Carvalho Daisy Gomez City Council Meeting 1 01 /12/2021 PUBLIC COMMENT Comments will be held during the beginning of the meeting for ALL comments on agenda items. Members of the public may only provide comment on items on the Special Meeting Agenda. OR PARTICIPATE DURING THE MEETING BY SELECTING ZOOM (Camera icon) NEXT TO THE PUBLIC COMMENT TITLE FOUND AT santa-ana.primegov.com/public/portal. OR Call 669-900-6833, Meeting ID: 981 9375 6784. The public can begin joining the speaker queue at 6:00 p.m. for this Special meeting. Once a caller has entered the meeting, they will be placed in a holding queue. Callers will be prompted to speak in the order received. After the Recording Secretary confirms the last three digits of the caller's phone number or Zoom ID and unmutes them, the caller must press *6 or microphone icon to speak. Callers are encouraged, but not required, to identify themselves by name. Each caller will be provided three (3) minutes to speak. • Speaker in oppostion to item 1 and various other topics. • Victor Mendez spoke regarding public saftey issues and various other topics. • Derek Smith with UFCW 324 spoke in support of item 2. • Mathew Bell with UFCW 324 spoke in support of item 2. I BUSINESS CALENDAR 1. RESOLUTION CONDEMNING THE INSURRECTION AND VIOLENCE THAT OCCURRED AT THE U.S. CAPITOL ON JANUARY 6, 2021 AND CALLING FOR A PEACEFUL TRANSITION OF POWER Recommended Action: Adopt a resolution condemning the insurrection and violence that occurred at the U.S. Capitol on January 6, 2021 and calling for a peaceful transition of power. City Attorney Sonia Carvalho provided a brief presentation. City Manager Kristine Ridge provided a brief presentation regarding the draft resolution before council. Councilmember Lopez condemned the violence that occurred at the capital and expressed the importance of identifying the problem and clearly state it in the resolution. Councilmember Phan spoke in support of the item and requested an amendment with the revised language: 1. Adding the language; white supremacists and neo-Nazis extremists 2. Adding a whereas clause discussing the theft of devices and documents compromising national security; and City Council Meeting 2 01 /12/2021 3. Replacing "citizens" with "people" in Section 1. C. on page 7. Moved by Mayor Pro Tem Penaloza, seconded by Councilmember Phan to Adopt Resolution No. 2021-001 amended with the following modifications: 1. Adding language to include white supremacists and neo-Nazis; to Whereas 6 2. Adding a whereas clause discussing the theft of devices and documents compromising national security; and 3. Replacing "citizens" with "people" in Section 1. C. on page 7. 4. Adding "several hours after the attempted coup by the white supremacists" to Whearas 9. YES: 7 — Bacerra, Hernandez, Lopez, Mendoza, Phan, Penaloza, Sarmiento NO: 0 — ABSTAIN: 0 — ABSENT: 0 — Status: 7 — 0 — Pass COUNCIL AGENDA ITEMS — Pursuant to Santa Ana Charter Section 411, any member of the City Council may place items on the City Council Agenda to be considered by the City Council. Only action available to City Council is to provide direction to City Manager. 2. Discuss and consider directing City Manager to direct staff to prepare an ordinance or resolution requiring large grocers and pharmacies to provide hazard pay to their employees for a defined period of time during pandemic — Councilmember Phan and Mayor Sarmiento Council provided direction to City staff. ADJOURNMENT — The next meeting of the City Council will be held in a virtual setting and is scheduled for Tuesday, January 19, 2021 at 5:00 p.m. for the Closed Session Meeting immediately followed by the Regular Open Business Meeting at 5:45 p.m Mayor Sarmiento adjourned the Special City Council meeting in memory of Miriam Lopez and Ray Verches at 7:57 p.m. City Council Meeting 3 01 /12/2021
