At the hourly rate of $95.00 (A total of 95x960 hours=$91,200). In addition, Gominsky's CALPERS retirement benefits approximate pay of $259,828 (Transparent California 2019). Therefore, Gominsky would have received $351,028 in total compensation for working part-time. On Monday, August 2, 2021, SAPD Chief David Valentin emailed the entire Santa Ana Police Department congratulating Gominsky as the Interim SAUSD Police Chief. On Tuesday, August 3, 2021, the SAUSD Board of Trustees voted in the majority not to hire Gominsky as the interim Police Chief. Gominsky had to return the SAUSD Chief Badge, and Gominsky will be compensated for his brief time as the SAUSD Interim Police Chief. Now the City of Santa Ana is proclaiming Gominsky is a critical part of the "Santa Ana Homeless Crisis" and should be hired at the rate of $84.47 per hour ( A total of $84.47 x 960=$81,091). In addition, Gominsky's CALPERS retirement benefits approximate pay of $259,828 (Transparent California 2019). Therefore, Gominsky will receive $340,919 in total compensation for working part-time. The City of Santa Ana currently has no "HOMELESS SHELTER" operating within the city limits. Therefore, for the past ten months, all homeless contacts have been transported to the City of Fullerton at the approximate cost of $290.000 a month. During the Santa Ana Homeless Crisis, Gominsky was in a leadership position for the Santa Ana Police Department. The fact that the City has no active shelter within the city limits is a failure of resources and outcomes. Residents' number one complaint is the "Homeless Crisis" in the City of Santa Ana. Now that the SAUSD didn't hire Gominsky, he has become a critical part of the failed "Santa Ana Homeless Crisis," Staff wants the city council to approve a part-time retiree annuitant for $340,919. The city council should not approve this item and instead, utilize the funds for 'Rent Relief' or accommodate the homeless. As you consider the two resolutions with regards to Item #30 tonight, I wanted to let you know that I am fully supportive of both resolutions. I have come to know Mr. Gominsky from a distance in his work with SAPID and me trying to do the best I can in helping those who may be living on the streets. Whether it is seeing Mr. Gominsky in Judge Carter's office, interacting with him at neighborhood informational meetings, or listening to him at council meetings, it is apparent that Mr. Gominsky is a resource that our city needs at this time. Having his experience and relationships he has formed both with those on the streets and those who are able to offer help just walk out the door would be a great loss when we have the ability to keep him on board specifically to help those struggling on the streets. This is especially true when he will not be carrying a badge but still cares for those in our community. Please approve these items this evening as suggested by staff so that he may get to work right away- although my gut tells me his mind has not stopped working even after he officially retired. I believe tonight may be a lengthy meeting but please do not continue this item for another 2 weeks as it sounds like the City Manager's office would like to get working with Mr. Gominsky ASAP and time is of the essence. On a secondary note...) often have heard that it is virtually impossible to bring back retired PD due to CalPERS issues for a Park Ranger program. I do not fully understand the intricacies of rehiring CalPERS retirees, which seem to be addressed a bit in the staff report, but I would urge you to explore a Parks Ranger program.
