Dear City Council, elected officials,
My name is Wei. I am a concerned resident. On November 3, 2020, voters are being presented with a proposition that
goes against our city. That is proposition 16. Proposition 16 eliminates language in the California Constitution, Prop 209,
that says government cannot discriminate based on race or gender. With Prop 209, Californian are seeing diversities
prevailing year over year involving many different aspects, as long as one works hard, one will get lots of opportunities
here, which is the reason why California leads and prospers not only in the US but in the world. I am proud to be a
Californian.
With Prop 16, it will lead California to a totally opposite direction, a WRONG direction. We don’t want to go back to the
historical dark age of inequality & injustice.
Because of its conflict with the bedstone of the Constitution, it will generate tons of turmoil and confusion with many
other Acts. Prop 16 encourages government on race preferencial, therefore will inevitably incur more government
bureaucracy and corruption and will cost the taxpayers billions of dollars to clean up the foreseeable mess it creates.
This country is a great land of opportunity for everyone. The people have said "NO!" to SCA5 in 2014, and we need to
say "NO!" again this November to stop this racist proposition becoming law.

Honorable City Council,
My name is Bethany Hernandez. I'm writing this to express my strong opposition to Prop 16. Proposition16 uses race to
judge the qualifications of applicants to universities, to jobs, etc.
This is the text book's definition of racism, pure and simple. If it is passed, how far will we slide down this slippery,
dangerous slope? What's next? Set racial quartos for elected positions? Set racial quartos for NBA and NFL? Set racial
quartos for TV anchors?
Please join us to vote NO’ against proposition16.

Good evening Mayor, City Councilmembers, City Manager Kristine Ridge and staff, I wish to submit this public comment
tonight not as a resident, but as a guest to the City of Santa Ana. I work for energy contractor Schneider Electric and
long-time partner to the League of California League of Cities. It is likely we have crossed paths at any of the past League
events.
I have a grave concern. This concern is for the integrity of our electrical distribution network and how its failure may
affect Santa Ana. California’s grid is in dire need of upgrades and struggles to maintain the current demand for power
resulting in an increased risk of fires from sheer overload and what we see happening all over the state this time of the
year, rolling blackouts. Critical facilities like city hall campuses, fire departments, police departments libraries, corporate
yards and other facilities which serve the public good… these facilities NEED to remain fully operational in the event of a
power outage. The current state of commonly used backup diesel generation is severely limited on capacity, plus, the
overuse of such equipment results in significant AQMD fines.
There IS a solution. This solution deploys on-site power generating equipment, on-site energy storage and the required
power management hardware to completely disconnect the facility from the grid and remain fully operational in the
event of an extended grid outage of multiple days. Best of all, this solution does NOT require capital expenditure so
precious capital dollars are preserved. We fund such projects through private equity and we already have a private
equity partner ready to come sit down with us to have a discussion.
This new development in resiliency is game-changing. The market has not ever seen this type of disruption. The citizens
of Santa Ana need this type of FULL energy security and FULL energy autonomy, because the utility grid is poised for
failure – the only question is when.
That said, I seek a meeting with Kristine Ridge at the earliest convenience. My contact information follows this letter.

Subject:Please Vote NO on Prop16
Dear city council members, city staff, and fellow residents,
As the election season is coming up, I would like to draw your attention to Prop 16, which is about government preferences.
The California Constitution says: "a) The State SHALL NOT discriminate against or grant PREFERENTIAL treatment to, any
individual or group based on race, sex, color, ethnicity, or national origin in the operation of public employment, public
education, or public contracting."
Proposition 16 will strike out and eliminate this language from the California Constitution. No substitute is provided.
However, the summary being put forth to voters is this:
"ALLOWS DIVERSITY AS A FACTOR IN PUBLIC EMPLOYMENT, EDUCATION, AND CONTRACTING DECISIONS.
LEGISLATIVE CONSTITUTIONAL AMENDMENT."
If diversity is the goal (according to the summary), why eliminate the Constitution that says you cannot benefit one race/gender
over the other? Why not propose a proposition that says it? If you specifically benefit one race/gender over another, isn't that
DISCRIMINATION?
Proposition 16 not only hurts one or two races, which have higher performances in College admissions, but also, in the long run,
it will hurt everyone and the state, because it legalizes discrimination. Our city doesn’t need it. California doesn’t need it, either!
On the contrary, Prop 209 guarantees equal opportunity and fair competition, which has made California one of the most
prosperous and diversified states in the whole country. Please stick on it.
Therefore, please take the time to read everything this year and be an informed Voter. I also urge the city council to take a
position to oppose Prop 16.

Californians overwhelmingly reject Proposition 16. A poll of 1,704 California residents released on September 16 by the
Public Policy Institute of California showed voters opposed to Proposition16 by huge margins. In fact, over sixty percent
of the people oppose Prop16.
Please join us in defending California’s unity and equality. Don’t amend our
constitution to allow the state government to discriminate between Californians
based on race, sex, color, ethnicity or national origin.
Don't divide us, vote no on Prop16.

Hello,
This is Sue. I hope to bring your awareness of Prop 16 on November’s ballot. Prop 16 legalizes systematic
discrimination against some racial group of people on college admission, employment, and government
contract.
Prop 16 was proposed by the state assembly woman Shirley Webber, aiming to repeal Prop 209, part of
California constitution, which clearly prohibits the state from discriminating against, or granting preferential
treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin.
The prop 209 is as clear as it is stated. If Prop 16 passes in the Nov election, it means we the Californians allow
the state to discriminate against all of us based on our race, gender or color and allow special treatment by the
state in college admissions, jobs and contracting. This is totally unconstitutional and against the American value
of equal rights.
I hope you could spread the message and people know the danger of prop 16. Please vote no in November.

Dear Santa Ana City Council and City Manager:
I am writing as a business owner and commercial tenant in the City of Santa Ana. I have been a business owner in the
City since June 2018 – we are a commercial cannabis cultivation approved licensee in the City. We have been working
towards being a compliant, operational, business in the City since signing our lease and our goal is to be a successful
business employing Santa Ana residents and being a beneficial business in the community. We have invested close to
$2M into this business thus far. We were near our opening date to begin operations when the Covid-19 pandemic
occurred. Due to the pandemic and its associated economic impacts, we have been unable to complete our final
elements of our buildout and our permit approval process was delayed. We have also suffered severe economic impacts
due to the pandemic both in this business and to the owners of our business as so many residents and business owners
in our community have also been affected. Our businesses, our families and our lives have been tremendously impacted
by this pandemic. As you know, the State of California on September 27, 2020 extended its commercial eviction
moratorium until March 2021 allowing cities and counties to extend their moratoriums until this date. We ask that the
City consider extending its eviction moratorium for commercial tenants as we are still greatly affected by the pandemic,
its economic impacts, health risks, and the State-mandated business restrictions and closures. Without these protections
extended, we do not know if we will be able to survive as a business in the city of Santa Ana.
