MINUTES: Mayor Sarmiento called the Closed Session meeting to order at 5:04 p.m.
Clerk of the Council conducted roll call. All councilmembers were present.

Due to Governor Gavin Newsom's Executive Order and the City Council's Proclamation of
Local Emergency, there will be no in -person meeting location for members of the public to
attend the City Council meeting. The City Council meeting will occur live via teleconference
Zoom webinar. You may view the meeting from your computer, tablet or smart phone via

PUBLIC COMMENTS
MINUTES: Victor Payan, Executive Director of Media Arts Santa Ana, spoke on Closed
Session Item 1 and urged council to preserve the Cypress Fire Station.
Clerk of the Council, Daisy Gomez, reported out on correspondence received.
CLOSED SESSION ITEMS — The Brown Act permits legislative bodies to discuss certain
matters without members of the public present. The City Council finds, based on advice from
the City Attorney, that discussion in open session of the following matters will prejudice the
position of the City in existing and anticipated litigation:

MINUTES: Mayor Sarmiento called the Regular Open Session meeting to order at 6:26
p.m.

MINUTES: Clerk of the Council conducted roll call. All councilmembers were
present. Councilmember Mendoza joined the Open Regular Session meeting at 6:29 p.m.

Tamale Factory for Outstanding Contributions to the Community.
3. Certificate of Recognition presented by Councilmember Mendoza to Verenice Cuella,
El Pico de Gallo Grill for Outstanding Contributions to the Community.
4. Proclamation presented by Councilmember Phan recognizing May as Asian American
and Pacific Islander Heritage Month.
STAFF PRESENTATIONS
5. COVID-19 Update in the Community.
MINUTES: City Manager Kristine Ridge provided a brief update on
vaccinations, city's executive orders and mask guidance.
Council provided input to city staff.

CLOSED SESSION REPORT — The City Attorney will report on any action(s) from Closed
Session.
MINUTES: City Attorney Sonia Carvalho announced two items listed in closed session
report. Item 1 was not discussed; direction was given to legal council on item 2.
Mayor Sarmiento announced that council will reconvene into Closed Session after Open
Session has concluded.
After consideration of Regular Open Item 27, Mayor Sarmiento announced to move
Closed Session Item 1 to the next Special meeting.
PUBLIC COMMENT — Public comments will be held during the beginning of the meeting for
ALL comments on agenda and non -agenda items, except for public hearings. Comments for
public hearings will take place after the hearing is opened.
MINUTES: Clerk of the Council Daisy Gomez reported out on correspondence received.
Victor Payan, Executive Director of Media Arts Center Santa Ana, spoke on Item 24 to
support arts funding.
Allison spoke in support of Item 24 to support the Immigrant Defense Fund.
Jose Trinidad Castaneda with Climate Action Campaign spoke in support of Item 26 for
immediate action against climate change.
Tristan Miller spoke in support of Item 26 and Item 25.
Dale Helvig thanked staff for addressing the homeless encampment, inquired about length
of time for design completion on Item 16, and provided input on Item 26.
Lisa Okamoto with Immigrant Defender's Law Center spoke in support of Item 24,
Immigrant Defense Fund, and requested that funds be increased.
Silva Hernandez with Inside Santa Ana spoke on Item 24 regarding the Revive Santa Ana
Plan and noted the need for housing.
Angel Ruiz spoke on Item 24, provided comments on the Revive Santa Ana Plan survey,
and provided input on how funds should be spent.
Carlos Perea with Harbor Institute for Immigrant and Economic Justice spoke in support
of Item 24 regarding the Immigrant Defense Fund and Revive Santa Ana Plan.
Irma Jauregui thanked staff for addressing the homeless encampment at El Centro
City Council 5 5/18/2021
Cultural and urged council to keep the Cypress Fire Station.
Ana Usura thanked council on behalf of graduates, spoke on housing, food and work.
Urges that the city's budget and the Revive Santa Ana Funds provide investments towards
long-term solutions to rebuild from the pandemic that include community -owned led
strategies around housing, food and economic development.
Linda Kraemer spoke in support of Item 26 in order to reduce emissions.
Gerson Munoz member of Orange County Congregation Community Church (OCCCO)
spoke in support of Item 20 and hopes that council along with Congressman Lou
Correa attend the ceremony. Expressed support of an economic stimulus for Santa Ana
residents.
Blanca Rue/as member OCCCO expressed thanks to Public Works Agency staff and the
community for their efforts on installations to reduce traffic in her community and hopes
that council can attend the ceremony after completion of the project.
Dr. Kathleen Treseder from UCI spoke in support of Item 26 and provided input on climate
control.
Alejandro with Orange County Sunrise spoke in support of Item 26 and Item 25.
Erica Gonzalez spoke in support of Item 26 to create a climate control health resolution.
Connor Medina with Orange County Business Council requested that Item 26 be tabled to
a future council meeting after community outreach and economic analysis is done.
Rain Song spoke in support of Item 24 for the Immigrant Defense Fund, and Item 26. In
addition, spoke regarding the COVID Relief Bill, and against homeless encampment
removal.
Luis Sarmiento spoke out against homeless encampment removal. Spoke on Item 24,
noted that responses to the needs that are seen in Santa Ana should be guided by those
that are directly impacted with the lived experiences to ensure that public funds are spent
responsibly and effectively. In addition, provided comments to be considered as part of the
Revive Santa Ana survey.
Elizabeth Martinez, coordinator with Corazon Maria spoke on Item 20 and the need for
medical assistance.
Tim Rush spoke in opposition of Item 26 and requested the item tabled to allow for
additional input from various stakeholders. In addition, regarding Item 27 spoke in support
of having a citywide parking program.

