DISCUSSION The Mayor and City Council represent the City's interests in regional issues by serving on a number of regional boards which make public policy decisions in the areas of transportation, water resources, fire services, and government facilities. The Orange County Sanitation District (OCSD), one of the regional boards in Orange County, is a public agency that provides wastewater collection, treatment, and disposal services for approximately 2.6 million people in central and northwest Orange County. OCSD is a special district that is governed by a Board of Directors consisting of 25 board members appointed from 20 cities, two sanitary districts, two water districts, and one representative from the Orange County Board of Supervisors. OCSD has two operating facilities —Plant No. 1 in Fountain Valley and Plant No. 2 in Huntington Beach —that treat wastewater from residential, commercial and industrial sources. The City of Santa Ana appoints one board member and an alternate by way of a majority vote of the City Council. On May 21, 2019, the City Council nominated Councilmember Iglesias as the City's primary representative and Councilmember Penaloza as the alternate. On June 2, 2020, Councilmember Iglesias was removed from office by a special recall election held on May 19, 2020. Councilmember Mendoza and Penaloza expressed an interest in serving as the primary representative. The City Council may nominate and appoint the primary representative and alternate by a majority vote. If Councilmember Penaloza is appointed as the primary representative, the alternate representative would be deemed vacant and the City Council may nominate and appoint a new alternate. Representatives must be an elected member and shall serve until removal or resignation.
