Californians for a Safe and Rapid Recovery represents a diverse coalition that opposes
government -mandated premium pay ordinances (see attached for a full list of our coalition
members).
I am writing to you today to respectfully request that Santa Ana rescind its premium pay
ordinance and align with the state as Governor Newsom plans to fully reopen the economy and
eliminate the tier system on June 15.
The extraordinary public health emergency brought on by the novel coronavirus has receded.
California now has the lowest COVID-19 case rate in the nation, and more than half of all
Californians have received at least one vaccine dose. In Orange County, more than 55% of all
eligible residents have received at least one dose of the COVID-19 vaccine.
The situation that brought about your ordinance has dramatically changed, and it is time
to recognize that the public health crisis is abating. Your focus now should be on
administering vaccinations to hard -to -reach populations and those who are hesitant, while also
ensuring a rapid economic recovery.
Additionally, mass vaccination sites are closing throughout the state, and our continued reliance
on grocery and retail pharmacies will be more important than ever, especially as booster shots
become necessary to maintain the efficacy of the COVID-19 vaccines.
It should be noted that numerous city ordinances have already expired early as vaccinations are
eliminating the hazard of COVID-19. We are encouraged by the state's June 15 reopening, and
we hope that Santa Ana recognizes the importance of unifying with the state to foster a rapid
economic recovery.

Dear Council Member Penaloza,
I am writing to you on behalf of myself and fellow small business owners of California. We are extremely concerned
about the state and future of our small businesses. I am a dentist, and own or have partnerships with other dentists in a few
dental practices.
Now more than ever, we need the help and support of our representatives to rethink the policies that are forcing many of
us to closing our doors and unfortunately, truly consider leaving California. My businesses cannot survive if things do not
change soon. I am asking for leadership from you, my representative to help reform and make sense of those receiving for
benefits through EDD illegally. EDD SHOULD stop paying illegitimate claims.
You need to be aware of a huge issue affecting our small businesses that I am asking for your help in addressing. We are
suffering from a lack of workers due to the extra money being offered to individuals for the COVID-19 pandemic. As
healthcare workers, we know that there are industries that have yet to fully reopen, and those workers desperately need
and deserve assistance from EDD. However, dentistry is NOT one of those industries.
Our industry and many others are open and are deemed essential. We have attempted to bring workers back or to hire new
workers. However, we are encountering many people that openly ask to be paid, cash or under the table, so they can
continue to receive benefits from EDD. the Federal government's extra $400 per week, has worsened the situation
tremendously. People are making illegal requests such as asking to be paid in cash, and because of the dire need of
employees, businesses reluctantly pay. Moreover, these same workers are asking for much higher wages than the average.
Workers should not be able to hold business owner's hostage, if you can work, you should and you should be expected to
pay your share of taxes.
Additionally, we have had employees leave without notice because they have seen others being paid while staying at
home since EDD has been approving all claims whether they have merit or not. This is one of the many reasons that
businesses are leaving California. While we support laws that benefit workers, they must make sense and not bankrupt
business owners trying to do the right thing and survive in such difficult times.
This is an issue that has many repercussions and is a bipartisan issue. I know that I will now be voting for those that help
my businesses. I proudly pay my taxes because I want to do my part to help our economy to rebound but I am begging
you to consider the needs I have as a small business owner as well.
Lastly, I will say that EDD needs strong reform. EDD must do a better job of ensuring that legitimate claims are paid and
helping to push workers back into the workforce and not reward workers for staying home when there are many
opportunities available, otherwise, many small businesses will be crushed by the end of this pandemic, and CA will lose a
large portion of its tax -paying businesses. PLEASE HELP US, SAVE OUR SMALL BUSINESSES FROM
BANKRUPTCY!!!

Hi Daisy,
Unfortunately I have a meeting at STS Simon and Jude church which
will delay me getting to the council meeting until after 8 pm. So I tried
using the comment section of the council meeting. But I was having
trouble. I think it was more my problem then yours but here are my
comments as they relate to the agenda. I will break the comments up in
two emails so not that long. The first is for :
Open Comments.
I appreciate the concerns of our new council member wishing to pass a
Green Resolution. The number I saw in the resolution are asking for items
in a faster time frame then the Paris Climate accords. To improve the
climate will take efforts from all nations. Little Santa Ana can not change
the climate by passing a resolution. So passing one would be
meaningless. BUT here are things we as a city can do to help the
climate.
Solar power: Compared to the SAUSD and ROV the city is far behind in
adding solar power panels. I was on the measure G oversight committee
when solar power was added to Saddleback HS. 95% of the electrical
needs are generated by solar panels. So I would like to see the city
commit to a solar project a year. Even ask for a panel of volunteers to
develop a plan for the city to go Solar.
Electric/hybrid cars: I have noticed the OCTA and SAUSD have
purchased Ford Escape hybrid and Chev Volts cars for field personnel. I

