HomeMy WebLinkAboutLITTLE DIVERSIFIED ARCHITECTURAL CONSULTING, INC.N 0 N co N INSURANCE NOT ON FILE WORK MAY NOT PROCEED CLERK OF COUNCIL N-2021-079 DATE: AGREEMENT TO PROVIDE IRRIGATION DESIGN AND CALCULATION SERVICES FOR THE CABRILLO PARK IRRIGATION RENOVATION PROJECT THIS AGREEMENT is made and entered into on this 25th day of March, 2021 by and between Little Diversified Architectural Consulting, Inc. ("Consultant"), and the City of Santa Ana, a charter city and municipal corporation organized and existing under the Constitution and laws of the State of California ("City"). RECITALS A. The City desires to retain a consultant having special skill and knowledge in the field of engineering services to prepare the PS&E package for the Cabrillo Park Irrigation Renovation project. B. Consultant represents that Consultant is able and willing to provide such services to the City. C. In undertaking the performance of this Agreement, Consultant represents that it is knowledgeable in its field and that any services performed by Consultant under this Agreement will be performed in compliance with such standards as may reasonably be expected from a professional consulting firm in the field. NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the terms and conditions hereinafter set forth, the parties agree as follows: 1. SCOPE OF SERVICES Consultant shall perform during the term of this Agreement, the tasks and obligations including all labor, materials, tools, equipment, and incidental customary work required to fully and adequately complete the services described and set forth in Consultant's proposal, which is attached as Exhibit A and incorporated by reference. 2. COMPENSATION a. City agrees to pay, and Consultant agrees to accept as total payment for its services for City, the rates and charges identified in Exhibit B. The total amount to be expended under this Agreement shall not exceed $24,060 during the term of this Agreement, including any extension periods exercised under Section 3. The sum is comprised of (1) the base amount of $20,050 and (2) a 20% contingency in the amount of $4,010 for additional services at the City's sole discretion. b. Payment by City shall be made within 45 days (forty-five) days following receipt of proper invoice evidencing work performed, subject to City accounting procedures. Payment need not be made for work which fails to meet the standards of performance set forth in the Recitals which may reasonably be expected by City. Page 1 of 8 3. TERM This Agreement shall commence on the date first written above for a three (3) Year term with the option for the City to grant up to a two (2) one (1) year extensions renewals, exercisable by a writing by the City Manager and the City Attorney, unless terminated earlier in accordance with Section 16, below. 4. PREVAILING WAGES Consultant is aware of the requirements of California Labor Code Section 1720, et seq., and 1770, et seq., as well as California Code of Regulations, Title 8, Section 16000, et seq., ("Prevailing Wage Laws"), which require the payment of prevailing wage rates and the performance of other requirements on "public works" and "maintenance" projects. If the services being performed are part of an applicable "public works" or "maintenance" project, as defined by the Prevailing Wage Laws, and the total compensation is $1,000 or more, Consultant agrees to fully comply with such Prevailing Wage Laws. Consultant shall defend, indemnify and hold the City, its elected officials, officers, employees and agents free and harmless from any claim or liability arising out of any failure or alleged failure to comply with the Prevailing Wage Laws. 5. INDEPENDENT CONTRACTOR Consultant shall, during the entire term of this Agreement, be construed to be an independent contractor and not an employee of the City. This Agreement is not intended nor shall it be construed to create an employer -employee relationship, a joint venture relationship, or to allow the City to exercise discretion or control over the professional manner in which Consultant performs the services which are the subject matter of this Agreement; however, the services to be provided by Consultant shall be provided in a manner consistent with all applicable standards and regulations governing such services. Consultant shall pay all salaries and wages, employer's social security taxes, unemployment insurance and similar taxes relating to employees and shall be responsible for all applicable withholding taxes. 6. OWNERSHIP OF MATERIALS This Agreement creates a non-exclusive and perpetual license for City to copy, use, modify, reuse, or sublicense any and all copyrights, designs, and other intellectual property embodied in plans, specifications, studies, drawings, estimates, and other documents or works of authorship fixed in any tangible medium of expression, including but not limited to, physical drawings or data magnetically or otherwise recorded on computer diskettes, which are prepared or caused to be prepared by Consultant under this Agreement ("Documents & Data"). Consultant shall require all subcontractors to agree in writing that City is granted a non-exclusive and perpetual license for any Documents & Data the subcontractor prepares under this Agreement. Consultant represents and warrants that Consultant has the legal right to license any