While you’ve been away from Council Chambers because of the Covid-19 pandemic, we thought we would share a picture of the changes that you approved for the former City Council Chambers. We’re glad to see the Sunshine Ordinance has forced the change in the name of the Chambers to accurately reflect who the real mayor and council of Santa Ana has been for the past several years. The Cancer that is eating the very soul of our City is the Police Union. The Police Union picks who the City Manager is, who the Chief of Police is, who the City Council is, who the Mayor is. The really sick thing is that you all know it and you as a body could do something about it but you will let this Cancer bankrupt our City before you will confront the union. The union president’s “Dollars and Sense” comment is laughable. This from a man whose total pay and benefits was $504,000 last year, nearly ten times the average household income of Santa Ana residents. And hey, how about that hit and run DUI that he was arrested for which any of us would have been sent to jail for. WTF? WHY DOES THE CITY OF SANTA ANA ALLOW THIS PERSON TO BE EMPLOYED AS A POLICE OFFICER? Corrupt cop much? How much Police oversight will happen with him running the City? An oversight committee will be eaten by this Cancer. 75% of the budget won’t be enough! 85% of the budget won’t be enough! It’s insatiable and unsustainable. 1 It is time to cut out the Cancer. No raise now. No raise period. As what happened to the Fire Department, it’s time to outsource the Police Department. Jail and everything. A seismic shift in thought and action must take place. The City doesn’t belong to you or the Police Union. You seem to have forgotten. I am pleased that the POA and the city came together to reduce cots for the FY20/21 and this amendment shows good faith on both parties side. It appears that this amendment defers the 2% of the POA’s raises for 6 months which helps FY20/21 and also locks in that deferral into the FY21/22 period on top of an additional 2% lump sum contribution and a six month extension of the current contract. I would encourage the city to continue to watch the financial well being of our city though. The economic impact of the current C19 closures will be felt for years to come and I am a concerned that this pay deferral and lump sum contribution while helpful in saving approximately $2.3M for the FY 20/21 but simply pushes that savings to the 21/22 fiscal year. Now, this obviously provides time to figure out the economic situation in the future but all parties need to continue to work in good faith to bring our city to solid financial ground which may require further adjustments…possibly deep adjustments. With the growing gap in the 10 Year Outlook, it should be apparent to all parties that further work is required if we are going to come out of this. Below is the 10 Year Outlook which the finance team continually puts in most financial reports yet it continues to not be fully discussed in open session. I place it here so you can see it once again- notice that the top red line is future projected expenditures while the lower green line is the future projected revenue. Most would prefer to see revenue line on top of the expenditure line and, at a minimum, certainly not having such a large disparity between the two. Now, the only thing that we know for sure is that the future actual results will vary from this Outlook yet the trend should be more than apparent…adjustments need to be made now if we are going to weather this storm. Our city needs to strive for greatness and not just getting by which I pray that is what your actions will help us achieve. 1 In the short term, again, I encourage you to pass this amendment to the MOU unless the council feels that further concessions are needed which in that case, I would suggest further work to be done on this MOU. The OC Register reported that Gerry Serrano openly admitted "we have not given anything away" (emphasis his). This deferment is going to cost us more money in the long run. It is time for the the city of Santa Ana to stand up and say no to the police - no more money period. They have dictated the budget for far too long at the expense of our community. The additional money being offered for only a 6 month deferment is an insult to the tax paying residents of Santa Ana. I suggest the city demands a deferment with no additional money given out. If the city is truly in a deficit, everyone should be taking cuts, not asking for more money. That includes the police department. It is only fair they contribute equally to the budget cuts. Demanding even more money in this time is disrespectful, and is another reason their reputation with the community is dreadful. Passing this item would only create more tension between the police force and the citizens of Santa Ana. Have a great evening, Leonel Flores 1
