Carvalho Daisy Gomez Mayor Sarmiento called the Special meeting to order at 2:02 p.m. City Council Meeting 1 01/07/2021 PUBLIC COMMENT Members of the public may only address the City Council on items on the Special Meeting Agenda. Comments received after the cut-off time will be published soon after the meeting as part of the record as early as possible. The public can begin joining the speaker queue at 1:30 p.m. for this Special meeting. Once a caller has entered the meeting, they will be placed in a holding queue. Callers will be prompted to speak in the order received. After the Clerk confirms the last three digits of the caller's phone number or Zoom ID and unmutes them, the caller must press *6 or microphone icon to speak. Callers are encouraged, but not required, to identify themselves by name. Each caller will be provided three (3) minutes to speak. Caller spoke in support of item 1 and spoke of the importance of mental health as well as physical health. BUSINESS CALENDAR APPROPRIATE $250,000 OF GENERAL FUND RESERVE FOR IMPLEMENTATION OF COVID-19 TESTING AND VACCINATIONS AND AUTHORIZE THE CITY MANAGER TO EXECUTE AGREEMENTS WITH QUALIFIED VENDORS FOR THESE SERVICES (TOTAL FUNDING NOT TO EXCEED $750,000) 1. Approve an appropriation adjustment to allocate $250,000 of General Fund Reserves for expenditures in response to COVID-19. 2. Direct the City Attorney to finalize and authorize the City Manager to enter into negotiations, execute agreements, and approve any other required actions necessary with various service providers, contractors, and sub -recipients for COVID-19 testing and vaccine distribution. City Manager Kristine Ridge provided a brief oral presentation. City Council Meeting 2 01/07/2021 Moved by Councilmember Bacerra, seconded by Mayor Pro Tern Penaloza to Approve Recommended Action as amended to allocate a not to exceed amount of $60,000 for additional quarantine hotel accommodations through June and research whether the funds are FEMA reimbursable. Agreement Number A-2021-001. YES: 7 — Bacerra, Penaloza, Hernandez, Lopez, Mendoza, Phan, Sarmiento NO: 0 — ABSTAIN: 0 — ABSENT: 0 — Status: 7 — 0 — Pass City Manager Comments City Manager Kristine Ridge announced the upcoming council planning retreat. Council Comments Councilmember Phan reminded the public to avoid large gatherings and hopes the public stays safe. Mayor Pro Tem Penaloza spoke regarding the insurrection at the United States Capitol and the possibility of enacting a resolution condemning the actions. Reminded members of the public that they can obtain an at home testing kit at https://occo vid 19. ochealthinfo. com/co vid-19-testing. Councilmember Mendoza inquired about the extension of a moratorium on street sweeping tickets. ADJOURNMENT The next meeting of the City Council will be held in a virtual setting and is scheduled for Tuesday, January 19, 2021 at 5:00 p.m. for the Closed Session Meeting immediately followed by the Regular Open Business Meeting at 5:45 p.m. Mayor Sarmiento adjourned the special meeting 3:37 p.m. City Council Meeting 3 01/07/2021
