To all Santa Ana City Council. My name is Henry Hillebrecht (Business Agent for Plumbers and Steam Fitters Union Local 582) and an Orange County resident (City of Orange) for 52 years. I currently have two kids enrolled in two Santa Ana Schools, Mater Dei and OCHSA). I am in Santa Ana almost every day. I also worked in Santa Ana for 11 years at Pacific Plumbing of Santa Ana at 615 Washington. I am asking the Council to move forward on the approval of the One Broadway Plaza, it would be a great sign of moving forward out of these very hard times that the COVID19 has brought to our country. I think that Mr. Harrah has the City of Santa Ana in his best interest as you can see how he has helped Santa Ana come back into the spotlight of the county. I love driving down Broadway looking at all of the restaurants and shops that were thriving (before COVIDI9) and people walking all over going in and out of all the businesses. This area has made a huge comeback and also Orange County High School of the Arts is blooming and getting bigger and more and more students every year and the buildings they are buying fixing up has helped make Main Street so much more attractable for other businesses to move into. That is why I believe 100% that the One Broadway Plaza will be so beneficial for this area creating thousands of middle class jobs for everyone. With the committed PLA, this will put many of our Union Brothers and Sisters to work with Local Hire and Veterans Helmets to hard Hats job opportunities. These are good paying jobs, and not just a job, but a career with the Trades that includes great insurance and retirement. I hope you find it in your hearts to move forward with One Broadway Plaza, I think this will be a huge benefit to the City of Santa Ana and Orange County. Thank you for your time. To be able to work on this project in your own neighborhood . To say proudly years later, I worked on that building . To have skilled journeymen from all trades. My comments pertain to Consent Calendar Item IIB. I DO NOT support the Second Reading for the One Broadway Plaza Project. Dear Councilwoman Iglesias; Thank you again for standing up for the many neighborhoods which surround the One Broadway Plaza office tower project site. You were the only Councilmember to request a delay to convert 19 floors of office space to high density apartments. The purpose for the delay is to allow time for the City, and its residents, to consider mitigations for an array of impacts from One Broadway Plaza on the health and safety of residents living in the Logan, Downtown, French Court, French Park, Lacy, Willard, Washington Square and Floral Park neighborhoods. As renters, and owners, we again ask for your help to pull Consent Item 11 B (the second reading), from Consent Calendar Item 10A, the Minutes from the Regular Meeting of April 21, 2020 of the City Council, for discussion purposes (see below). The community was disappointed that City Council approved significant changes to OBP. These changes will result in far more impacts on the aforementioned neighborhoods, and on Main Street, Broadway, and other streets and neighborhoods, than impacts from the 2525 N. Main Street apartment project. Please consider this request (and the concerns and remedies described below) on behalf of the thousands of residents who desire safer, and quieter neighborhoods. Community wants One Broadway Plaza to include Affordable Housing City Council agreed to allow the Developer to pay a fee instead of building the required affordable apartment units. Apartment units, which would have been available to those in need, will now become market -rate apartments. The burden to construct OBP's affordable apartments would become the responsibility of the City. City Council's action insures that affordable -rate apartment units, and the people who would have lived in those units, are removed, and effectively segregated from the OBP project. Request #1: Developer to construct his affordable apartment units on -site, to insure the project is not income -segregated 3 Concern #2. Community want One Broadway Plaza to prepare a new Development Agreement (DA) The City Council did not recommend the project prepare a new DA. Development Agreements protect parties, specifically concerning duties, performance and timing. DA's may include project -contributed community benefits like insuring a developer construct on -site affordable housing, provides park land, and expands traffic mitigations. Request #2: Developer to prepare a new DA to include, but not be limited to, community benefits, roles and responsibilities to fund, design and/or implement those benefits, including performance timing, remedies, and fines if either party does not meet specific goals and or deadlines. Concern #3. Community want One Broadway Plaza to prepare a new Environmental Impact Report (an EIR), and to conduct additional Traffic Studies. The City Council did not recommend OBP prepare a new EIR, or prepare new traffic studies. Instead the PC was satisfied that traffic assumptions in the 2003 EIR were sufficient. Because the 2003 EIR does not address traffic impacts from over a dozen newly -approved or anticipated apartment projects near OBP, this all but insures Main Street, Broadway, Washington, Civic Center, Seventeenth, and streets in at least six adjoining neighborhoods, will be negatively impacted for decades into the future. Request #3: Developer to prepare a new Environmental Impact Report, to address traffic impacts from other recently approved, and anticipated development projects, which surround One Broadway Plaza. Concern #4. Community sought Additional Traffic Protections for the Logan, Lacy, Downtown, and Willard Neighborhoods The City Council recommended only the Logan neighborhood receive traffic protections, leaving Lacy, Downtown, and Willard neighborhoods without these benefits. Request #4: Developer to include Lacy, Downtown, and Willard to the list of neighborhoods to receive traffic mitigation protections as part of his project. Concern #5. Community requested an Increase in Traffic Mitigation Fees for neighborhoods previously identified to receive these benefits as described in the expired 2003 Development Agreement. The City Council agreed with staffs recommendation to increase the original traffic mitigation fee (approved in 2003) from $200,000 per neighborhood to $300,000 per neighborhood. Although the increase appears substantial, the extra $100,000 may not even account for inflation, and would not significantly contribute to the design or construction of much - needed neighborhood traffic mitigations. The City Council also failed to address a timeline to plan, design and construct these improvements. Request #5: Developer to: • Increase individual neighborhood traffic mitigation fees from $200,000 to at least $500,000 • Create a timeline when the Developer will plan, design and build these improvements * Include Traffic Mitigation Fees as part of a new Development Agreement * Developer and City will work directly with each of the impacted neighborhoods separately, and together, to prepare an inter -related Traffic Mitigation Plan Concern #6. Community asked that Park Development Fees for OBP remain within the impacted neighborhoods. The City Council agreed, and recommended that park development fees be available for use in the impacted neighborhoods. Unfortunately the City Council