Authorize the City Manager to execute an agreement with Wonderware California for the Walnut Site Integration as part of the SCADA system upgrade, for the period beginning January 19, 2021, and expiring on June 30, 2023, in an amount not to exceed $269,300, subject to non -substantive changes approved by the City Manager and City Attorney. 2. Authorize the City Manager to execute an agreement with Wonderware California for hardware, software, training and support as part of the SCADA system upgrade project, for the period beginning January 19, 2021, and expiring on June 30, 2023, in an amount not to exceed $752,205, subject to non -substantive changes approved by the City Manager and City Attorney. 3. Authorize the City Manager to increase the agreement amount with XV Solutions for project management of the SCADA system upgrade in the amount of $473,250, for an updated agreement amount not to exceed $898,250 for the remaining term of the agreement ending September 30, 2022, subject to non -substantive changes approved by the City Manager and City Attorney. DISCUSSION The Supervisory Control and Data Acquisition (SCADA) software system is the central tool used by the Public Works Agency Water Resources Division to monitor, automate, and control the City's water production systems, such as groundwater wells, water pump stations, and pressure control facilities. The SCADA system is also used for producing Approve Agreements for SCADA System Upgrade and Amend Agreement with XV Solutions January 19, 2021 Page 2 data used in compliance reporting and budget development. The existing SCADA system, DYNAC, has significant limitations with respect to reporting, long-term retention of historical data, making live system changes, and ongoing support from its vendor, Kapsch. In addition, Kapsch has indicated that future development of the DYNAC platform will be focused on industries other than water production. Due to these challenges, the Water Resources Division conducted a limited pilot deployment of the Wonderware Historian software to test its ability to handle the needs of the City. The Wonderware software has proven to be successful in keeping historical data needed for the City's compliance reporting needs, therefore, staff recommends expanding the use of Wonderware SCADA software to the full Wonderware System Platform (Exhibits 1 and 2). In addition to the Wonderware System Platform software, this project will include two new, more powerful SCADA-specific servers, a dedicated workstation for City staff to access, control, and execute required changes to the system, plus myriad system hardware upgrades. Along with other planned system improvements, the reliability and efficacy of the SCADA system will be significantly improved. On October 1, 2019, at the conclusion of a competitive bid process, City Council approved a three-year agreement with XV Solutions, with the provision for an optional two-year extension, in an amount not to exceed $425,000, to provide SCADA support services to the Water Resources Division. The existing agreement with XV Solutions has proven to be a valuable resource in solving problems that have arisen in the legacy DYNAC SCADA system, as the consultant is very familiar with the City's water systems' operations. Due to the complexity of this project, staff recommends amending the agreement with XV Solutions and increasing the capacity by $473,250, for a new not to exceed amount of $898,250, in order to retain XV Solutions' services in overseeing the implementation of the SCADA system upgrade, including hardware installation, network configuration, and data migration and integration to the Wonderware system platform (Exhibit 3).