and all Documents & Data. Consultant makes no such representation and warranty in regard to Documents & Data which were provided to Consultant by the City. City shall not be limited in any way in its use of the Documents and Data at any time, provided that any such use not within the purposes intended by this Agreement shall be at City's sole risk. INSURANCE Prior to undertaking performance of work Linder this Agreement, Consultant shall maintain and shall require its subcontractors, if any, to obtain and maintain insurance as described below: a. Commercial General Liability Insurance. Consultant shall maintain commercial general liability insurance naming the City, its officers, employees, agents, volunteers and representatives as additional insured(s) and shall include, but not be limited to protection against claims arising from bodily and personal injury, including death resulting therefrom and damage to property, resulting from any act or occurrence arising out of Consultant's operations in the performance of this Agreement, including, without limitation, acts involving vehicles. The amounts of insurance shall be not less than the following: single limit coverage applying to bodily and personal injury, including death resulting therefrom, and property damage, in the total amount of $1,000,000 per occurrence, with $2,000,000 in the aggregate. Such insurance shall (a) name the City, its officers, employees, agents, and representatives as additional insured(s); (b) be primary and not contributory with respect to insurance or self-insurance programs maintained by the City; and (c) contain standard separation of insureds provisions. b. Business automobile liability insurance, or equivalent form, with a combined single limit of not less than $1,000,000 per occurrence. Such insurance shall include coverage for owned, hired and non -owned automobiles. C. Worker's Compensation Insurance. In accordance with the provisions of Section 3700 of the Labor Code, Consultant, if Consultant has any employees, is required to be insured against liability for worker's compensation or to undertake self-insurance. Prior to commencing the performance of the work under this Agreement, Consultant agrees to obtain and maintain any employer's liability insurance with limits not less than $1,000,000 per accident. d. If Consultant is or employs a licensed professional such as an architect or engineer: Professional liability (errors and omissions) insurance, with a combined single limit of not less than $1,000,000 per claim with $2,000,000 in the aggregate. e. The following requirements apply to the insurance to be provided by Consultant pursuant to this section: i. Consultant shall maintain all insurance required above in full force and effect for the entire period covered by this Agreement. ii. Certificates of insurance shall be furnished to the City upon execution of this Agreement and shall be approved by the City. iii. Certificates and policies shall state that the policies shall not be canceled or reduced in coverage or changed in any other material aspect without thirty (30) days prior written notice to the City. iv. Where the amounts or coverage provided by the certificates of insurance provides coverage greater than those listed by this Agreement, the amounts provided by the certificates of insurance shall be incorporated by reference into the Agreement. V. Consultant shall supply City with a fully executed additional insured endorsement. f. If Consultant fails or refuses to produce or maintain the insurance required by this section or fails or refuses to furnish the City with required proof that insurance has been procured Page 3 of 8 and is in force and paid for, the City shall have the right, at the City's election, to forthwith terminate this Agreement. Such termination shall not affect Consultant's right to be paid for its time and materials expended prior to notification of termination. Consultant waives the right to receive compensation and agrees to indemnify the City for any work performed prior to approval of insurance by the City. 8. INDEMNIFICATION Consultant agrees to defend, and shall indemnify and hold harmless the City, its officers, agents, employees, contractors, special counsel, and representatives from liability: (1) for personal injury, damages, just compensation, restitution, judicial or equitable relief arising out of claims for personal injury, including death, and claims for property damage, which may arise from the negligent operations of the Consultant, its subcontractors, agents, employees, or other persons acting on its behalf which relates to the services described in section 1 of this Agreement; and (2) from any claim that personal injury, damages, just compensation, restitution, judicial or equitable relief is due by reason of the terms of or effects arising from this Agreement. This indemnity and hold harmless agreement applies to all claims for damages, just compensation, restitution, judicial or equitable relief suffered, or alleged to have been suffered, by reason of the events referred to in this Section or by reason of the terms of, or effects, arising from this Agreement. The Consultant further agrees to indemnify, hold harmless, and pay all costs for the defense of the City, including fees and costs for special counsel to be selected by the City, regarding any action by a third party challenging the validity of this Agreement, or asserting that personal injury, damages, just compensation, restitution, judicial or equitable relief due to personal or property rights arises by reason of the terms of, or effects arising from this Agreement. City may make all reasonable decisions with respect to its representation in any legal proceeding. Notwithstanding the foregoing, to the extent Consultant's services are subject to Civil Code Section 2782.8, the above indemnity shall be limited, to the extent required by Civil Code Section 2782.8, to claims that arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of the Consultant. 