As.Center, a California nonprofit organization ("Subrecipient"). RECITALS A. On July 01, 2020, the City entered into a Community Development Block Grant ("CDBG") Subrecipient Agreement #A-2020-043-16 with Orange County Children's Therapeutic Arts Center to provide CDBG Funds from the United States Department of Housing and Urban Development ("HUD") to be used in the operation of a public service program for the youth of the City of Santa Ana ("said Agreement"). B. In accordance with the terms and conditions of said Agreement, the parties desire to amend to increase funds to the Subrecipient, which need to be spent by June 30, 2022. NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the terms and conditions of said Agreement, except as herein modified, the parties agree as follows: 1. Section I, subsection B, shall be amended to increase funding to Subrecipient by $20,000.00 in CDBG Funds for the Willard, Crime Prevention and intervention program. The new total sum shall not exceed $80,000.00 in grant funding. 2. Section I, subsection C, shall be amended to add the specific tasks required of the new funds to target at risk youth, as detailed in the Addendum to the Scope of Services attached hereto as Exhibit A and incorporated herein by reference. 3. Section II, subsection A, shall be amended to increase funding to Subrecipient by $20,000.00, for a total sum not to exceed $80,000.00: Subrecipient's budget for these new funds is attached hereto as Exhibit B and incorporated herein by reference. 4. Except as hereinabove modified, the terms and conditions of said Agreement remain unchanged and in full force and effect. This year OCCTAC proposes to expand the Arts programming for the parents too! The Parents of the Youth have expressed great interest in learning the arts also; and we believe that the more parent engagement, the more the youth will improve and stay in our crime prevention and intervention program. Furthermore, we have already conducted several "Parent Demonstration Classes" at Willard Intermediate School and Community Wellness Center, and the parents were very excited) For example, 2 classes that the parents showed interest in learning were: 1) Flamenco Dance and 2) Strings Mariachi music, such as the Guitar, etc. CRIME PREVENTION & DIVERSION PROGRAM OCCTAC's After School Arts program prioritizes on diverting at -risk youth from negative social problems and engaging them in positive, fun, creative and artistic programs offered at our agency, as well at Willard Intermediate School. Students will be given the opportunity to take an Arts activity of their choice and attend classes any day of the week in the following disciplines: a) Music, b) Art & Technology and c) Dance, during after - school hours (M-F), and also on Saturdays! Our After- School Arts program runs every day from 3:30 pm - 8:00 pm (M-F) and on Saturdays from 9:00 am - 4:00 pm. In addition to the After School Arts Program, the youth will be provided with the opportunity to receive daily tutoring in our Learning Academy Program, and receive academic support with any subject they are struggling with academically, such as math, science, reading, etc. at school. Tutors will be available Monday through Friday during the same after school hours of operation to help our youth on any given day of the week. We also provide tutors at Willard Middle School for students that cannot come to OCCTAC. Parents - In addition to the programs offered to the youth, the parents will also be invited to participate in a weekly series of Parenting Classesfocused on crime prevention, discipline strategies, communication skills, family conflict, behavioral problems, familyviolence and others. This parenting program is designed to help parents learn to recognize both prosocial and antisocial behaviors, employ social learning techniques (e.g., positive reinforcement, ignoring, distraction, punishment),preventing delinquency and family violence. Families experiencing crisis will also be offered Counseling. Both youth and parents will get the needed counseling. These students will be given the opportunity to participate in our therapeutic programs which focus on youth with severe behavioral and emotional problems. These programs have a therapeutic emphasis that the After School Arts programs do not have. However, youth can engage in both (After School Arts programs and Therapeutic programs). The emphasis of the Therapeutic Arts program is on Healing. Parents - In addition to the programs offered to youth, the parents will be invited to participate in both Parenting Classes and Family Counseling. Families experiencing Crises Intervention and emotional/ behavioral problems, will be provided with weekly Counseling and therapeutic programs for both youth and their parents. The frequency of the service delivery will depend on the specific component of the program and the nature of the problem. For families participating in our Crime prevention program, the emphasis will be placed on enrolling them in our After School Arts, Tutoring and Parenting Classes. For families participating in our Crime Intervention program, the emphasis will be placed on enrolling them in our Therapeutic Arts Program, Individual Therapy and Family Counseling. In addition to the After School Arts Program, the youth will be provided with the opportunity to receive daily tutoring in our Learning Academy Program, and receive academic support with any subject they are struggling with academically, such as math, science, reading, etc. at school.
