CALL TO ORDER - Mayor PULIDO
Mayor Pro Tem Villegas called the closed session to order at 5:08 p.m. Councilmember
Bacerra joined the meeting at 5:30 p.m. Councilmember Sarmiento joined the meeting
at 5:15 p.m. Councilmember Solorio joined the meeting at 5:11 p.m.

PUBLIC COMMENTS - Members of the public may address the City Council on items
on the Closed Session Agenda.

COUNCIL RECESSED to room 147 for Closed Session discussion at 5:10 p.m.
CLOSED SESSION ITEMS - The Brown Act permits legislative bodies to discuss
certain matters without members of the public present. The City Council finds, based on
advice from the City Attorney, that discussion in open session of the following matters
will prejudice the position of the City in existing and anticipated litigation:

pertains to the Immigrant Legal Defense Fund. Asked council to reconsider approving
tonight's budget and listen to community to invest in youth.

1. Affirm the subrecipient agreement executed by the City Manager from the
County of Orange for Coronavirus Relief Funds for economic support to be
provided by the City to small businesses during the period of March 1, 2020
through December 30, 2020 in an amount not to exceed $904,200.

APPROPRIATION ADJUSTMENT NO. 2021-005 - Recognizing CARES Act
Coronavirus Relief Funds from the County of Orange for economic support to
small businesses in connection with the COVID-19 public health emergency
in the amount of $904,200 in revenue account and appropriating the same
amount to expenditure account.

APPROPRIATION ADJUSTMENT NO. 2020-210 - Recognizing CARES Act
Coronavirus Relief Funds from the County of Orange for reimbursements to
the City for expenses incurred during the COVID-19 public health emergency
in the amount of $2,936,476 in revenue account and appropriating the same
amount to expenditure account.

the 17th street Triangle Park and Rest Stop.

1. Award a construction contract to Lucas Builders, Inc., the lowest responsible
bidder, in accordance with the base bid in the amount of $1,399,208, for
construction of the Citywide Sewer Main Improvements Phase II Project, for
the term beginning upon execution of the contract and ending upon project
completion, and authorize the City Manager to execute the contract subject
to non-substantive changes approved by the City Manager and the City
Attorney.
2. Approve an appropriation adjustment. (Requires five affirmative votes).
APPROPRIATION ADJUSTMENT NO. 2021-006 - Recognizing $189,010
from prior year fund balance in the Sanitary Sewer Capital Fund, and
appropriating the same amount to the Capital Recovery Charges,
Improvements Other Than Buildings expenditure account.

3. Approve the Project Cost Analysis for a total estimated construction delivery

22A. AWARD A BLANKET ORDER CONTRACT TO LANDSCAPE WEST
MANAGEMENT SERVICES, INC. FOR HOMELESS ENCAMPMENT AND
DEBRIS REMOVAL SERVICES IN THE ANNUAL AMOUNT OF $500,000 FOR
A TWO-YEAR TERM, WITH TWO TWO-YEAR RENEWAL OPTIONS
(SPECIFICATION NO. 20-075) (GENERAL FUND) - Finance and Management
Services Agency and Public Works Agency
MOTION: Award a blanket order contract to Landscape West Management
Services, Inc. for homeless encampment and debris removal services for a two-
year period beginning July 7, 2020, and expiring July 6, 2022, with provisions for
two, two-year renewal options exercisable by the City Manager, in an annual
amount not to exceed $500,000 subject to non-substantive changes approved by
the City Manager and City Attorney.

1. Award a contract to All American Asphalt in the amount of $698,227 for
construction of the Fiscal Year 2019-20 Residential Street Repair Program
Project for the term beginning upon execution of the contract and ending
upon project completion, and authorize the City Manager to execute the
contract subject to non-substantive changes approved by the City Manager
and the City Attorney.
2. Approve the Project Cost Analysis for a total estimated construction delivery
cost of $919,978, which includes $698,227 for the construction contract;
$34,000 for contract administration; $41,000 for construction engineering,
inspection, and testing; and a $146,751 project contingency (approximately
21% of the construction contract).

Mayor Pulido announced that Item 65D will be heard prior to Consent Calendar Items.
65D. ADOPT ORDINANCE NO. NS-XXXX - AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF SANTA ANA APPROPRIATING MONIES TO THE
SEVERAL OFFICES, AGENCIES, AND DEPARTMENTS OF THE CITY FOR
FISCAL YEAR BUDGET PERIOD COMMENCING JULY 1, 2020 – Finance and
Management Services Agency Placed on first reading at the June 16, 2020 City
Council meeting and approved by a vote of 5-2 (Penaloza and Sarmiento
dissented). Published in the Orange County Reporter on June 26, 2020.
MOTION: Place ordinance on second reading and adopt.
After the public comments were heard, City Manager Kristine Ridge addressed
council.
Executive Director of Finance and Management Services Agency Kathryn Downs
provided a brief presentation.
Orange County Fire Authority Division Chief James Henery provided a brief
presentation.
City Manager Kristine Ridge addressed council regarding the proposed
$28.6 million of CARES Act Money from the state.
Councilmember discussion ensued and direction provided to staff.
Mayor Pulido provided staff direction and advised to have an ad hoc committee.
City Attorney Sonia Carvalho clarified that the ordinance does not limit the
enforcement solely to cannabis operation, but drafted in a way to allow
enforcement of all types of quality of life initiatives.
Mayor Pulido spoke regarding an ad hoc committee limited to meeting in a week
or less.