9. INTELLECTUAL PROPERTY INDEMNIFICATION Consultant shall defend and indemnify the City, its officers, agents, representatives, and employees against any and all liability, including costs, for infringement of any United States' letters patent, trademark, or copyright infringement, including costs, contained in the work product or documents provided by Consultant to the City pursuant to this Agreement. 10. RECORDS Consultant shall keep records and invoices in connection with the work to be performed under this Agreement. Consultant shall maintain complete and accurate records with respect to the costs incurred under this Agreement and any services, expenditures, and disbursements charged to the City for a minimum period of three (3) years, or for any longer period required by law, from the date of final payment to Consultant under this Agreement. All such records and invoices shall be clearly identifiable. Consultant shall allow a representative of the City to examine, audit, and make transcripts or copies of such records and any other documents created pursuant to this Agreement during regular business hours. Consultant shall allow inspection of all work, data, documents, proceedings, and activities related to this Agreement for a period of three (3) years from the date of final payment to Consultant under this Page 4 of 8 Agreement. 11. CONFIDENTIALITY If Consultant receives from the City information which due to the nature of such information is reasonably understood to be confidential and/or proprietary, Consultant agrees that it shall not use or disclose such information except in the performance of this Agreement, and further agrees to exercise the same degree of care it uses to protect its own information of like importance, but in no event less than reasonable care. "Confidential Information" shall include all nonpublic information. Confidential information includes not only written information, but also information transferred orally, visually, electronically, or by other means. Confidential information disclosed to either party by any subsidiary and/or agent of the other party is covered by this Agreement. The foregoing obligations of non-use and nondisclosure shall not apply to any information that (a) has been disclosed in publicly available sources; (b) is, through no fault of the Consultant disclosed in a publicly available source; (c) is in rightful possession of the Consultant without an obligation of confidentiality; (d) is required to be disclosed by operation of law; or (e) is independently developed by the Consultant without reference to information disclosed by the City. 12. CONFLICT OF INTEREST CLAUSE Consultant covenants that it presently has no interests and shall not have interests, direct or indirect, which would conflict in any manner with performance of services specified under this Agreement. 13. NON-DISCRIMINATION Consultant shall not discriminate because of race, color, creed, religion, sex, marital status, sexual orientation, gender identity, gender expression, gender, medical conditions, genetic information, or military and veteran status, age, national origin, ancestry, or disability, as defined and prohibited by applicable law, in the recruitment, selection, teaching, training, utilization, promotion, termination or other employment related activities or any services provided under this Agreement. Consultant affirms that it is an equal opportunity employer and shall comply with all applicable federal, state and local laws and regulations. 14. EXCLUSIVITY AND AMENDMENT This Agreement represents the complete and exclusive statement between the City and Consultant, and supersedes any and all other agreements, oral or written, between the parties. In the event of a conflict between the terms of this Agreement and any attachments hereto, the terms of this Agreement shall prevail. This Agreement may not be modified except by written instrument signed by the City and by an authorized representative of Consultant. The parties agree that any terms or conditions of any purchase order or other instrument that are inconsistent with, or in addition to, the terms and conditions hereof, shall not bind or obligate Consultant or the City. Each party to this Agreement acknowledges that no representations, inducements, promises or agreements, orally or otherwise, have been made by any party, or anyone acting on behalf of any party, which is not embodied herein. ASSIGNMENT Inasmuch as this Agreement is intended to secure the specialized services of Consultant, Consultant may not assign, transfer, delegate, or subcontract any interest herein without the prior written consent of the City and any such