One Broadway Plaza will also degrade the health and safety of our community, and the quality of life for thousands of Santa Ana residents who reside there. Traffic already has a stranglehold on these neighborhoods, and One Broadway Plaza will only worsen that problem. One Broadway Plaza will construct over 500,000 square feet of new developed space, build 402 apartment units, 18 floors of office space, a restaurant and retail businesses with zero neighborhood-specific traffic mitigations. In response to the One Broadway Plaza project the neighborhoods of Logan, Lacy, French Court, Downtown and French Park (the Neighborhoods) DEMAND that the Planning Commission require physical traffic mitigation and calming requirements be placed on the project for the benefit of the Neighborhoods. The Neighborhoods propose One Broadway Plaza; 1. Prepare a Master Traffic Mitigation and Calming Plan 2. Master Traffic Mitigation and Calming Plan must be to the written satisfaction of the City of Santa Ana, and the written satisfaction of the Neighborhoods 3. Will plan, design and construct all physical improvements identified in the Master Traffic Mitigation and Calming Plan 4. The Master Traffic Mitigation and Calming Plan will include, but not be limited to the following traffic mitigation and calming measures: * Diverters, including turn restrictions, physical barriers and signage, to stop vehicles at key locations from entering the neighborhoods, and to move vehicle traffic away, and on to larger thoroughfares. *. Diverters and Calming Measures should include: Curb extensions and signage to divert vehicle traffic, and reduce the crossing distance for pedestrians Barriers and planters to restrict vehicles while allowing pedestrians and bicycles to pass Traffic-calming bumps to encourage safer and more responsible driving, and to combat speeding and unsafe behaviors. Roadway striping to slow speeding traffic Narrowed roadways to slow traffic on residential streets and improve pedestrian and bicycle safety. Slower traffic reduces the severity of accidents, reduces noise, and improves the livability of residential streets. Narrowed streets may include, but not be limited to, landscape planters in parking lanes, raised medians, curb bulb-outs at intersections and mid-block, or a chicane (a slight bump toward a travel lane that creates a shallow curve) causing vehicle movement to slow Roundabouts to improve traffic movement at key intersections, to reduce collisions, and improve safety One-way traffic movement to limit ingress into a neighborhood 5. And City Staff to request the Council take action to identify Lacy, Logan, French Court and French Park as "Traffic-Calmed Neighborhoods" once all traffic mitigation and calming improvements are installed. 6. Tasks 1 through 5 become the sole responsibility of the One Broadway Plaza developer, and shall be: Required as Conditions of Approval on the project Included into the City's Development Agreement for the project for the Neighborhoods Fully funded by the Developer through a CASH deposit The Neighborhoods seek these necessary improvements due to the severe lack of current and planned traffic mitigation and calming measures denied these under-served neighborhoods. Representatives of the Neighborhoods are available to meet with the City and the Applicant to begin discussions about the type and location of the aforementioned traffic mitigations and calming measures at the earliest possible convenience.
