WE SUPPORT ITEM 20C, BUT WITH THE REQUEST TO FUND ITEM AT $500, 000 (THE NORMAL, FULL
FUNDING LEVEL FOR CLEAN AND SAFE OPERATIONS DOWNTOWN).
Downtown Santa Ana is hanging on by a thread through pandemic, civil unrest, massive construction, homeless impacts
and wild economic uncertainty. Despite all these challenges, downtown businesses continue to open and serve the public
as best they can despite very difficult times.
As one of the most important economic engines of the City, DTSA has been able to create our own revenue funds (both
parking and BID revenue) to sustain Downtown Clean and Safe Operations, marketing and communications and even
capital improvement costs like building public restrooms. We also contribute to the City of Santa Ana through sales taxes,
property taxes, permits and fees.
During the pandemic, Downtown's self -generated revenue has been deeply impacted: in particular parking revenues are
down nearly 75% due mostly to the coronavirus and in part due to popular programs promoting 2 hour free parking in
downtown parking garages.
Due to the revenue shortfall, the City of Santa Ana is proposing to help downtown sustain its Downtown Clean Team
operations which clean nearly 86 blocks of downtown on a daily basis. But the City is proposing not to cover the cost of
the $100,000 annual Downtown Security Team and to let that contract lapse.
While we deeply appreciate the protection of the critical Downtown Clean Team program, we are appealing to you to one-
time gap fund the Downtown Security program as well. This year, service calls to security increased from 2,600 to 5,200
(50% increase) and trash bags collected rose from 45,000 to 90,000 (50% increase).
The Downtown Security program is a cornerstone of downtown's success. The program is already 50% underfunded from
what is needed, but still provides an affordable full-time protective force to downtown.
Security is vital as a service to businesses and for visitor perceptions as "Lack of safety" and "Homelessness" remain two
of the primary reasons people don't like to visit downtown according to studies conducted by the City.

Defunding the DTSA Security Team

I am female manager of a bar/restaurant in DTSA, I was floored reading an email saying the city will defund
the DTSA Security team. I call security multiple times a week to help. I have called the police several times
and they do not show. We are a small business and sometimes I have to work alone, like today. I find it very
disrespectful to remove security. Also, Sam is one of the kindest human beings I have ever met. You probably
don't even know who he is.
If the parking money isn't working (which why would you do this in first place) pay them some other way. You
are building a 400million dollar bus on a track, you can't help the workers in DTSA feel safe?!

We moved into Downtown Santa Ana 5 years ago sensing that the momentum in the area
would provide our national commercial real estate company with amble opportunities to
benefit from, and enhance, the growth and excitement that was occurring. Five years
later we seriously considered moving out of Downtown. The homeless, vandalism and
security threats are an issue. If you want respectable businesses, investors, employees
and residents to continue to occupy Downtown Santa Ana you need to not only support
but increase the security presence. We are in the business of bringing other businesses
to town and it is a tough sell right now.

I will tell you personally, as the owner of the Old Santa Ana City Hall building at 31d and Main
that we have seen more vandalism in terms of graffiti, etched windows, litter, homeless
camping and petty theft to our property this year than in the 20 years I have owned the

nightmare that I don't want to live thru.

particular parking revenues are down nearly 75% due mostly to the coronavirus and in part due
to popular programs promoting 2 hour free parking in downtown parking garages.

Downtown Clean Team operations which clean nearly 86 blocks of downtown on a daily basis.

