HomeMy WebLinkAboutSALVATION ARMY OF ORANGE COUNTY, THE (3)iNMURANCE NOT ON FILE CZ VORK M0 NOT PROCEED o CLERK OF COUNCIL DATE; SECOND AMENDMENT TO THE AGREEMENT CDR U)(W vt c2 to Nt v"ez) t.(3 BETWEEN THE CITY OF SANTA ANA AND THE SALVATION ARMY FOR THE USE OF COMMUNITY DEVELOPMENT BLOCK GRANT CORONAVIRUS (CDBG-CV) FUNDS (24 CFR Parts 570) A-2020-085-02-01 THIS SECOND AMENDMENT TO THE AGREEMENT FOR THE USE OF COMMUNITY DEVELOPMENT BLOCK GRANT CORONAVIRUS (CDBG-CV) FUNDS is entered into this I" day of January, 2021, by and between the City of Santa Ana, a charter city and municipal corporation organized and existing under the Constitution and laws of the State of California ("City"), and The Salvation Army, a California nonprofit organization ("Subrecipient"). RECITALS: A. On May 11, 2020, the City entered into an Agreement for the use of Community Development Block Grant Coronavirus (CDBG-CV) Funds, Subrecipient Agreement #A-2020-085-02, with Subrecipient to provide CDBG-CV Funds from the United States Department of Housing and Urban Development ("HUD") to be used in the operation of a public service program to provide rental relief for residents of the City of Santa Ana ("said Agreement"). B. On September 11, 2020, HUD awarded the City with a special allocation of CDBG-CV3 program funds in the amount of $3,520,819, as authorized by the CARES Act, increasing the cumulative amount for all CDBG-CV allocation rounds to $6,894,836. C. In accordance with the terms and conditions of said Agreement, the parties desire to amend said Agreement to increase funds to the Subrecipient, extend the term of said Agreement, and to add specific requirements to the scope of said Agreement. NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the terms and conditions of said Agreement, except as herein modified, the parties agree as follows: 1. Section I, subsection B, shall be amended to increase the amount granted to Subrecipient by $568,188.00 in CDBG-CV3 Funds for the Coronavirus Rental Relief program. The new total sum shall not exceed $1,806,949.00 in CDBG-CV Funds. Additionally, the term in which the CDBG-CV Funds must be spent shall be extended until June 30, 2021. 2. Section I, subsection C, shall be amended to add the specific tasks required of the new funds to target at risk youth, as detailed in the Addendum to the Scope of Services attached hereto as Exhibit A and incorporated herein by reference. 3. Section II, subsection A, shall be amended to increase funding to Subrecipient by $568,188.00, for a total sum not to exceed $1,806,948.00. Subrecipient's budget for these new funds is attached hereto as Exhibit B and incorporated herein by reference. A-2020-085-02-01 4. Except as hereinabove modified, the terms and conditions of said Agreement remain unchanged and in full force and effect. Families facing a Financial crisis because of COVID-19 are eligible for $3,000 in rental relief payable to their landlord on their behalf. Eligibility Criteria: Santa Ana residents'unable to pay rent due to impacts related to Coronavirus Disease 2019 (COVID-19) Households at or below 80%AMI (see 2020 HUD Income Limftsy Households that are behind and/or on a payment plan due to Coronavirus Disease 2019 (COVID-19) Program Details: This program will be advertised by the City of Santa Ana via Nixie, on the City website, via social media and via direct emall(s) Residents will apply online via a link on the City of Santa website. Two local nonprofits are available to assist in completing the application process, If needed. Once the applications Is submitted, all applications will be lotterized and selected applications will be assigned to one of the following nonprofits to check eligibility, contact and receive documents from the landlord. The nonprofit agency will submit periodic Invoices with back-up documentation (canceled rent checks) for reimbursement and reports will be provided through the application software. CDBG-CV 3 fun clIng will be used for rent payments directly to landlords on behalf of Santa Ana residents and Indirect expenses. The CARES for Tenants Rental Assistace Program was originally launched In May 2020 using federal Community Development Block Grant -Coronavirus (CDBG-CV) fun cis to provide $1,5001n rental relief per household. In October 2020, the City revised the Program Guidelines to Increase the amount of assistance per household from $1,500 to $3,000 to more effectively address the needs of families facing a financial crisis. The two local nonprofits are responsible to ensure that the families who originally received only $1,500 from May 2020 to September 2020 are recertified to receive an additional $1,500 In rental relief, As such, every family tinder the CARES for Tenants Program would receive $3,000 per household, Including those families that were already assisted.