assignment, transfer, delegation or subcontract without the City's prior written consent shall be considered null and void. Nothing in this Agreement shall be construed to limit the City's ability to have any of the services which are the subject to this Agreement performed by City personnel or by other consultants retained by City. 16. TERMINATION This Agreement may be terminated by the City upon thirty (30) days written notice of termination. In such event, Consultant shall be entitled to receive and the City shall pay Consultant compensation for all services performed by Consultant prior to receipt of such notice of termination, subject to the following conditions: a. As a condition of such payment, the Executive Director may require Consultant to deliver to the City all work product(s) completed as of such date, and in such case such work product shall be the property of the City unless prohibited by law, and Consultant consents to the City's use thereof for such purposes as the City deems appropriate. b. Payment need not be made for work which fails to meet the standard of performance specified in the Recitals of this Agreement. 17. WAIVER No waiver of breach, failure of any condition, or any right or remedy contained in or granted by the provisions of this Agreement shall be effective unless it is in writing and signed by the party waiving the breach, failure, right or remedy. No waiver of any breach, failure or right, or remedy shall be deemed a waiver of any other breach, failure, right or remedy, whether or not similar, nor shall any waiver constitute a continuing waiver unless the writing so specifies. 18. JURISDICTION - VENUE This Agreement has been executed and delivered in the State of California and the validity, interpretation, performance, and enforcement of any of the clauses of this Agreement shall be determined and governed by the laws of the State of California. Both parties further agree that Orange County, California, shall be the venue for any action or proceeding that may be brought or arise out of, in connection with or by reason of this Agreement. 19. PROFESSIONAL LICENSES Consultant shall, throughout the term of this Agreement, maintain all necessary licenses, permits, approvals, waivers, and exemptions necessary for the provision of the services hereunder and required by the laws and regulations of the United States, the State of California, the City of Santa Ana and all other governmental agencies. Consultant shall notify the City immediately and in writing of its inability to obtain or maintain such permits, licenses, approvals, waivers, and exemptions. Said inability shall be Page 6 of 8 cause for termination of this Agreement. 20. MISCELLANEOUS PROVISIONS a. Each undersigned represents and warrants that its signature herein below has the power, authority and right to bind their respective parties to each of the terms of this Agreement, and shall indemnify City fully, including reasonable costs and attorney's fees, for any injuries or damages to City in the event that such authority or power is not, in fact, held by the signatory or is withdrawn. b. All Exhibits referenced herein and attached hereto shall be incorporated as if fully set forth in the body of this Agreement. 21. NOTICE Any notice, tender, demand, delivery, or other communication pursuant to this Agreement shall be in writing and shall be deemed to be properly given if delivered in person or mailed by first class or certified mail, postage prepaid, or sent by fax or other telegraphic communication in the manner provided in this Section, to the following persons: To City: Clerk of the City Council City of Santa Ana 20 Civic Center Plaza (M-30) P.O. Thereafter, any communication shall be addressed and transmitted to the new address. If sent by mail, communication shall be effective or deemed to have been given three (3) days after it has been deposited in the United States mail, duly registered or certified, with postage prepaid, and addressed as set forth above. If sent by fax, communication shall be effective or deemed to have been given twenty-four (24) hours after the time set forth on the transmission report issued by the transmitting facsimile machine, addressed as set forth above. For purposes of calculating these time frames, weekends, federal, state, County or City holidays shall be excluded. Most Landscape Architect's these days tend to farm out their irrigation design work and focus on the hardscape and planting side of typical landscape architectural scope. Mr. Ledbetter however got his start in the business down in San Diego and where he learned irrigation doing large tract housing projects that included vast slope areas that were being irrigated as partof grading permits for new developments. These often included challenges in terms of adequate pressure and extended mainline runs and multiple controllers and meters/ POCs. Since then, he has been living and working in Southern California and providing irrigation design and documentation for all his projects. Mr. Ledbetterjoined Little in 2016 and his first order of business was designing a new irrigation system for a 26 acre corporate headquarters up in Roseville, CA. The project included multiple POCs with booster pumps and state of the art irrigation controllers that operate and adjust automatically based on actual ETD. STATEMENT