As a long-time resident in Santa Ana (42 years) who has appreciated the benefits of solar panels on my roof for 14 years,
I am delighted to learn of the opportunity that our city has to join Irvine’s planned Community Choice Energy through a
Joint Powers Agreement.
I strongly advocate that the City Council vote in favor. Not only will the residents benefit by lower prices and cleaner
energy sources, but the city itself will have a source of revenue to improve city services with. There are many benefits
you no doubt have learned of, but my personal favorite is the following:
I am particularly interested in the possibility that the city participate in a microgrid where residents and businesses are
encouraged to be electric energy producers by taking advantage of our plentiful roof space graced with plentiful
Southern California sunlight. It will be a win – win situation all around.
Please make it happen.

Hello Santa Ana City Council.
I am a resident and owner of a historic home on Flower Street. I encourage our City Council to take the lead to
bring Community Choice Energy. It is win win for all residents, businesses, government agencies, schools, and
more.
As a Santa Ana business owner and resident, our family of 5 is 100% supportive and so pleased to to learn of
the opportunity that our city has to join Irvine’s planned Community Choice Energy through a Joint Powers
Agreement.
We fully advocated that the City Council vote in favor of Community Choice Energy - and many
residents and fellow CA cities are here to help!
Not only will the residents benefit by lower prices and cleaner energy sources, but the city itself will have a
source of revenue to improve city services with.
Why Community Choice Energy? We need local choice, competitive rates, a means to support
renewable energy use, a way to build resilience locally, a means to build energy equity, and a way to
bring jobs and clean tech businesses to Orange County.
CCE works! CCE in San Mateo has saved customers over $18 million & reduced an estimated
144,600 metric tons of carbon emissions each year - which is like removing over 30,000 cars
from the road each year.
Plus when the city participates in a microgrid where residents and businesses are encouraged to be
electric energy producers by taking advantage of our plentiful roof space graced with plentiful Southern
California sunlight. It will be a win – win situation all around.
Please make it happen. You have our support and assistance along the way!

Irvine is holding a Community Choice Informational Meeting for interested cities next Tuesday, September 15th, 1:30
to 2:30.

Dear city council members,
I'm a concerned resident. My name is Ashley Owen. I
will vote no on proposition16. Proposition16
gives government power to discriminate its own
residents based on race and gender. This is clearly
illegal and we urge our elected officials to take a stand
against it. Supporters of proposition16 state that it may
benefit people of color in education and government
contracting. Yet, proposition16 merely eliminates the
California constitution that prohibits discrimination
based on race or gender. The majority of voters of our
city are against proposition16. We must defend our
constitution.

Subject:Please vote NO on Prop 16
Dear city council members, city staff, and fellow residents,
As the election season is coming up, I would like to draw your attention to Prop 16, which is about government
preferences.
The California Constitution says: "a) The State SHALL NOT discriminate against or grant PREFERENTIAL treatment to, any
individual or group based on race, sex, color, ethnicity, or national origin in the operation of public employment, public
education, or public contracting."
Proposition 16 will strike out and eliminate this language from the California Constitution. No substitute is provided.
However, the summary being put forth to voters is this:
"ALLOWS DIVERSITY AS A FACTOR IN PUBLIC EMPLOYMENT, EDUCATION, AND CONTRACTING DECISIONS.
LEGISLATIVE CONSTITUTIONAL AMENDMENT."
If diversity is the goal (according to the summary), why eliminate the Constitution that says you cannot benefit one
race/gender over the other? Why not propose a proposition that says it? If you specifically benefit one race/gender over
another, isn't that DISCRIMINATION?
Proposition 16 not only hurts one or two races, which have higher performances in College admissions, but also, in the
long run, it will hurt everyone and the state, because it legalizes discrimination. Our city doesn’t need it. California
doesn’t need it, either!
On the contrary, Prop 209 guarantees equal opportunity and fair competition, which has made California one of the
most prosperous and diversified states in the whole country. Please stick on it.
Therefore, please take the time to read everything this year and be an informed Voter. I also urge the city council to take
a position to oppose Prop 16.

Hello City of Santa Ana,
I recently read the devastating LA Times article that explains the findings of toxic lead contaminants in our soils
throughout the city of Santa Ana. What are the plans to remediate this situation that is hazardous to the health of
Santa Ana residents of all ages?
I want to know that this issue will be diligently tackled and not swept under the rug.

Subject:city council meeting general public comments
Dear city council member,
Lately there were many rallies organized by residents throughout California to
oppose proposition 16. Civil Rights activists, law professors, elected officials,
students and parents all spoke passionately against Prop 16 in those rallies. Why
was that? I learned that Prop 16 was proposed by the state assembly woman
Shirley Webber, aiming to repeal Prop 209, part of California constitution, which
clearly prohibits the state from discriminating against, or granting preferential
treatment to, any individual or group on the basis of race, sex, color, ethnicity, or
national origin in the operation of public employment, public education, or public
contracting. Yet the state wants to repeal it. If Prop 16 passes in the Nov election, it
means we the Californians allow the state to discriminate against all of us based on
our race, gender or color and allow special treatment by the state in college
admissions, jobs and contracting. This is totally unconstitutional and against the
American value of equal rights.
Furthermore I have learnt that the ballot label was written in a very misleading
fashion. It says Prop 16 allows diversity as a factor in public employment,
education and contracting decisions. The legislators are playing word games with
the voters. They replaced the word “discrimination” with the word “diversity”. This is
discrimination in the name of “diversity”.
Let’s all not be misled by the ballot label. We should all say no to discrimination
and most of all discrimination from the state level. Please vote NO on Prop 16 in
Nov!

Dear Mayor and Council,
This is Jose Trinidad Castaneda from Climate Action Campaign. Thank you for your leadership during these
troubling times. As you are aware, climate change is dramatically fueling the wildfires and smoky skies
currently affecting residents and families in Santa Ana. The LA Times even reports this new climate reality as a
"climate apocalypse" whose time to reckon with has come.
We have a huge opportunity to join the City of Irvine's invitation to form a new Orange County Energy
Authority, a Joint Powers Authority that can administer a Community Choice Aggregation program that can
deliver competitive rates with Socal Edison, cleaner energy, and a list of community benefits programs like EV
charging stations and utility bill assistance for low-income families. CCAs or CCEs also incentivize the
development of energy assets that can power Santa Ana's resilience to climate change, power outages, and air
pollution, such as microgrids and virtual power plants.
I ask that you direct staff to immediately request SCE Load Data to be sent over to the City of Irvine so that
they can begin processing an updated Feasibility Study on the economic impacts and benefits an Orange County
CCE program could bring to Santa Ana families. This process can take 4-8 weeks, so this must be done as soon
as possible. This does not commit the City to the JPA. It is only a fact finding mission.