did not address where and how these dollars will be spent. Request #6: Development Agreement to include the required park fees, and also discuss where and how these park fees are used. This insures the Developer pays the required park fees, and also that City and Developer work with the affected neighborhoods to identify important community -sought park projects. We ask for your and the City Council's help to delay the One Broadway Plaza until: *After the November General Election, when a new City Council is seated * The project is evaluated in light of the Comprehensive Update of the City's General Plan, and * In consideration of Council's decision to over -turn its past approval of 2525 N. Main Street, a similar, but much smaller project. I agree that City residents should be given a greater opportunity to be heard and a more thorough review be made before the final decision is made on this massive project. Next, I request that at the second reading of the OBP ordinance at the City Council meeting tomorrow you pull the matter from the consent calendar so that there can be continued discussion. This is not the same project that 56% of the voters approved by referendum in 2005. OBP is now a high density residential development rather than a commercial complex. That is a signficant change. Even if the City has decided that another voter referendum is not required to approve this major change in the complex, surely it is in the City's best interest to at least make the effort and take the time to really listen to the City's residents, assess current problems resulting from the change in plans, and ensure that the promises made by the developer are put into an enforceable document such as a Development Agreement (DA). 11 Finally, I ask that you disregard the City staff's recommended action and vote again against giving final approval of this zoning amendment ordinance until concerned residents can be heard, a thorough review can be made, and enforceable agreements can be reached with the developer. Alternatively, Council could make their approval contingent on negotiating a new DAL I have included below a copy of the agenda item for your convenience Thank you for championing all of the residents of our City. We have many Members that are very excited about having an opportunity to work in the City where they live. The proposed PLA on this project will make that possible. Having Local hire on this Project will have a multiplier effect on Santa Ana's local economy and tax base. These workers will spend their hard earned cash at Local establishments, as opposed to an out of town worker who will go home to where he lives and spend his dollars there. This will also provide Apprenticeship opportunities for local residents as well as the Helmets to Hardhats Program which Prioritizes Veterans job opportunities. At the last Santa Ana Council Meeting and there were a lot of discussion about Economic shortfalls for the City due to Covid 19. I am writing to express support for this item. I want to thank the City Council for its wisdom, foresight, innovativeness and courage in voting in support of the One Broadway Plaza at the last City Council meeting. I, on behalf of the hard working men and women of the Los Angeles/Orange Counties Building and Construction Trades Council, urge unanimous and final support for this project. As my attached letter references the importance of this project to Santa Ana's future. A greener option, housing with affordability, a pathway for career employment opportunities for our apprenticeship readiness classes at Santa Ana College and the Santa Ana Unified School District, Local and Veteran hire provisions in the construction of the project, a historic building comparable to none in the County are all great reasons to move forward. We read every day in the newspapers how we now have 3.7 million of Californians applying for unemployment assistance due to the current crisis. We represent 140,000 hard working men and women from our 49 affiliated Trade Organizations. We are writing to urge the City Council to support the One Broadway Plaza Project in Santa Ana. This Project has been in the works for about 2 decades and there is no better time for it to be approved but the present. The historic project will create about 3000 high wage -high skilled construction jobs and these jobs have a significant multiplier effect on other jobs in the area. This Project will be the county's tallest (37 stories), safest and greenest building, emerging as the flagship for Downtown Santa Ana and all of central Orange County. The Building Trades Council are in talks with Mr. Mike Harrah, the Developer, to achieve a Project Labor Agreement that can provide the project with a skilled and trained workforce, strong safety enhancements for the construction workers and diminish the liability for Contractors. The Project will provide middle class opportunities for Santa Ana and other Orange County residents through our all of our Affiliated Trades Joint Labor Management Apprenticeship Programs. It will also provide a robust local hire for Santa Ana and Orange County residents and preferential hire to Veterans through our Helmets to Hardhats program. This Agreement provides the only mechanism to provide the current City Council's well thought out goal of local hire for local residents to work on this project. These quality jobs also provide the construction workers with great healthcare and defined retirement plans. A Project Labor Agreement will also provide for a smooth, continuous flow of work without disruption or interruption through a No Strike - No Lockout provision. The Developer has also committed to support the City's affordable housing efforts with over $4 Million in lieu of fees. This way the City can have the option as to how and where to invest these resources to improve the lives of its residents. The Project will provide an alternative onsite transportation and will promote low emitting and fuel efficient vehicles via on -site charging stations. The structure is adjacent to the Santa Ana Regional Transportation Center (SARTC) — Orange County & regional mass transit hub which combines the Amtrak, Metrolink, OCTA bus service, taxi service and the under construction OC Streetcar (Santa Ana's $400 million light rail line) all in one location. The Building will incorporate several water reduction methods including low flow toilets and fixtures. The building systems will be highly efficient. The interior of the building will offer LED lighting fixtures, bulbs, and controls, with upgraded occupancy sensors and load metering. Fritz Glazing will maximize natural light in the space. State of the art HVAC systems and sensors will be incorporated to control interior climate. It will also incorporate as many recycled, regional and renewable materials as possible into the construction process. In addition, the storage and collection of recyclables will be part of the building management program to divert most of the construction waste from landfills. The project compliments the established cultural attractions like the Artist Village and the Civic Center as well as the recent revival of Downtown Santa Ana has brought galleries, restaurants, breweries, street art, a certified organic farmer's market, record store, one -of -a -kind culinary center art house movie theater, and ample creative space to this urban area.
