I am Dr. Norbert Foigelman of 86 Harbor Ridge Drive, Newport Beach and I am
writing to express my support of the application made by Mr. Carlos Martin Ocampo
Olivares, representing El Rincon Mexican Restaurant at 104 East Fourth Street,
Santa Ana. The request is to approve Conditional Use Permit number 2020-14 to
allow the restaurant to remain open until 2 a.m. and sell alcoholic beverages until 2
a.m. seven days a week.
I am confident that granting this permission will be beneficial to the businesses and
residents of the local area. There is a need for local citizens to able to order a meal
and/or beverage late at night, particularly for people who work non-traditional hours -
many of whom are classed as essential workers, such as nurses and other health
care workers, emergency service workers, retail and also restaurant workers. After
their late shift they want to be able to dine, unwind and relax in a pleasant
atmosphere before going home. After most restaurants close it's very difficult to find
a local eatery, other than fast food places which do not provide the quality or comfort
of a real restaurant.
This business is a responsible and growing part of the development and success of
the downtown Santa Ana district and I believe we should support their efforts to
expand services.
