PUBLIC HEARING
NOTICE: Legal notice for Public Hearing item no. 1 was published in the Orange County Reporter on February 14,
2020 and notice was mailed on said date. Legal notice for Public Hearing item no. 2 was published in the Orange
County Register on February 14, 2020.
1. CONDITIONAL USE PERMIT NO. 2020-01 AND TENTATIVE PARCEL MAP NO. 2019-
04 {STRATEGIC PLAN NO. 3,2} – Jerry Guevara, Case Planner.
LOCATION: 1410 and 1412 North Broadway located in the Midtown Specific Plan (SP-3) /
Broadway Corridor District (BCD) zoning district.
REQUEST: The applicant is requesting approval of the following land use entitlement to
facilitate the construction of three live/work studios with galleries: (1) Conditional Use Permit
No. 2020-01 to allow live/work studios within the above mentioned zoning district, and (2)
Tentative Parcel Map No. 2019-04 to allow the consolidation of two existing lots and the
subdivision of the lot for condominiums.
Case Planner Guevara provided a staff presentation. Commission discussion regarding
parking ensued.
Recording Secretary reported that no written communication on this matter was received.
Chair McLoughlin opened the Public Hearing at 5:47 p.m.
The applicant spoke in support of the matter. There were no other speakers and the Public
Hearing was closed at 5:50 p.m.
MOTION:
a) Adopt a resolution. A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SANTA ANA APPROVING CONDITIONAL USE PERMIT NO. 2020-01 AS
CONDITIONED TO ALLOW THE CONSTRUCTION OF A LIVE/WORK
DEVELOPMENT AT THE PROPERTIES LOCATED AT 1410 AND 1412 NORTH
BROADWAY; and
b) Adopt a resolution. A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SANTA ANA APPROVING TENTATIVE PARCEL MAP NO. 2019-04 AS
CONDITIONED TO ALLOW A CONDOMINIUM SUBDIVISION AT THE
PROPERTIES LOCATED AT 1410 AND 1412 NORTH BROADWAY

2. ZONING ORDINANCE AMENDMENT NO. 2020-08 {STRATEGIC PLAN NOS. 3, 2} –
Ricardo Soto, Case Planner.
LOCATION: Citywide
REQUEST: The City is requesting approval of Zoning Ordinance Amendment No. 2020-08
to amend several sections of Chapter 41 (Zoning) of the Santa Ana Municipal Code (SAMC),
and sections of Specific Development No. 19 (SD-19)/French Park and Specific
Development No. 40 (SD-40)/ Heninger Park.
Case Planner Soto provided a staff presentation. Commission expressed concern with the
proposed amendment to transfer the purview of historic structures to the Historic Resources
Commission. Commission generally agreed to remove this proposed amendment.
Recording Secretary reported that no written communication on this matter was received.
Chair McLoughlin opened the Public Hearing at 6:21 p.m. There were no speakers and the
Public Hearing was closed at 6:21 p.m.
MOTION: Recommend that the City Council adopt an ordinance, excluding SD-19 and
SD-40. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
AMENDING VARIOUS SECTIONS OF CHAPTER 41 (ZONING) OF THE SANTA ANA
MUNICIPAL CODE INCLUDING SECTIONS: 41-196 (ESTABLISHMENTS SELLING
ALCOHOLIC BEVERAGES), 41-199 (LAUNDROMAT STANDARDS), 41-668
(DEVELOPMENT PROJECT PLAN), 41-765 (CONFORMANCE TO CITYWIDE DESIGN
GUIDELINES), 41-766 (INTERPRETATION OF CHAPTER REGULATIONS), 41-1341
(DRIVE-THROUGH STANDARDS), DIVISION 8 (PROFESSIONAL) OF ARTICLE III (USE
DISTRICT REGULATIONS SPECIFICALLY), AND GENERAL PROVISIONS OF SPECIFIC
DEVELOPMENT NO. 19 FRENCH PARK (SD-19) AND SPECIFIC DEVELOPMENT NO.

COMMENTS
3.STAFF COMMENTS
•Executive Director Thai reviewed a list of proposed changes to the Historic Resources
Commission’s powers and duties.
•Planning Manager Fregoso
o Announced that the March 9 meeting is canceled; and
o Copy of the DEIR for the Bowery Project has been distributed to the Commission.
4.COMMISSION MEMBER COMMENTS
•Commissioner Cano stated too many ABC licenses are issued; inquired about reasons
to not approve such requests.
•Chair McLoughlin requested the meeting be adjourned in honor of Rob Richardson.
6:30 P.M. ADJOURNMENT IN HONOR OF ROB RICHARDSON – The meeting scheduled for
March 9 is canceled. The next regular meeting will be held on March 23, 2020 at 5:30 p.m. in
Council Chambers, 22 Civic Center Plaza, Santa Ana, California.
