Subject:Item 37 - MPNA Support for Adoption of ZOA No. 2021-01
Dear Santa Ana City Council,
The Madison Park Neighborhood Association strongly supports the adoption of Zoning Ordinance
Amendment No. 2021-01, item No. 37 on the City Council's June 15, 2021 agenda.
MPNA is a community-based, non-profit organization that strives to promote health, education, and quality of
life for the approximately 10,000 residents of the Madison Park neighborhood in Santa Ana. Because many of
MPNA’s members are disproportionately affected by pollution near their homes, schools, and parks, MPNA is
actively engaged in efforts to promote environmental justice in Santa Ana, including through public
engagement on the City's forthcoming General Plan Update.
By granting the City more discretion when deciding whether and under what conditions to permit certain
commercial recycling facilities, ZOA No. 2021-01 would give the City an important tool in its efforts to address
conflicts between residential/institutional and industrial/commercial land uses that raise public health
concerns among residents. The ZOA before the Council tonight is a great example of the kinds of measures the
City can take promote environmental justice. MPNA specifically endorses the ZOA's acknowledgment of the
environmental justice implications of facilities subject to the amendment and encourages the City to develop
similar measures to address other sources of pollution that disproportionately impact the City's environmental
justice communities. MPNA commends City staff and the Planning Commission for developing and
recommending the ZOA, and urges the City Council to adopt the ordinance.
MPNA looks forward to continued collaboration with the City to promote environmental justice in Santa Ana.

Santa Ana City Council, Planning Commission and Planning & Building Agency:
I would like to express my strong support to Ordinance Amendment No. 2021-01, item No. 37 on the City
Council's June 15, 2021 agenda.
It is a clear indication of the importance the city places on the health of its residents. This is a first step toward
making Santa Ana a cleaner and healthier city where our youth and elderly do not suffer extra burdens that
compromise their health because of polluting industries. Policy such this should apply to all industries,
particularly those releasing pollutants near school and residential areas.
I applaud any additional future efforts of the staff, commissioners and council members to continue working
towards a cleaner and healthier Santa Ana. The public health of city residents should always be a priority over
dirty industry.