think the city should commit to purchasing/leasing
ONLY Electric/Hybrid vehicles from now on. Please make them only
American made like Ford, Chev and yes Tesla.
Electric Patrol Cars: I would have the city purchasing department make
an inquiry of Ford, GM and Tesla about an all Electric Police
Cruiser. Knowing Ford I am sure they have one. Then offer to put one in
service to see if it would meet the needs of our Police. Ford or Tesla may
even donate a vehicle to gain the information. In fact I am sure there are
many functions in the SAPD where a Chev volt could be used now.
Plant Trees: Plant trees like the white pine which converts CO2 to oxygen
with little VOC (Volatile Organic Compounds)
All of these items are feasible and would make the statement that the City
of Santa Ana wish to improve the climate we live in.

transporting, refining, and burning fossil fuels harms environmental and human health – and new evidence shows that
toxic air pollution from fossil fuels also makes people more vulnerable to poor outcomes from COVID.
We must phase out fossil fuels from our daily lives – whether it’s gas stoves causing asthma, tailpipes blanketing our
streets with smog, or gas stations poisoning water supplies and spreading cancerous chemicals like benzene. It’s clear
we must start moving to clean energy systems.
But it's not just fossil fuels that are harming our community. Many neighborhoods in Santa Ana suffer from
disproportionately high levels of lead in their soil, which can lead to serious developmental and health issues. The city
must do more and protect our residents.
Addressing these issues won't just improve our health, it will also improve our local economy. The Biden administration
is investing money in green infrastructure buildout, and we need to make sure we have shovel ready jobs prepared.
What's more, cleaning up environmental pollution and converting our energy systems are massive job opportunities that
could bring family-wage jobs to thousands of people in Santa Ana.
I’m writing to you today to ask you to please pass the climate and public health emergency resolution that calls for an
end to fossil fuel expansion, clean renewable energy choices that save money, actions that will reduce lead and other
environmental toxins in our neighborhoods, family-wage jobs, and an endorsement of the Fossil Fuel Non-Proliferation
Treaty initiative. We can reduce pollution that is cooking the planet and poisoning our communities while improving the
quality of life for every Santa Ana resident.

streets with smog, or gas stations poisoning water supplies and spreading cancerous chemicals like benzene. It’s clear
we must start moving to clean energy systems.
But it's not just fossil fuels that are harming our community. Many neighborhoods in Santa Ana suffer from
disproportionately high levels of lead in their soil, which can lead to serious developmental and health issues. The city
must do more and protect our residents.
Addressing these issues won't just improve our health, it will also improve our local economy. The Biden administration
is investing money in green infrastructure buildout, and we need to make sure we have shovel ready jobs prepared.
What's more, cleaning up environmental pollution and converting our energy systems are massive job opportunities that
could bring family-wage jobs to thousands of people in Santa Ana.

Dear Mayor Sarmiento and Santa Ana City Council Members,
As a 10 year resident of Santa Ana I'm writing to ask for your support of Council-member Lopez's resolution to move our
city towards a more environment friendly and greener community. As the county seat and the most densely populated
city in Orange County we need our leaders to take the initiative to add more green spaces like parks and walking paths
as well as transitioning from carbon producing fossil fuels to more natural sources like wind, solar and others.
It's no secret the fossil fuel industry has deep pockets and is pushing back on this through lobbyists with past and
present support of local politicians, but the needs of the citizens of Santa Ana come first. Among those needs is to
improve the quality of lives with clean air, water and removal of toxic metals and other substances from our soil,
buildings and other sources that harbor them.
It's time for Santa Ana to join Los Angeles (4/21/2021) as the next major city in the US to unanimously endorse the Fossil
Fuel Non Proliferation Treaty. If L.A. can pushback against the fossil fuel industry Santa Ana surely can as well.

I look forward to attending the July 6, 2021 meeting where you will be voting whether to align our city with the goals of
the state of California as well as those of the Biden administration or continue supporting the status quo of fossil fuel
