Future City Council candidates may not be able to maintain residence throughout office tenure if rents keep rising. As drafted currently, the ordinance and the Council Residency Policy would create additional burdens upon any current or future council members considered "low-income". With resident wages remaining relatively the same despite increasing housing costs in Santa Ana, any future council members may find themselves needing to change residence during office possibly to a different ward. It would seem unjust to punish an elected official for rising rents out of their control. Additionally, the ordinance does nothing to address situations where current or future council members have more than one residence/property in the city, possibly in multiple wards. There needs to be requirements that a council member must actually maintain residence in the ward they represent on the Council or that the affidavit includes a statement of multiple properties owned within the City. I would be in favor of an amended policy which takes into consideration these two factors so as to alleviate the concern which gave rise to the issue of council members not actually residing in the ward they were/are elected to represent.
