I am Mrs. Ellen Koldewey. I am a resident of the Floral Park neighborhood of Santa Ana's Ward 3. 1 support Consent
Calendar/Second Reading 11(a) to adopt an Ordinance repealing Ordinance NS 2980 (Zoning Amendment) authorizing a
residential development at 2525 North Main Street. I am writing as an individual constituent and Santa Ana resident, not
as a member or representative of any group or organization.
Greetings Mayor and Council,
First, I would like to thank all of the members of the City Council who voted at the First Reading at the last City
Council Meeting on April 21, 2020, to certify the petition for referendum and to repeal ordinance NS 2980 approving the
zoning amendment for the 2525 North Main Street residential development without further discussion or delay.
I am very grateful to Mayor Pulido, Mayor Pro Tern Villegas and Council Member Bacerra. From the beginning you
supported the neighborhoods' position on this project.
I also greatly appreciate the decisive action by Council Members Sarmiento, Penaloza, and Iglesias. At the last City
Council meeting, you voted to certify the petition for referendum and repeal ordinance
NS 2980 without further delay. While you may have initially disagreed with the neighborhoods' position on this
development, you continued to listen to your constituents and engage with us throughout the process.
Next, I respectfully urge each of you, without exception, to vote on the second reading of the
ordinance. I believe that the vote of every Council Member provides an important demonstration of
your leadership. By voting to certify the referendum petition, the Council prevented further needless
delay of this democratic process. By voting to repeal the ordinance you will save your constituents
the ordeal and expense of putting it on the ballot. Please take a stand to repeal the previously
approved ordinance NS-2980 at second reading without further discussion or delay.
Finally, I would like to acknowledge my neighbors, Dale Helvig and Christine Denny-Helvig, for their leadership of the
remarkable nonpartisan Citywide grassroots movement that brought us to this point.
have been inspired by what Santa Ana residents can accomplish when we work together for the primary purpose of
endorsing responsible development of our City that will protect and preserve our neighborhoods.
I am writing as an individual constituent and Santa Ana resident, not as a member or representative of any organization.

DEVELOPMENT NO. 93 (SD-93) FOR SAID PROPERTY — Clerk of the Council Office - Placed
on first reading at the April 21, 2020 City Council meeting and approved by a vote of 6-0 (Solorio
abstained). Published in the Orange County Reporter on April 24, 2020.
RECOMMENDED ACTION. Place ordinance on second reading and adopt.
