Valencia St. Santa Ana CA 92706 714-541-7254 helvig_denny@msn.com June 2, 2020 Mayor Pulido and Santa Ana City Councilmembers City of Santa Ana 20 Civic Center Plaza, 8th Floor Santa Ana CA 92702 Subject: June 2nd Agenda Item 5513 Agenda Item 558: ADOPT A RESOLUTION TO AUTHORIZE THE PLANNING AND BUILDING AGENCY TO FILE A GRANT APPLICATION TO THE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD) FOR LOCAL EARLY ACTION PLAN (LEAP) GRANT PROGRAM FUNDS. Please consider the following prior to approving: 1. SECTION 4 states: "The City Manager or designee, is authorized to execute the City of Santa Ana LEAP Grant Program application, the LEAP Grant Documents, and any related agreements or amendments thereto, on behalf of the City of Santa Ana as required by the Deportment for receipt of the LEAP Grant". Since this is being brought before the City Council is incumbent on the City Council to approve a final document. 2. It should be a red flag to anyone when you read this grant proposal that data is either missing or incorrect. a. Staff Report page 556-8: signature of Minh Thai, Executive Director of Planning and Building Agency is missing b. Staff Report page 558-10: What does this even mean?... "With the new General Plan land use designations and corresponding zoning district for residential development updated to be consistent, housing developers with greater certainty in pursing entitlements for new housing projects without delays related to discretionary actions to amend the zoning." c. Staff Report page 55B-11: Attachment 1, Project Timeline and Budget: Final Housing Element is completed 4 months prior to the close of Community Outreach Part 2. Why? Staff Report page 5513-11: Attachment 1, Project Timeline and Budget. Seems like some nieces are missing: Be m End 2D — Preliminary Draft Ordinance #1 10/01/20 12/03/20 2E — Draft Ordinance #2 12/03/20 01/07/21 2F — Final Public Draft Ordinance #3 01/07/21 01/21/21 This implies there will be 3 Ordinances, with draft #2 being addressed over the Christmas holiday. Really? e. Staff Report pages 5513-15: "Certifying Official" is not identified, nor is it signed. f. Staff Report pages 5513-16: "Attesting Officer" not identified, nor is it signed. g. Staff Report pages 5513-19: Form is incomplete and what is there is incorrect. A further concern of mine is listed on Staff Report page 5513-10: "2. SANTA ANA ZONING CODE UPDATE will focus on amending City policies and development standards to facilitate and accelerate housing production, and associated community outreach: Implement land use and housing policies within the City' s comprehensive General Plan Update targeted for completion by the end of 2020 ( https:// www. santa- ana. org/ general- plan) such as creating new residential [bold for emphasis]/ mixed use zoning districts and objective development standards to implement the City' s Draft Land Use Plan proposing additional residential density near high quality transit corridors. Re- evaluating the current residential zoning districts related to permitted uses, building height, lot coverage, parking, and open space. This could include amending Two -Family Residential Zoning District ( 132) and Townhouse standards to reflect best design practices. Last comprehensively updated in the 1960's..." Updates have been as needed. A comprehensive update could be a waste of time and money. While I agree with getting grant money to assist in the General Plan update, I feel this grant application is slanted to the benefit of developers and has little regard for the citizens of Santa Ana. The City Council should be presented with a final document, not what amounts to an incomplete draft document. In my opinion this should be withdrawn and presented at a later meeting. The Final Due Date for OTC Applications Report is July 1, 2020. You have time to do it right. Thank you for your time. Stay safe, stay healthy.
