To: Planning Commission:
The Santa Ana Healthy Neighborhoods Alliance requests that you postpone the approval for
the Santa Ana General Plan. We have participated in virtual meetings on the General Plan andit is clear that the elements need more work and input from the residents. Due to covid19
challenges and the limitations for many residents to participate in the virtual meetings, moreoutreach and time is needed to assure an equitable and extensive process is completed before
voting on this very important document that will drive the city's evolution, and we will allhave to live with it. We are particularly concerned about the implementation SB1000 on
Environmental Justice.
As per the letter written to Verny Carvajal, Principal Planner, from the California Departmentof Justice - Attorney General, Javier Becerra: " We appreciate the City's efforts to address
environmental justice in its General Plan through inclusion of EJ policies. However, we areconcerned that the EJ policies are not sufficient to reduce the unique and compounded health
risks to EJ communities as required by SB 1000, nor do they adequately address the specificrequirements of SB 1000". (page 4, dated October 16, 2020).
It is transparent from the letter submitted by Attorney General Becerra, more work needs to be
done for the General Plan to meet the standards and be in compliance with the law, SB 1000on environmental justice.
We respectfully request that you postpone the approval of the general plan until more outreach
and work can be completed that complies with SB 1000.
