AGENDA TITLE: Approve amendment to the construction contract with EBS General Engineering, Inc. to increase the contract amount by $600,000, for a new estimated total project delivery cost of $1,450,470, to perform additional sidewalk concrete repairs (Project No. 20-6970) (General Fund and Non -General Fund) RECOMMENDED ACTION 1. Authorize the City Manager to amend the construction contract with EBS General Engineering Services Inc. via change order to increase the contract amount by $600,000, for a new estimated project delivery cost of $1,450,470, to perform additional sidewalk concrete improvements. 2. Approve the revised Project Cost Analysis increasing project contingencies by $600,000, for a new estimated project delivery cost of $1,450,470. DISCUSSION The Public Works Agency Maintenance Services Division is responsible for maintaining 400 miles of streets and 800 miles of sidewalks located within the City of Santa Ana. Staff evaluates sidewalks, curbs, gutters and driveways to identify uneven surfaces and cracks that may pose a risk to pedestrians. The goal is to improve safety, increase active modes of transportation, such as walking and biking, and comply with regulations set forth by the American with Disabilities Act, which reduces the potential for liability claims. Staff use offset grinding, temporary asphalt ramping and removal/replacement of damaged concrete areas to improve conditions. On June 30, 2020, the City Manager authorized the award of a contract to EBS General Engineering Services Inc. (EBS) for a concrete replacement project of various damaged sidewalks, curbs, gutters and driveway approaches. Prioritization of work is focused on areas with the highest concentration of needed repairs, with the intent of providing a proportionate level of service in each of the City's six Council wards. As such, sidewalk concrete repair work was completed in the Heninger and French Park neighborhoods. Amend Construction Contract with EBS General Engineering Services, Inc. January 19, 2021 Page 2 On October 6, 2020, the City Council identified and authorized additional funding to expand the project and perform additional sidewalk repairs in other areas of the City. Recent repairs were completed in early December 2020 in the North Windsor Park, Windsor Park, West Grove Valley, Thornton Park, Fairbridge Square and Park Santiago neighborhoods. To capitalize on the favorable pricing of the existing contract with EBS and assist the City in meeting its annual Maintenance of Effort obligation, staff recommends increasing the project contingency by $600,000 to deliver additional sidewalk concrete improvements in the Windsor Village, Artesia Pilar, Pacific Park and Santa Ana Memorial Park neighborhoods (Exhibits 1-2).
