Subject: Homeless Services Agreement Amendments

In October 2019, the Public Works Agency coordinated the award of two emergency homeless service
contracts of $250,000 each, to two contractors to supplement the Quality of Life Team's (QOLT) efforts
in providing homeless encampment and debris clean up services. With these Contractors, QOLT
operations have increased service levels by increasing coverage to seven days a week, during
evenings, late -nights and weekends. These funds will be exhausted by the end of May 2020.
As part of the Mid -Year Budget Update on February 18, 2020, the City Council approved $80,000 of
additional General Funds for continued homeless contractor services that would ensure services
through the end of the fiscal year.
The funding will be allocated in the following manner to each contractor until funds are exhausted:
• $35,000 to Landscape West Management Services; and
• $45,000 to Sureteck Industrial & Commercial Services, Inc.
The contract amendments attached to this memorandum are as follows:
1. First Amendment to Sureteck Agreement
2. Second Amendment to Landscape West Agreement
We are requesting your administrative signature authority as the Director of Emergency Services
in order to expedite the process and prevent disruption of homeless services.
If the amendments are not approved administratively, a Request for Council Action is scheduled for
City Council review on May 19, 2020.
Additionally, staff has submitted a General Fund Supplemental Budget Request for $1 Million as part
of the City's Fiscal Year 2020-21 Budget process to secure a multi -year homeless services contractor.
Approval of this funding request will be required in order for the City to continue with the current
homeless service level. A Request for Proposals is being prepared and will be released in May 2020
with an anticipated City Council hearing and start day in July 2020. Funding for the multi -year
agreement would become available with the adoption of the City budget on July 21, 2020.

Xi "✓ SECOND AMENDMENT TO AGREEMENT TO PROVIDE RIGHT OF WAY
AND MEDIAN LANDSCAPE MAINTENANCE SERVICES
THIS SECOND AMENDMENT to the above -referenced agreement is entered into on May 5,
2020, by and between Landscape West Management Services, Inc. ("Contractor"), and the City of
Santa Ana, a charter city and municipal corporation organized and existing under the Constitution
j and laws of the State of California ("City").
RECITALS
N
A. The parties entered into Agreement No. A-2019-103, dated July 2, 2019, by which
Contractor agreed to provide right-of-way and median landscape maintenance services for
the Maintenance Services Division of the Public Works Agency ("Agreement").
B. On September 26, 2019, the parties entered into First Amendment No. N-2019-195 to
increase the scope of services and the amount expended under the Agreement to cover debris
removal services on an on -call basis in order to address the impacts of homelessness.
C. The original term of the Agreement is for two years, and the Agreement remains in effect
through June 30, 2021, with provision for extension.
D. The parties now wish to further amend the Agreement to increase the amount to be expended
under the Agreement.
The Parties therefore agree:
Section 2, Compensation, is amended to increase the not -to -exceed expenditure under the
Agreement by`$35,000, from $1,020,000 to $1,055,000, for the one-year term ending on June
30, 2020.
2. Except as modified by this Second Amendment, and all prior amendments, all terms and
conditions of the Agreement shall remain in full force and effect.

Agreement on the date and year first written above.