Councilmember Penaloza in support of Councilmember Sarmiento's position as it
pertains to an ad hoc committee.
Councilmember Bacerra provided additional direction to staff as it pertains to the
City of Santa Ana's Quality of Life Team (QOLT).
City Manager Kristine Ridge captured non-substantial changes to be included as
part of the amended motion.
Motion to Adopt as amended Place Ordinance No. NS-2991 (Agreement No. A-
2020-157) second reading and adopt with the following changes:
Staff will carry over the CDBG money and utilize for rental assistance in the amount of
$800,000, unless they are unable to locate for the Artist Grants and then some of that
money is to be used for Artist Grants,
Staff will allocate $60,000 for mental health assistance as recommended on the slide
(OC Children's Therapeutic Arts Center - CARR Neighborhood Crime Prevention and
Intervention for $20,000, OC Children's Therapeutic Arts Center - WILLARD
Neighborhood Crime Prevention and Intervention for $20,000, and America on Track -
Brighter Futers for Children of Prisoners for $20,000),
Staff will allocate $100,000 from the Youth Cannabis money to the Deferred Action for
Childhood Arrivals (DACA) Legal Defense Fund,
Staff will look at non-fiscal direction as it relates to the emphasis on seniors and CARES
program, looking at enforcement funding from cannabis money to determine if there is
any excess, and adding to the revenue opportunity extending it out to the parks, and
further dive into the Capital Improvement Program (CIP) plan, and find opportunities
within Police Department to create better practices,
Staff will allocate $500,000 for sidewalks,
Re-alignment of the two identified police items (Animal Services moved to Planning and
Building and Crossing Guard Contract moved to Public Works), and
Staff will return mid-year to council if additional funds are needed in addressing the
homeless issue (QOLT)..

ENFORCEABLE EXECUTIVE ORDER, RESOLUTION, OR ORDINANCE
REQUIRING BUSINESSES THAT PROVIDE SERVICES OR SALES OF
RETAIL GOODS AND/OR FOOD AND/OR BANKING SERVICES TO PROVIDE
HAND SANITIZER THAT IS AVAILABLE IN PUBLICLY-ACCESSIBLE AREAS
FOR USE BY CUSTOMERS AND EMPLOYEES - Councilmember Bacerra
Council discussion ensued and direction provided to staff to include hand
sanitizers as part of mask distributions.
85C. DISCUSS AND CONSIDER DIRECTING THE CITY MANAGER TO DIRECT
STAFF TO REPORT TO COUNCIL AT THE JULY 21 COUNCIL MEETING ON
PLAN TO STOP STREET RACING ACTIVITIES IN SOUTH SANTA ANA,
PRIMARILY ALONG SUNFLOWER, MACARTHUR, ALTON, SEGERSTROM,
BEAR, GREENVILLE, AND RAITT BY ENFORCEMENT AND PHYSICAL
IMPROVEMENTS THAT LIMIT MAXIMUM SPEEDS ON THE LISTED
STREETS - Councilmember Bacerra
Council discussion ensued and direction provided to staff to return to council at a
future meeting to address how to stop street racing activities via enforcement and
implement physical improvements to limit maximum speeds.

90B. CITY COUNCILMEMBER COMMENTS
Councilmember Solorio thanked Police Department for the information on
homeless related calls and provided feedback regarding enforcement.
Councilmember Penaloza thanked Orange County Fire Authority and Police
Department regarding weekend event; and reminded the community of the
importance to participate in the 2020 Census that will shape the future of our city.

Councilmember Mendoza thanked staff in the preparation of the budget, thanked
Police Department and Fire Department and inquired about the process to add
an item to a future agenda. Lastly, asked that tonight's meeting be adjourned in
memory of Specialist Vanessa Guillen.
Councilmember Sarmiento thanked staff and all members of the public who
addressed tonight's meeting. Announced that he requested City Clerk Daisy
Gomez to invite the Registrar of Voters to make a presentation at an upcoming
meeting regarding voting and accessibility to participate in the November 3, 2020
General Municipal Election. In addition, thanked Public Works Director, Nabil
Saba, regarding the water rates and thanked City Manager Kristine Ridge for
providing assistance to the mobile testing effort that occurred yesterday at
Walker Elementary School. Finally, asked staff to assist Eastside Neighborhood
Association regarding virtual meeting accessibility.
Mayor Pro Tem Villegas made community announcements.
ADJOURNMENT - The next meeting of the City Council is scheduled for Tuesday, July
21, 2020 at 5:00 p.m. for the Closed Session Meeting immediately followed by the
Regular Open Business Meeting at 5:45 p.m. in the Council Chamber, 22 Civic Center
Plaza, Santa Ana, California.
