Dear Chair and Members of the Planning Commission,
My name is Jose Trinidad Castaneda, Orange County Climate Justice Organizer with the
Climate Action Campaign.
The recommendation for the presentation item is to receive and file, however, I'd like to notemy public comment that I support the inclusion of Community Choice Aggregation as a
strategy to achieve the city's environmental justice goals outlined in the Draft General PlanUpdate.
"Community choice aggregation energy programs have proliferated throughout California as a
tool for public municipalities to aggregate their communities’ electricity demand and procureelectricity for themselves. Through their community choice aggregation programs,
communities have reduced their electricity-related greenhouse gas emissions in order tocombat climate change. In this Article, we will attempt to demonstrate that community choice
aggregators in California have been used as an effective tool to further the Principles ofEnvironmental Justice through community engagement, renewable energy development, and
programs for low-income, marginalized, or vulnerable communities that are informed by localinput. "
