Many low income, seniors and fixed income residents can afford additional expenses. They are trying to buy food, pay rent/morgages and basic living expenses. We have already had increases in other basic utilities this past year. Additional increases are not appropriate now. At this urgent time with the coronaviris, as a citizen, I find this inappropriate at this time. It would implement a great hardship on many Santa Ana residents who are not working at this time or whose hours have been decreased. Even in June, if things get better, citizens will be barely attempting to get back on their feet financially. An increase would make it more difficult for our society to get back on their feet. The reason I am interested in the amount (monthly or annual) is because currently I have seen no restrictions on persons who remove recyclable items from curbside and commercial recycle bins and collect proceeds from alternative sources. It is unclear if an ordinance exists that discourages unauthorized removal of recyclable items. If such an ordinance exists, it has not been visibly enforced by any City department. This revenue is being taken away from the City, and with the proposed rate increase, residents and businesses are being pressed upon to subsidize persons to continue the practice of removing recyclable materials before they can be obtained by the City. Determining whether enforcement of a new or existing ordinance is cost -prohibitive cannot be determined without clearly understanding the amount of revenue currently gained or potentially lost by unauthorized removal of recyclable materials. It is in the best interest of the City, its residents and businesses to have a clear understanding of this issue prior to the public hearing on June 2, 2020. Grand Ave. The monthly service charge for Waste Management is very high compared to what other refuse companies are charging for identical services in other cities for commercial accounts. I have a property in the City of Pasadena with twice a week pick up, 2 yard dumper for a monthly fee of $136. Waste Management is charging $227 for the same identical services in Santa Ana. I'm paying 40% more for the same services in the City of Santa Ana. The reason why I have a good rate in Pasadena is because I was able to shop around to get the best rate. In the City of Santa Ana, I have no choice but to use Waste Management so they have a monopoly on the price and services. I suggest you the city look into allowing other refuse service companies to offer services in the City of Santa Ana for commercial accounts. I have attached the copy of the Notice of Public Hearing along with my letter. The bases of my objections are the following: 1. The present economic situation brought about by the pandemic Covid 19 epidemic has rendered more than 22 million American jobless. The highest unemployment surpassing the Great Recession, makes the proposed increase unattainable. 2. Real estate property values have gone down, along with stock markets sustaining severe losses in the .Stock Exchanges, 3. The City of Santa Ana, which has lost so many small retail businesses cannot afford to increase and burden homeowners with this proposed increase in curbside refuse service. We residents of Santa Ana are already severely impacted by the loss of employments in the City along with reduction in real estate values cannot afford further tax increases at this time. I am therefore urging the City to renegotiate with the private companies that provides this service along with the City personnel who provide these services to maintain the same level of charges as previously agreed and negotiated with the City. As this time of the pandemic Covid 19. Employees are furloughed or either have a reduction of salary which is not only applicable in the City of Santa Ana, but also nationwide.