OF QUALIFICATIONS UNDERSTANDING OF NEED Project Coordination --As prime consultant, an on -going role for us will be Project Management and Project Administration as outlined in the RFP. Our design team will be led by Michael Ledbetter and he will be Main Point of Contact with the City. This vital task will include managing all aspects of the project, issuing progress reports to the City keeping you informed our progress on a regular basis, internal coordination and quality control with rest of design team, and outside coordination with others where needed. This task will also include the following key responsibilities: • Project Construction Costs — You have a budget for this project that is funded through the Park Acquisition and Development Funds for District 2. We understand the challenge of making this project fit within that budget and getting the most out of every dollar earmarked for this irrigation upgrade. Our design team will be generating our own estimates for this work. Using the City's approved format, we'll generate a list of construction line items and include quantities, unit costs, and totals for all parts of the construction scope. We'll be using our years of experience building things along with other reference data to generate our unit costs for each item. Common reference data includes recent project construction and actual construction costs we're seeing as our projects get completed. Given everything that's going on in the world, this is a great time to be building something. We're see good pricing coming in on all of our public sector work mostly with schools and universities. We also use 3rd Party reference material such as the "Saylor 2020" for current construction costs. This gives us confidence to provide you with good unit costs for all the items that will need be provided and installed as part of this renovation. • Project Schedule — We feel the best way to ensure quality is to expeditiously complete the project on a comprehensive, aggressive timeline that isn't rushing but also isn't allowing too much lag time between deadlines. We think there is an opportunity to condense the proposed submittal schedule of 30%,60%,90%,100%. This is an irrigation renovation project and once we get through the initial design (pressure calculations, mainline routing, and head layout, irrigation controller location and conduit routing) there really isn't much to be gained with that many increment submittals. We would suggest starting with a 50% design submittal package and then going to 90% and 100%. This can get you to groundbreaking faster, it also means we can keep our fee as low as possible because we're eliminating the additional admin paperwork and processing that would be added to our scope with a (4th) submittal package. • Design Team Management — We have a small, focused team on this project. The majority of the work will be performed by our Landscape Architect with our one subconsultant , Linwood Engineering, providing electrical engineering for the irrigation controller power and install. Our approach to meeting your expectations includes staying in constant communication with the City and each member of our design team. We take it upon ourselves to respond as quickly as we can to your phone calls and emails, which typically is same day if not within an hour or two. Issues typically develop because of a lack of communication and we create an open line of discussion with the City and all our team members to ensure that everyone is talking, more importantly that everyone is heard. • Quality Control — Like any design firm we understand that we're only as good our projects, and those are only as good our drawings. During the design and construction document phase we will have our own internal team schedule for each discipline. They will be required to provide us their drawings ahead of any city submittal so that our in-house design team can review and provide redline comment back prior to said submittal. In addition, our internal QAQC team will scan the drawing sets at each milestone submittal for errors, omissions, coordination issues, etc. Our expertise in irrigation and electrical design, along with detailing and construction processes will help us anticipate issues that could be discovered in the field so we can update the drawings to reflect all the scope required by the contractor. i CITY OF SANTA ANA: RFP NO: 20-128 CABRILLO PARK IRRIGATION RESTORATION STATEMENT OF QUALIFICATIONS UNDERSTANDING OF NEED B. Records Research — If we're going to give you sound, E. professional design advice we need to understand your existing conditions. We'll review available as-builts for the site and using the CADD file provided by the City we'll create layers for existing utilities within our design file that will be helpful when laying out the new mainline routing. It appears that some of the existing routing goes under pavement and very close to large existing trees so it may not be possible to run the new mainline in the exact same location. We've already been to the site and opened several of the valve boxes to confirm what the as -built in the RFP was showing so we can see where it would be advantageous to re-route the new mainline through more wide open lawn areas to avoid existing hardscape and/or large existing shade trees. C. Survey — After careful consideration