My name is Jeffrey Jensen (JJ) with Chapter One in Downtown Santa Ana. I'm a business owner and resident
of Downtown. I'm "all in" with Downtown Santa Ana and love this city.
Having Security in Downtown has helped out with a lot of issues over the years. I cannot imagine them "not"
being here. I can't overstate the value of the presence of security.
Losing Downtown Security would only be the beginning of a lot of other issues that'll end up costing a lot more
in the long run. There is already a lot of vandalism & homelessness that is going on, even more when businesses
close their doors for the night. The Courtyard Shelter is at capacity and the OC Central Jail, which is in
Downtown, is about to release 50% of the inmates due to Covid. Yale street shelter is still a few months out and
there will be a ramp up period till they can handle the intake needed to move the Courtyard group and other
homeless over to Yale Street. Kids are not in school due to Covid and the Graffiti in the Downtown and all over
Santa Ana has more than doubled from just a few months ago. Our Governor has put a chokehold on small
businesses which has most businesses closed or at reduced hours. The lack of people working and patronizing
Downtown is even more reason to have Security at this crucial time.
Having customers feel safe is the Holy Grail to a thriving Downtown. If you don't feel safe, you don't go. It's
that simple. Security presence is invaluable to having customers feel safe and want to return. Vandalism,
vagrancy & theft will keep people away, which means less people spending money, which means less tax
revenue.
What's the value of not being safe? Find the money from somewhere else in the budget or the general fund and
fund Downtown Security so residents, employees and customers can feel safe and want to come to Beautiful
Downtown Santa Ana to spend time and money. Calls to SAID would end up costing more in the long run.
There are a lot of great projects coming up: Streetcar, big construction projects, city and county buildings being
built... These are all things to look forward to in the near future. Let's keep the Downtown safe so people will
want to come down to see what Santa Ana has to offer.

Dear Council Members -
We are extremely concerned about a pending move to terminate the Downtown "security"
program. Since we purchased the building in 2018 we have worked hard to bring
revitalization and flourishing business into the area and our building currently boasts
approximately 80 small business tenants and artists operating in The Historical Spurgeon
Building located on 4`h street in the Artists District. We are sure no one would dispute our
contribution to Santa Ana's local history as well.
We have taken great effort and pride (and a little more cost than we'd hoped) in creating
the best work environment for our tenants at the Spurgeon building and one of the most
important aspect of that environment is providing safety. It has not been without help from
security provided by the Downtown "security" program that we could have achieved our
current level of occupancy because we know that few small businesses want to operate in
areas where there is the threat of theft, defacing of property, and general unsafety for their
employees as well as for their products and ability to provide services. Everyone has already
suffered the terrible effects of on again off again COVID related regulating. The various
protests and civil unrest that occurred as a result were hurdles, we could not have overcome
without the help of Downtown "security". The terminating of Downtown "security" services
would only add insult to injury as our small businesses work hard to survive until a vaccine
can reach the public and do its job. All you have to do is look at some of the larger cities
across the nation to know that losing security could cause a fire sale in the downtown area
making it only more difficult and taxing on the local residents to achieve the beautiful
walkable Artist's District intended where people can enjoy all the good things that Santa Ana
has to offer. Some of the small businesses in our building have been there for many years
and I'm sure they wantto continue to be and contribute to the neighborhood of Santa Ana.
In addition, the many times we have relied upon the Downtown "security" they have arrived
and acted professionally and with compassion to our homeless and transient population
which can sometimes be particularly challenging. We feel they are an integral service arm
helping to alleviate police interactions, thereby leaving the police to handle the more
pressing public safety issues. Santa Ana is rich with history and culture in the Downtown
area and it has so much to offer, but if people don't feel safe, they simply won't come here.
If they don't come the city won't thrive. It is our hope that you will consider the Downtown
"security" program a priceless part of Santa Ana's services like we do and make the decision
to keep it going for the good of all concerned.

this message in regards to the downtown security being terminated. I feel that losing the Downtown Security
would be a detrimental effect on the downtown area. I know myself have called downtown security several
times when there is a problem and they are prompt in showing up and resolving the issue. The Santa Ana
Police Department is great but they are so overwhelmed with other calls that it takes them hours before they can
show up to a non emergency call. I feel that if the downtown security is gone, the downtown area will become
what it once was, overrun by criminals and transients and everyone working in the area will become susceptible
to the area and will probably relocate to another City since they no longer feel safe. Please do not terminate the
downtown security as they are very much needed and appreciated by everyone who loves Santa Ana and loves
what it has become in the past years with everyone's hard work.