City Clerk announced that You Tube Live is currently down globally.
Hilda Ortiz from Latino Health Access spoke in support of Item 24 for community wellness
and health care access.
Stephanie from El Centro Culture Center spoke out against homeless encampment
removal and urged city to use item relief fund to expand resources
Francisco Islas spoke in support of continued use of face masks.
Eric spoke in support of arts, immigration defense, and pollution programs and in
opposition of Item 22.
Mrs. Bautista spoke in support of Item 20 and in support of funds for public health.
Fatima Paque representative with Saint Joseph Catholic Church spoke in support of Item
20 and pedestrian safety.
Laura Pantoja spoke in support of Item 24 in support of vaccines and more accessibility
and more funds for youth programs and housing programs.
Daisy Cruz from Kennedy Commission spoke in support of Item 24 for economic recovery
and land use opportunity.
Victor Bustos spoke in support of Item 26 and Item 27 for immediate attention to climate
and parking issues.
Karla Juarez spoke in support of Item 24 to fund the most vulnerable resident. In support of
using Revive Santa Ana funds towards the Immigration Defense Fund, Tenant Protection
Fund, Community Land Trust Fund, Worker Owned -Cooperative Fund, LGBTQ
Community Protection Fund, Language Justice Fund to provide inclusive equity.
Victor Valladares from Orange County Congregation Community Organization spoke in
support of Item 20 and in support of Item 24 for American Rescue Act funds to go towards
the hardest hit families and business most impacted by the COVID-19 Pandemic as well
as to provide an economic boost. In addition, encouraged council use funds to build a
public health clinic.

RECOMMENDED ACTION: Approve staff recommendations on the following

Recommended Action: Receive and file Quarterly Report of Contracts (COVID-19
and non-COVID-19 related) entered into between January 1, 2021 to March 31, 2021,

related to COVID-19.
8. Receive and File Quarterly Report of Investments as of March 31, 2021

9. Award a Purchase Order in the Amount of $45,799 to Theodore Robins Ford for one

Recommended Action: Authorize a one-time purchase and payment of a purchase
order to Theodore Robins Ford for one Ford Super Duty F450XL Chassis Cab in the
amount of $40,799, plus a contingency of $5,000, for a total amount not to exceed
$45,799, subject to non -substantive changes approved by the City Manager and City
Attorney.
10. Award a Purchase Order to Core & Main LP, Ferguson Enterprises LLC, and
Western Water Works Supply Company in an Aggregate Amount Not to Exceed
$2,125,000 for a Five -Year Term for Waterworks Fittings and Supplies (Specification
No. 21-012) (Non -General Fund)

Recommended Action: Award blanket purchase order contracts to Core & Main LP,
Ferguson Enterprises LLC, and Western Water Works Supply Company for
waterworks fittings and supplies for a three-year period beginning May 18, 2021 and
expiring May 17, 2024, with provisions for two one-year renewal periods exercisable
by the City Manager and City Attorney, in an annual amount not to exceed $425,000,
for a total aggregate amount of $2,125,000, subject to non -substantive changes
approved by the City Manager and City Attorney.

