What problem are you trying to solve?
One minor change. In Sec. 1208. - Enforcement, part (d), there appears to be a typo. It now reads: (d) The
City may contract with a State of County entity to enforce the provisions of this Section. Should it read: (d)
The City may contract with a State or County entity to enforce the provisions of this Section. That is,
change the word 'of' to the word 'or.'

What problem are you trying to solve?
1) POA financial influence over the city council. This presents a conflict of interest. The council should be
overseeing the Police Department without being influenced by campaign donations from the same (related)
organization.
2) To encourage diversity, new ideas for an evolving city, term limits need to be reduced. A mayor should not
serve for an excess of 20 years.
3) Santa Ana is a city of diversity, both in culture and race. Yet the city council does not reflect this diversity
of the community it serves.

1) Excessive influence through political contributions from Police Officer Association to local candidates
running for office. For example, the city council should be overseeing the police department. This is
unrealistic if it is the POA donations that get them elected. Another example is the POA donating to a recall
of a city council member. Donations from POA union to local candidates should be eliminated because of
the council's duty to oversee the Police Department and the risk of conflict of interest from significant
donations.
2) Additionally, I would like term limits for the mayoral position to be reduced to 8 years. I am not
remembering the terms for city council, but those should also be reduced to no more than 4 years with 4
years off before eligibility to serve again. 3) Diversity in Santa Ana's city council. Efforts should be made to
embrace diversity for this governing body, both gender and race.

What problem are you trying to solve?
-Unions and employee Association contributions to City Council elections Make it a even playing field. -The
City is looking bad. Tall weeds dilapidated fence, dry rot on homes with paint chipping. Too much signage
throughout commercial areas.
- Develop an economic development department to bring new business into Santa Ana.

Contributions should be the same as Presidential Campaign Contribution Limits. It's time for the residents
to be able to afford the salaries of city employees. Our elections are becoming a joke; if the police union is
behind of Candidate they are predicted to win.
-As building inspectors separate from the city they should be replaced with contract building inspectors and
increase code enforcement. Make code enforcement proactive with some limits. For example if you have
one house that has weeds an operative vehicle and needs to painted The homes across the street and next
door on both sides should be required to have their homes in good condition as well, this way no one feels
singled out. A good example is driving down Fairview between MacArthur and Civic Center the homes there
look horrendous. You would think that the officer assigned to this area has blinders on. And I'm sure he's
quite busy and response only two complaints.

What problem are you trying to solve?
Santa ana pd employees are sitting in my neighborhood (Laguna hills) doing unnecessary 24 hr
surveillances. Santa ana pd has been doing so called permanent background checks on me. I am not a
Santa ana pd employee. I work for the calif dept of public health. this pd has been violating my rights and
the rights of all the nursing home residents I come into contact with. Some of these ruffian employees
include irma Vasquez, lorenzo Carrillo, Eric demopoulos, tina, Marlene, and a civilian named Elizabeth).
This surveillance is a waste of taxpayers money. Santa ana pd needs thorough daily audits and arrests of
these employees. While crime occus in laguna hills these employees sit in my neighborhood. These
people are useless.

Arrest these employees. Do daily thorough audits of all background checks being done, surveillances being
done, cash inventory, other financial resources use, employee whereabouts during their work shifts, and all
equipment santa ana pd uses and has access to. Santa ana pd has been abusing funds allocated to them.

I would like to see included in qualifications for any public office as being a United States citizen. Also, I
would suggest 2/3 vote for passage of amendments - not just simple majority. I would like more
transparency/accountability of salaries/pensions based on meeting attendance and the City's budget.