of the proposed scope, and visiting the site for ourselves we do not believe a complete topographic survey of the site is necessary to complete this irrigation renovation. The proposed scope does not include grading and/or drainage of any kind and we don't forsee changing existing line of grade anywhere. We feel comfortable using the CADD file that will be provided by the City and then making any adjustments needed based on our own field observations and measurements. Again, this allows us keep our fees low while pushing a faster schedule for deliverables. D. Permit — Based on the work described in the RFP, and our understanding of the work to be performed, we don't believe there are any additional permit requirements for this project. Plans, Specifications, and Estimates (PS&E) — As mentioned previously, from a professional point of view, this is rather simple, straight forward type project that doesn't need to be bogged down with extra submittals. Please refer to the itemized scope of work and deliverable list for more info on the construction document phase. For the actual work of designing and laying out a new irrigation system, here are some of the standard "Best Practices" we'll follow in preparing these plans; Establish an isolated P.O.C. with separate backflow preventer, master valve, flow sensor and pressure regulator leading to new irrigation system. The backflow prevents the irrigation system from backing up into the main City system, and allows for the irrigation system to be completely shut- off while keeping the potable onsite water fully operation. The master valve and flow sensor will give your new controller the power to shut the system down and alert you of any potential mainline breaks. We expect that you have good static pressure (85-90 PSI) and a pressure regulator can help deliver the right amount of pressure as needed for each valve. Allowing the system to operate above normal pressure ratings stresses out your fittings and joint connections, wears out your pipe faster, and can cause problems down the road with wear and tear on your new valves and quick couplers. Loop the mainline to reduce friction loss and pipe wear & tear. Route the mainline through existing turf areas to minimize trenching and patching of lawn and protect existing tree canopy in place. • Full Circle radius rotor and spray heads will be placed on their own remote control valves. Half and quarter circle radius rotor and spray heads will be placed on their own remote control valves. Provide shut-off valves along the mainline for ease of isolating portions of the system in the future when repairs are needed. Provide quick coupler valves along the mainline for easier hand watering in the future when portions of the system need to be shut down for repairs or future construction. • Provide pipe sizing for all new mainline and laterals so new irrigation installation can be properly bid. imi CITY OF SANTA ANA: RFP NO: 28-128 CABRILLO PARK IRRIGATION RESTORATION STATEMENT OF QUALIFICATIONS UNDERSTANDING OF NEED Suggestions/Special Concerns— We're just coming into this project so we still have a lot of catching up to do. The City and it's Staff has been dealing with the site for a long time so we don't know exactly what your preferences are regarding certain types of irrigation or certain products. We make the following suggestions / raise the following concerns based soley on what we observed during our site walk and our more than twenty years of designing irrigation systems in Southern California. Based on the latest state requirements for irrigation we mostly specify rotator nozzles instead of traditional rotors and spray heads. These are more efficient getting water down, losing less as mist and overspray. They also require less water use as they lower GPM output, They may not have the radius throws required in the largest turf areas on the site but we would suggest these be considered where possible. The RFP doesn't list Irrigation Demolition as the expected sheet list but if we were awarded this project we would include separate irrigation demolition sheets showing in detail the extent of removal for existing mainline, valves, laterals, heads, etc. This will give the contractor accurate quantity take -offs and make it clear that special handling will be required for the removal and disposal of the existing transite pipe mainline. We would recommend installing a Two -Wire System and Controller. This will make installation easier as there will only be one conduit run to make into the existing structure and new controller location. We won't have to run wires from each valve location back to that spot. A Two -Wire system will also make it easier to expand the controller chart in the future. While it may not seem critical now, it is easy to see a future here in California where water is even more scarce and Cities all around will need to reduce the amount of lawn they are watering. Going to a two -wire system now gives you ultimate flexibility down the road when it becomes politically necessary to convert some of the large lawn areas in the park to native shrubs and groundcovers. Based on the "ZONE IRRIGAITON MAP" provided in the RFP, there is a purple spray zone around the fitness area that does not currently exist. We viewed this area during our site walk and that landscape area will need