11. Award Construction Contract to Servitek Electric, Inc. in the Amount of $446,950 for
the Jerome Park Ballfield Lighting Project with an Estimated Project Delivery Cost of
$555,350 (Project No. 20-7530) (Non -General Fund)

Recommended Action: 1. Award a construction contract to Servitek Electric, Inc.,
the lowest responsible bidder, in accordance with the base bid plus add alternate
bids, in the amount of $446,950 for construction of Jerome Park Ballfield Lighting
Project, for the term beginning May 18, 2021 and ending upon project completion, and
authorize the City Manager to execute the contract subject to non -substantive changes
approved by the City Manager and the City Attorney.
2. Approve the Project Cost Analysis for a total estimated construction delivery cost
of $555,350, which includes $446,950 for the construction contract, $63,400 for
contract administration, inspection and testing, and a $45,000 project contingency for
unanticipated or unforeseen work.
3. Approve an amendment to the Fiscal Year 2020-21 Capital Improvement
Program to include in construction funds $100,000 from the Cannabis Public Benefit
Fund for the Jerome Park Ballfield Lighting Project (No. 20-7530).

to the Memorandum of Understanding (MOU) with the Santa Ana Police Officers

changes approved by the City Manager and City Attorney (Agreement No. 2021-
XXX).

14. Amend Agreements With GK & Associates, Interwest Consulting Group, Inc., Penco,
a Cannon Company, Project Partners, Inc., and Transtech Engineers, Inc. to Increase
the Shared Contract Amount by $2,500,000 for On -call Engineering, Technical, and
Administrative Support Services (General and Non -General Fund)

Recommended Action: Authorize the City Manager to execute amendments to the
agreements with GK & Associates, Interwest Consulting Group, Inc., Penco, a Cannon

Recommended Action: Approve first reading of an ordinance to prohibit spectators
who knowingly attend or assist with illegal speed contests and reckless driving
exhibitions. If approved, Article XV, sections 36-706 through 36-710 entitled "Street

MINUTES: Council supports and provided direction to City staff to return to council
with a resolution.
26. Discuss and Consider Directing the City Manager to Direct Staff to Agendize the
Attached Santa Ana Climate and Public Health Emergency Resolution of 2021 for
Council Consideration within 30 Days — Councilmember Lopez
MINUTES: Majority of council provided input and direction to city staff to bring back
a redline version of the proposed resolution as an agenda item within 30 days.
27. Discuss and Consider Directing the City Manager to Direct Staff to Review Article A
of Chapter 36 of the Santa Ana Municipal Code and Provide Recommendations to
the Council for Amendments to Implement Neighborhood -Wide Parking Districts —

MINUTES: Council provided direction to staff to research, make
recommendations, and return item back to council.
Mayor Sarmiento announced to move Closed Session Item 1 to the next Special
meeting.

CITY MANAGER COMMENTS
MINUTES: City Manager Kristine Ridge announced a COVID-19 vaccine pop up site.
COUNCIL COMMENTS
MINUTES: Councilmember Bacerra thanked all city staff who helped clean up El Centro
Cultural. Expressed support for implementing the necessary measures for having an in -
person meeting.
Councilmember Hernandez spoke on the Food 4 Less negotiations. Reminded the public
to continue to wash hands and follow CDC guidelines.
Councilmember Lopez thanked all veterans who have served in honor of Memorial Day.
Councilmember Mendoza reminded all regarding drought and encouraged all to be
conservative with their water.
Councilmember Phan noted May 22, 2021 is Harvey Milk Day and commemorate LGBT
Pride Month.
Mayor Pro Tem Penaloza noted that the Buena Clinton Youth & Family Center in Garden
Grove is also open to Santa Ana residents and urged residents to get vaccinated.
Mayor Sarmiento thanked public for calling in to comment and staff for their
work and congratulated high school graduates.
