Mateo’s CCE has saved customers over $18 million and reduced emissions equal to taking 30,000
cars off the road.
When Santa Ana joins with other cities, the program would generate $92 million per year in
revenue by 2031. This money can be used for COVID relief as so many cities are doing now, EV
charging stations, subsidies for EV vehicles, green public transportation-- all sorts of programs to
green OC. Imagine a future like this for Santa Ana.

Dear Mayor and City Council Members,
As a resident I want to thank you for considering joining the OC Power Authority's Community
Choice Energy program. I support this program. It will save businesses and residents money, and
keep more rate payer dollars in Santa Ana for us to spend. It will help us clean up our greenhouse
footprint too. All good things that make this city desirable.
I’ve learned that the program would generate $92 million per year in revenue by 2031. Imagine
using those dollars for citizen’s health issues related to the damage the COVID-19 virus is doing to
all of us, especially the frontline and essential working residents. But also imagine using the money
to give our city an attractive green aura with EV charging stations, rebates for more efficient
appliances, and adding green public transportation options. I can imagine a future like that for my
city. I hope you will too.

Honorable Mayor and City Council:
The Sierra Club appreciates the City of Santa Anaefforts on Community Choice
Aggregation (CCA). We support you joining the Orange County Power Authority
(OCPA) with Irvine, Fullerton, Huntington Beach, Buena Park and Lake Forest.
We see joining the OCPA as a major step toward clean energy and clean air, increased
environmental justice and local jobs, while we help slow down climate change.
Many citizens, businesses and NGOs have worked toward this goal over the past five
years in Orange County. During this time, a number of CCAs have launched
successfully in California, so now over 11 million people in over 190 municipalities are
receiving electricity through CCAs. Santa Ana joining the OCPA will encourage more
cities to join the California movement toward clean community energy.
CCAs work for the benefit of their constituents and serve their communities while
improving service and the bottom line. Highlights include:

Dear Mayor and City Council Members,
I am overjoyed that you are all taking the time to consider joining the OC Power Authority's
Community Choice Energy (CCE) program.
Santa Ana city residents need the option for clean, lower priced energy. Right now this is
a critical choice we can make for Santa Ana residents, schools, businesses, city offices, and our
overall community. It saves millions, creates jobs, and significantly reduces pollution.
By choosing to implement the CCE program in Santa Ana you are giving the power back to the
people and letting Santa Ana residents decide where we get our electricity from. My parents have
lived in Santa Ana for over 29 years and myself, for 24 years. As a family we make very
environmentally conscious decisions, we ethically choose what food we eat, and eat plant based,
we choose where we put our waste, as we recycle, and compost. However, when it comes to the
energy our home utilizes we do not have an opportunity to choose the ultimate source of where our
electricity comes from.
Our family cares about the environment, where things come from, where things go and our impact
we have on the planet during and after our lifetime. For the protection of people and the planet it is
imperative that we move towards renewable energy sources in order for there to be a future for the
children of Santa Ana to enjoy. Santa Ana must adopt city wide renewable energy plans and
Community Choice Energy is a great start.
Irvine, Fullerton, Huntington Beach, Lake Forest and Buena Park has all voted to bring CCE to
their cities.
In addition, an Irvine study also found that CCE will enable the city achieve 100% clean energy by
2035 at no additional cost to customers while reducing greenhouse gas emissions by 360,000
metric tons each year. That's like taking more than 78,000 cars off the road. Environmental benefits
would be comparable for Santa Ana.
When Santa Ana joins with other cities, the program would generate $92 million per year in
revenue by 2031. The income generated will be returned to our community rather than giving our
money to corporate Southern California Edison CEO's. It can help fund local programs. This
money can be used for COVID relief as so many cities are doing now, EV charging stations,

stabilizing electricity bills. new bike lanes, subsidies for EV vehicles, and more green public
transportation. Imagine a future like this for Santa Ana.
I support this program, because it will reduce our emissions, save customers money, provide
revenue to our community by keeping our rate payer dollars in Santa Ana, and allow us to convert
to renewable energy faster.
Help bring the freedom of choice to the electricity market. Let's help Santa Ana go green!

Santa Ana City Mayor and Councilmembers,
You have heard and read multiple times about the positive outcomes of participation in Community Choice Energy, in
our case, joining the new Orange County Power Authority. I am eager to listen to today’s staff report about the
prospects for our city of Santa Ana.
Rather than repeat once again the benefits, I prefer to simply express my full support for your voting to join the OCPA.
Our Santa Ana families and our businesses will enjoy savings and new opportunities as a result of the program. Just as
important, though not as immediately obvious, it will give our city the opportunity to contribute to a safer climate and
environment, by choosing clean renewable energy.
As a climate advocate, I have made my individual choices for clean energy. I hold the hope that my community as a

I’m so glad you are considering joining the OC Power Authority Community Choice Energy program and wanted to let you know
my partner and I (both Santa Ana residents) are very supportive of this program. It will save people money but most importantly
it will provide renewable energy options to the people of Santa Ana. Our community has been very affected by climate change,
so any step towards renewable energy is an important one.
Just to give you an idea of how much money could be saved by implementing the CCE program, Clean Power SF has saved
customers 11 million dollars. Irvine will likely see 7.7 million dollars in annual savings for customers. In addition, the program will
provide revenue for cities that can be used for Covid relief and other important community concerns.
Not only that, but the program will reduce emissions equal to taking 78,000 cars off the road (in Irvine). That is a huge step in the
right direction.