to be defined by these drawings and appropriate planting and irrigation designed. The existing parking lot landscape areas will be a challenge for installation of new irrigation. There is well established palm and shrub plantings throughout that look to have "naturalized" to the site. These would be areas where we'd look to preserve any existing irrigation where possible since trenching in and around these tight locations could damage existing plant material. WN CITY OF SANTA ANA: RFP NO: 28 128 CABRILLO PARK IRRIGATION RESTORATION STATEMENT OF QUALIFICATIONS UNDERSTANDING OF NEED TASKS NECESSARY FOR SUCCESSFUL COMPLETION Kick-off meeting with City staff and other appropriate people to better understand their needs / concerns as it pertains to this irrigation renovation and future maintenance/operation of the new system. Conduct thorough site visit making inventory of existing irrigation equipment and plant material that may be impacted by the proposed trenching and install of new irrigation, and getting accurate photos of existing conditions. • A thorough review of existing as-builts relevant to the site. Particularly existing wet and dry utilities that run through the park so we can make sure the General Contractor who performs the installation work won't encounter any surprises once they break ground. • Verify available water pressure at the POC. This is critical info for designing the new turf rotor layouts and valving out the new system. In talking with the City Water Department in preparing this response we learned that latest records indicate that static water pressure at the park is between 85 and 90 psi. That is plenty of PSI to run and operate a new system for the park with 24 valves. Coordination with electrical engineer to determine how best to run new conduit to new controller location within the structure. Productive meetings with City and staff during review sessions that identify weaknesses in the design or in the construction plans so we can constantly be refining the plans to a point of absolute clarity. Proper selection of new irrigation products and devices. You're looking to install new rotors and spray heads along with a new controller, We can help sift through the options and take advantage of the latest technologies. There are a few areas where you will need selection of new plant material and we can provide that as part of our construction document package as well. Well -coordinated construction plans that clearly indicate the intended scope, from what has to be removed to what is to be built in its place. The ground floor contains a large lobby, grand piano atrium, conference center, dining room and food service area, City of Roseville movement instruction room and lab, showers and lockers, and medical practice. Scope of work Matthew Todd included parking areas for nearly 300 cars, pedestrians connections to public sidewalk wrapping the Senior Engineer 2018 site and a fitness trail that winded through the site with a number of fitness stations for employees and 916.774.5562 public use. Two garden areas flank the building to provide relaxing outdoor spaces with multiple water mtodd@roseville.ca.us features and a large faux -rock water fall facing the main street. A 96" box, Legacy Oak, welcomes visitors in the entry courtyard, and is enhanced by a medicinal herb and healing garden. Storm water quality is treated with a series of bioretention areas across the campus, and the entire landscape utilizes California native plantings to embrace it's surroundings and lead by setting the example for future developments in the area. Orange Coast College Aquatics Center Costa Mesa, CA The project was conceptualized with the simple idea of "movement' to reflect a key characteristic of Rochelle Favis both Kinesiology and Athletics. Movement is reflected in the architectural elements that flow from the program Manager Coast Community Under Northern welcoming wing of Division Offices and Athletic Training to the Southern end facilitating the College College District Construction Aquatic portion of the complex. The complex also houses program such as Adapted PE, Equipment Management, Locker and Team Rooms. The KAPI Complex in total consists of approximately 113,00 rfavis@cccd.edu SF, 37,650 GSF of conditioned program, a 9,250 GSF Shade Canopy, a 65M x 75' Competition Pool and a 25-yard x 75' Instructional pool. Scope required close collaboration with civil, structural, landscape, and environmental graphics teams. Townsquare Park* Ontario, CA Townsquare Park was an exciting project for the City of Ontario. It is the first dedicated park space for the City's historic downtown district. Located within one square block, the project is designed to Carolyn Bell, ASLA, accommodate a wide range of public events throughout the year from concerts to a farmer's market. PLA It also serves as a retreat for the daily user, such as nearby residents or workers on their lunch break Landscape Planning 2014 from adjacent businesses. The park includes a pedestrian promenade, open air amphitheater with Division great lawn, clock tower, history art wall with tile mural, and a themed children's play area. Additionally, City of Ontario the project received funding from the State Urban Greening Projects Grant (Prop 84) which required 909.395.2237 the use of California native species and