I understand that the City of Santa Ana intends to cut the Downtown "safe" program at tomorrow's City Council
Meeting. I am writing to express my support for the program and opposition to its termination.
The Downtown "safe: team is integral to Downtown's safety, especially with the increased number of vandalism
and transient people, etc. I also understand that the team has responded to $5,200 calls for service last year,
double the 2,600 calls for service the year prior.
The program also provides immediate local security response to the Historic Spourgeon Building, where my
business is located. Many of these responses relate to issues that local and county law enforcement should
not/can not/ will not respond to.
I have personally reached out to the team on several occasions to request assistance in addressing safety issues
including transient people who are creating an unsafe environment around and near the building. Who will
address these issues if not the security team?

My name is Carly McBeath and I have lived in Orange County over 30 years and I have worked in Downtown
Santa Ana for 10 years at the Santa Ana Law Center.
It has come to my attention that the City Council are considering terminating the Santa Ana Safe Program
which includes Downtown Security. I cannot tell you the number of times I have counted on Downtown
Security to provide safety services to our Law Center over the past 10 years when we were located at 200 N.
Main street and again after relocating to 206 W. 4th Street (Historical Spurgeon Building).
The security officers are prompt and courteous and professional. They have routinely helped to make safe
passage for a nervous customer or employee that was afraid to walk to their car in the dark. They have shown
up to compassionately move along wayward homeless people and even deter alcoholics and drug addicts from
using our parking lot as a place to get loaded. They have deterred opportunistic thieves as well. I was working
late one night when a homeless man sought to break into the building by banging on the glass doors, likely
hoping they would break, Downtown Security showed up and moved the man along, something I could not
have done myself. They have responded to get people out of our Trash Bins as well when "Dumpster Divers"
would make huge messes leaving them for our doorman to clean up daily. With the help of Downtown Security,
I only had to call the police on 3 occasions in the past 10 years. It's my understanding that Downtown Security
answered over 5,000 calls last year which shows an incredible need for their services.
It gets dark earlier now and I for one feel alot better knowing I have that Downtown Security number
programmed into my phone. I can't imagine what the City would hope to save by terminating the program and I
sure do hope you will reconsider for all of us who live and work in the Downtown area.

Downtown Clean Team operations which clean nearly 86 blocks of downtown on a daily basis.
But the City is proposing not to cover the cost of the $100,000 annual Downtown Security Team
and to let that contract lapse.
While we deeply appreciate the protection of the critical Downtown Clean Team program, we
are appealing to you to one-time gap fund the Downtown Security program as well. This year,

The downtown area of this city is suffering in so many ways and even more so lately with the pandemic,
constant construction and an economic turndown. In my over 4 years running Alta Baja Market, I cannot even
begin to say how vital it is to have downtown security. Any lack of it would further deteriorate the majority of
businesses that are hurting so much during this time.
Security has been vital not just to my business, but to my employees, my customers and even myself. I have
been the victim of vehicle break-ins, harassment, vandalism and I have been threatened with violence all in
downtown (and there is evidence of break-ins to my shop) —and that's just me! Our store is in constant
communication, calling or texting at least several times a week as a result of some instance. That constant
communication, support and relationship that we have built with DTSA security has led to our business to grow
as a result of customer confidence in the area and feeling of safety. This is just my own personal experience
talking to people every single day in downtown.
I cannot begin to imagine what other people, residents and business owners have experienced. Why do we as a
city need to even think for a second that to minimize security would lead to a more vibrant downtown -
especially NOW. Removing security, that responds in moments to distress and issues, puts more stress on a
stressed -out business.
If you want the downtown to succeed, if you want these businesses to survive these current times of extreme
struggle, I am urging you - as a resident, business owner, customer and supporter of Santa Ana to keep

As a Santa Ana native and resident, I am writing in support of Downtown Inc / SABC having it's allotment from the City
reduced.
The City has funded Downtown Inc for over a decade with very little to show for the massive investment made in this
downtown booster.
Millions have been wastefully spent for empty streets, boarded up storefronts and shabby presentation even before
COVID.