Community Choice Energy/Aggregation (CCE/CCA) is long overdue for Santa Ana and all of Orange County!
Community Choice is a smart, fiscally responsible thing for a City to choose for its residents and businesses.
- It's supported by many conservative-leaning Mayors and Council members.
-CCA's have a strong record of financial and local rewards.
- 5 CCA's have achieved increased Credit Ratings THIS YEAR by Standards and Poor and Moody's whereas utilities
have not, (See below for reference).

23 CCA agencies are currently operating with over 10 million customers.
CCA's have been operating in California for TEN YEARS
They all deliver rates for the generation portion of electricity CHEAPER than the utilities

(It's a click of a button and a short questionnaire to OPT-OUT).
In Irvine's feasibility study, they estimate that 3.4 million per year will be returned to the City for programs AFTER
ALL EXPENSES ARE PAID. That's all staffing, fees, loans, obligations. All of that money gets put back into energy
programs, savings or jobs for the ratepayers.

Hello! I wanted to include my comment on CCE that I wasn’t able to make during the recent
zoom call.
This was my very first city council meeting it’s very exciting to participate in our democratic
process.
I am 24 years old and have lived Santa Ana ward 3 all my life.
Thank you for taking the time to listen to the public works presentation for Community Choice
Energy and for listening to the public comments. Also thanks for reading and acknowledging
the Santa Ana resident emails in favor of CCE and for taking the time to consider to have
Santa Ana join CCE.
You all have so much passion for improving the city of Santa Ana which I truly admire.
And I want to thank you for all of your efforts to address the covid crisis. My hope is that you
also see the climate crisis with the same sense of urgency as you do with covid in terms of
actions taken.
Investing in renewable energy pays off over time and of course investing now will help
mitigate the costs of further damage that climate change will cause. For example, the wildfires
that are exasperated by Santa Ana winds, cause massive power blackouts and they will only
get worse. 2020 was the worst record with over 4 million acres burned. In 2020 I definitely felt
the affects of smoke choking the air, not going outside for days and the fear of having to
evacuate my home many times. As we move towards a sustainable future we will decrease
chances of having these extreme fires and blackouts. Renewables are the way to go!
Renewables are crossing a threshold and are becoming cheaper than fossil fuels.
We can’t wait to take action, because climate change is a crisis and we must treat it as such.
The future of our planet depends on the immediate actions we take to tackle the climate crisis
right now, in this very moment. Switching to affordable clean renewable energy is critical for
the protection of people and the earth.

Your grandchildren and the numerous generations following you will inhabit this earth after
you leave and you should strive to protect it in your lifetime. In the future, that is if your
grandchildren even have to chance to live on a habitable planet, someday they may ask you
“What did you do while the world was burning and people were dying?”
I hope that your actions protect people and planet’s intrinsic value that it holds so that you will
be proud to tell your grandchildren your stories in how you actively participated in saving the
world.
Thank you Mayor Sarmiento for bringing up environmental justice when we think of the
transition to renewable energy.
What are the ways you plan to make sure we switch over in an equitable way?
Would we be able to allocate funds from CCE to be used for affordable or free solar panels
for low income families?
I hope you all are able to personally look into CCE more and learn more about the program.
In addition, if you don’t pursue to join CCE what will you do instead?
What is Santa Ana currently doing to invest in renewable energy right now, in this moment?
How are you making
renewable energy accessible to ALL Santa Ana residents?
Change starts local and the climate crisis can’t wait. We must act now.
Hopefully Covid is a wake up call to how us humans are impacting the world around us.
Mother nature has asked us to pause and reflect and I truly hope the recovery from covid
includes a transition into a green economy.

I am overjoyed that you are all taking the time to consider joining the OC Power Authority's
Community Choice Energy (CCE) program.
Santa Ana city residents need the option for clean, lower priced energy. Right now this is
a critical choice we can make for Santa Ana residents, schools, businesses, city offices, and our
overall community. It saves millions, creates jobs, and significantly reduces pollution.
By choosing to implement the CCE program in Santa Ana you are giving the power back to the
people and letting Santa Ana residents decide where we get our electricity from. My parents have
lived in Santa Ana for over 29 years and myself, for 24 years. As a family we make very
environmentally conscious decisions, we ethically choose what food we eat, and eat plant based,
we choose where we put our waste, as we recycle, and compost. However, when it comes to the
energy our home utilizes we do not have an opportunity to choose the ultimate source of where our
electricity comes from.
Our family cares about the environment, where things come from, where things go and our impact
we have on the planet during and after our lifetime. For the protection of people and the planet it is
imperative that we move towards renewable energy sources in order for there to be a future for the
children of Santa Ana to enjoy. Santa Ana must adopt city wide renewable energy plans and
Community Choice Energy is a great start.
Irvine, Fullerton, Huntington Beach, Lake Forest and Buena Park has all voted to bring CCE to
their cities.
In addition, an Irvine study also found that CCE will enable the city achieve 100% clean energy by
2035 at no additional cost to customers while reducing greenhouse gas emissions by 360,000
metric tons each year. That's like taking more than 78,000 cars off the road. Environmental benefits
would be comparable for Santa Ana.
When Santa Ana joins with other cities, the program would generate $92 million per year in
revenue by 2031. The income generated will be returned to our community rather than giving our
money to corporate Southern California Edison CEO's. It can help fund local programs. This
money can be used for COVID relief as so many cities are doing now, EV charging stations,
stabilizing electricity bills. new bike lanes, subsidies for EV vehicles, and more green public
transportation. Imagine a future like this for Santa Ana.
I support this program, because it will reduce our emissions, save customers money, provide
revenue to our community by keeping our rate payer dollars in Santa Ana, and allow us to convert
to renewable energy faster.
Help bring the freedom of choice to the electricity market. Let's help Santa Ana go green!

Please make Community Choice Energy a reality for Santa Ana. CCAs are the way California will meet it's