sustainable elements integrated into the site design such as permeable paving and a vegetated bioswale. *Michael Ledbetter prepared these construction documents while at RJM Design Group. Conservation Park* Ontario, CA Conservation Park converted nearly an acre of lawn adjacent to the Ontario Civic Center into a public Carolyn Bell, ASLA, park space with recreational and educational experiences for young and old alike. The design of the PLA park was generated through a series of community meetings where the public was given a chance to Landscape Planning 2014 provide input on the different features of the park. The final design includes an outdoor amphitheater, Division a water -wise garden, a children's play garden and various public art elements such as a working City of Ontario sun dial and relic water pump water feature. The project was entirely funded by the Statewide Park 909.395.2237 Development and Community Revitalization Program. *Michael Ledbetter prepared these construction documents while at RJM Design Group. iz2 CITY OF SANTA ANA- RFP NO: 20-128 CABRILLO PARK IRRIGATION RESTORATION STATEMENT OF QUALIFICATIONS REFERENCES ROOSEVELT ELEMENTARY SCHOOL MODERNIZATION Little was contracted by the Pomona Unified School District to provide Master Planning and final A/E design services for the revitalization of the campus at Roosevelt Elementary School. The final design involves implementation of (3) separate phases to completely remake the entire campus. In Phase #01, (19) existing portable classroom buildings will be replaced with two (2) new, Two -Story Pre -Fast classroom buildings. In Phase #02, the existing school building itself will undergo an exciting modernization effort. And in Phase #03, the rest of the site will be renovated. While respect to the historic site walls, the parking lot and drop off areas will be reorganized. Acquisition of an adjacent parcel will allow for the total parking count to be expanded, The final site layout being prepared by Little's Land Development Studio also included new play equipment, shade structures, outdoor classrooms, hard -courts, and a sports field. They also applied various L.I.D. techniques to address storm water treatment and capture on -site. Additionally, a new irrigation system had to be designed for the (6) acre site, combining the front of the project with the back of the project into one P.O.0 and one smart controller. Construction was done in phasing so irrigation was designed to allow for portions of existing to remain while other portions were removed and new irrigation was installed. 13 CITY OF SANTA ANA: RFP NI2U-120 CABRILLO PARK IRRIGATION RESTORATION STATEMENT OF QUALIFICATIONS REFERENCES LONG BEACH UNIFIED SCHOOL DISTRICT WILSON HIGH SCHOOL TRACK & FIELD This project was estimated at $3,200,000. The project was submitted to DSA 10-weeks after we were authorized to proceed. It bid at that estimate and was completed on time (in 2018) and on budget. There were no A&E errors or omissions. We provided all design services on this project from design to DSA Close with Certification. A new irrigation cooling system was designed for all of the new artificial turf areas. We worked with an outside consultant to engineer a new irrigation pump that could deliver the high GPM needed at each turf cannon. We also specified a new controller with easy touch screen access for use by the coaches and other facility managers. LONG BEACH UNIFIED SCHOOL DISTRICT CABRILLO HIGH SCHOOL TRACK & FIELD Little was awarded to provide services to include Architecture, Civil Engineering, Landscape Architecture, and Electrical Engineering for the complete design, construction documents, approvals, bidding, and construction administration for this project. We were also tasked with addressing long term drainage issues at each campus while providing for additional amenities such as basketball courts, tennis courts, and outdoor plazas. All (7) projects have been approved through DSA and the first (3) are currently under construction. Our performance on these projects has led the District to have us also prepare additional plans related to the demolition and replacement of existing bleachers at a few of these high school sites. This project included work across 7 different campuses. Exing transite pipe had to be removed on three of the sites where we put in new artificial turf football fields. Specifically at Hueneme High School and Rio Mesa High School, Our work included large irrigation renovations. Several baseball fields, softball fields, and open lawn areas needed to be regraded to fix existing drainage issues so new irrigation was designed and will be installed as part of future phases of the construction. Scope of work included parking areas for nearly 300 cars, pedestrians connections to public sidewalk wrapping the site and a fitness trail that winded through the site with a number of fitness stations for employees and public use. The new irrigation system for the project utilizes (4) existing 3" water meters, piped together for (2) main P.O.C. They have to be able to run several valves at the same time to meet their watering window so a large booster pump was designed for each. Another challenge was preparing for future expansion as first phase of the landscape only included new plantings in the parking lot and immediately around the building.
