to this project was not just a north Santa Ana effort, but that of an entire city. The volunteer signature

If the council opposes apartments at 2525 Main, then they must also oppose apartments at One Broadway Plaza.
Otherwise it'll be clear that the wealthier Park Santiago neighbors have more say in the city than us lower -
income families in the downtown/Lacy/Logan neighborhoods.

I'm a life long resident of Santa Ana, and still live here. To say that I am disappointed in our mayor and council is an
understatement. I see a lot of older cities that have so much diversity and look absolutely inviting. But, for some reason
we're stuck in making Santa Ana a dumping ground. The historic sign on Main Street is a joke! Half the buildings are
closed and have been for years, we have so much vacant land that could be used for so many things; grocery stores,
schools for example. Which brings me to 2525 N Main. These apartments are going to bring hundreds of occupants,
including kids, where the heck are they going to go for school. At our already overcrowded ones. So now will have more
school buses transporting these kids to another overcrowded school. There were a few people who were calling the
ones against these apartments "nimby" not in our neighborhood. How ignorant, so if we're Mexican we're supposed to
be all sheep and not progress. We want a better Santa Ana and the people have spoken, not only in Park Santiago but
all over the city, not only los Mexicanos but everyone of colorl

My comment is for the agenda item regarding the 2525 N. Main Street project and submittal of the certificate of
sufficiency for a referendum vote. I strongly recommend that the City Council take a vote on Option 1 To Repeal The
Ordinance that Approved the Project. I believe that the Developer failed to negotiate in good faith with the residents of
Park Santiago. The effort to gather signatures from the residents of Santa Ana to place this measure on the ballot to
allow the voters decide was extremely successful. Signatures were gathered from a significant number of
neighborhoods throughout the city. Signature gatherers were not just from Park Santiago but from several different
neighborhoods. I also gathered signatures, including one weekend during a significant rain storm. The vast number of
people who signed said that they were tired of the Cityjust building more and more high density apartments and
wanted to express their displeasure with how close the City seems to be linked to Developers and how far apart they are
from the residents true desires.
I highly recommend that the City Council take up a vote on Option 1, which I truly believe will result is a vote to repeal
the previously approved ordinance and instruct the Developer and the Planning Department to work with the
neighborhood to try to find a winning project for all. I strongly prefer that if the property is to be rezoned that it be
rezoned with a museum project instead. Something in collaboration with the Discovery Cube. I understand that there
was a Natural History Museum that had interest in the property when it was for sale. Maybe the Developer might
consider donating the property and taking the tax loss credit. In any event I am completely against the project as it
currently stands and urge a yes vote on repealing the previously approved ordinance.

Tonight you will hear about two of the most controversial projects in Santa Ana: 2525 Main
Residential Development and the One Broadway Plaza Project. I am hoping the process goes
smoothly for both of these agenda items.
Item SOA: 2525 Main Residential Development.
To put it in short concise terms, I request that you accept the Certificate of Sufficiency of the
referendum petition challenging Ordinance No. NS-2980 and repeal Ordinance No. NS-2980. I look
forward to discussing and implementing a new project that is will be suitable for the area.
Item 75A: One Broadway Plaza — Some of My Concerns
Affordable Housing
At the Sunshine meeting the developer said affordable housing would be a part of One Broadway
Plaza. At the beginning of the March 30th Planning Commission meeting it was presented affordable
housing would NOT be a part of the project. By the end of the meeting affordable housing would be
a part of the project. When the meeting was continued to Thursday, April 2nd, City staff presented
again that affordable housing would NOT be a part of the project.
A profit conscious developer is always going to pay the in -lieu fees. For this project, depending on
which study you reference, the estimated $4.5M in -lieu fee will cover the cost of 9-15 affordable
housing units. This is a far cry from the 40 plus units (10%of units being built) that would be required
if incorporated into the project. The City is now on the hook to get a developer to find a space and
build only one-third of the units that otherwise would have been built at One Broadway Plaza.
Recommendation: One Broadway Plaza construct its affordable apartment units on -site. Revise
in -lieu fees to make it more compatible with the cost of building affordable housing.
Development Agreement
To show transparency and protect the City, there should be a Development Agreement. Many things
have been discussed: traffic mitigation fees, new traffic protections, allocation of Park Development
fees, community benefits. These issues need to be included in an enforceable document.
