TENTATIVE PARCEL MAP NO. 2018-04 (COUNTY MAP NO. 2018-190) AND SPECIAL USE PERMIT NO. 2020-01 –Kathy Khang, Case Planner. LOCATION: 3100 and 3130 South Harbor Boulevard located in the Light Industrial (M-1) zoning district. REQUEST: The applicant is requesting approval of the following land use entitlements: (1) a tentative parcel map and (2) a special use permit to subdivide an existing office complex containing two buildings into two condominium units for the above-mentioned property. Case Planner Khang provided a staff presentation. Commission discussion ensued regarding existing property use, economic development benefits of subdiving the property, and parking. Recording Secretary provided a summary report of correspondence received. Chair McLoughlin opened the Public Hearing. The applicant spoke in support of the matter and answered questions regarding reason for subdividing the property and the economic benefits. There were no other speakers and the Public Hearing was closed. MOTION: Adopt No. Resolution 2020-23. A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ANA APPROVING TENTATIVE PARCEL MAP NO. 2018-04 AND SPECIAL USE PERMIT NO. 2020-01 AS CONDITIONED TO SUBDIVIDE AN EXISTING COMMERCIAL DEVELOPMENT INTO TWO CONDOMINIUM UNITS FOR THE PROPERTY LOCATED AT 3100 AND 3130 SOUTH HARBOR BOULEVARD. 3 PLANNING COMMISSION MINUTES July 27, 2020 MOTION: Phan SECOND: Nguyen VOTE: AYES: Contreras-Leo, McLoughlin, Morrissey, Nguyen, Phan, Rivera (6) NOES: None (0) ABSTAIN: None (0) ABSENT: Garcia (1) ***END OF BUSINESS CALENDAR*** WORK STUDY CALENDAR 2. REVIEW OF PROPOSED BILLBOARD ORDINANCE Ali Pezeshkpour and Jerry Guevara provided a presentation which included information on the following;  Background  CALTRANS Billboard Regulations  Existing Citywide Billboards  Purpose & Goals of Ordinance  Proposed City Regulations  Potential Billboard Sites  Review Process & Approving Body  Proposed Exchange Ratio Requirement  Economic & Community Benefits  Results of New Ordinance  Next Steps Commission discussion ensued regarding light intrusion, community input, billboard locations, provisions related to hours of operation, standards for lighting and display, review process, and proposed exchange ratio requirement. The following individual spoke on the matter.  Dale Helvig: commented on advertising hours, location of billboards, review process, and other requirements. 3.
