Home My WebLink AboutORANGEWOOD FOUNDATIONN-2021-210 WMMAYPWMWOrangelNooc CLMOFOOLO • FOUNDATION Foster and Community Youth Services Operational Agreement Orangewood Foundation and Santa Ana Police Department This Operational Agreement stands as evidence that Orangewood N N Foundation and the Santa Ana Police Department (Santa Ana PD) intend to N owork together toward the mutual goal of providing maximum available support to youth experiencing homelessness in Orange County, CA. Both agencies believe the implementation of the Homeless Youth Emergency Services and Housing (YE) Program will further this goal. To this end, the two entities agree to participate in the exchange of services to youth experiencing homelessness - including access to a range of housing options as well as crisis intervention and stabilization services - so that the immediate crises faced by these youth can be resolved and they can focus on their futures. 1. DESCRIPTIONS OF ORANGEWOOD FOUNDATION AND SANTA ANA PD Orangewood is a 501(c) (3) nonprofit and one of the leading providers of services to foster and community youth in Orange County. Since 1980, Orungewood has been doing "whatever it takes" to meet the needs of the most vulnerable youth in Orange County. Orangewood helps -2,200 youth annually prepare for independent adulthood. Orangewood's relationship with youth is one of collaboration and partnership. Orangewood's staff work one-on- one with our youth to help them identify their own strengths, attributes and aptitudes to empower them to overcome their challenges and reach their greatest potential. Orangewood's staff work with youth in four critical areas: health and wellness; housing; life skills and employment; and education. Orangewood meets a broad array of needs: from groceries and a hot meal, to transitional housing, to life skills workshops and employment leads, to its innovative Samueli Academy charter high school and scholarships for college and graduate school. Orangewood also operates several housing programs for transition -aged youth in Orange County, including transitional housing programs at Rising Tide, the Lighthouse and the Graduate House; emergency financial assistance to help youth experiencing homelessness secure emergency housing until long- term housing can be secured; a Housing Navigation Program to help youth prepare for, find, secure and retain independent housing; and housing -related financial support for move -in costs, security deposits, furnishings for their new homes, security deposits and short-term rental assistance in emergency situations. Orangewood also is partnering with Covenant House to place youth experiencing homelessness in Covenant House's soon -to -open 25 safe haven shelter and guide them along Orangewood continuum of housing until they are stably housed and thriving. 2 The Santa Ana PD's mission is to deliver public safety services to the local community with the utmost professionalism and integrity. The Santa Ana PD is committed to enhancing relationships with the community it serves by leading with transparency and integrity. The Santa Ana PD strives to accomplish this vision by using traditional and innovative methods of policing and striving for excellence through training, self-discipline, and leadership. The Santa Ana PD is guided by the core values of teamwork, excellence, accountability, and making a difference. 2. COMMITMENTS UNDER OPERATIONAL AGREEMENT Orangewood will closely coordinate the following services with the Santa Ana PD: • Orangewood will receive referrals of youth experiencing homelessness from the Santa Ana PD for the Orangewood Resource Center and for Orangewood's broad spectrum of crisis intervention and stabilization services. The Orangewood Resource Center is a daily drop -in center for youth that will provide one on one guidance, trauma -informed therapy programs, linkage to youth resources, meals, hygiene kits, computer access, mail box /physical address for youth, laundry facilities, and a supportive, loving, family -like atmosphere. • Orangewood will receive referrals of youth experiencing homelessness from the Santa Ana PD for potential placement in Covenant House's new 3 safe haven emergency shelter and/or into Orangewood's Rising Tide Flanders Pointe, Rising Tide Orangetree, the Lighthouse and the Graduate House transitional housing programs. Orangewood's housing programs offer transitional housing for transitional age youth (TAY). The Lighthouse and the Graduate House are specifically for female survivors of sex trafficking. Through Orangewood's outreach efforts and direct services to youth, Orangewood will refer any youth who are experiencing homelessness and are survivors of crime or abuse, including sexual, physical, or emotional abuse, human trafficking, domestic violence, school and community violence, hate crimes, substance abuse, or other crimes to Santa Ana PD for assistance in understanding and participating in the criminal justice system/judicial proceedings as a result of the crime(s). committed against the youth within the City of Santa Ana. The Santa Ana PD will closely coordinate the following services with Orangewood: The Santa Ana PD will receive referrals from Orangewood of youth who are experiencing homelessness and are survivors of crime or abuse, including sexual, physical, or emotional abuse, human trafficking, domestic violence, school and community violence, hate crimes, substance abuse, or other crimes and will provide assistance to the youth n survivors in investigating the reported crime(s). • The Santa Ana PD will provide referrals of youth experiencing homelessness to Orangewood for the Orangewood Resource Center and for Orangewood's broad spectrum of crisis intervention and stabilization services, • The Santa Ana PD will provide referrals of youth experiencing homelessness to Orangewood for possible placement in Covenant House's new safe haven emergency shelter and/or into Orangewood's Rising Tide Flanders Pointe, Rising Tide Orangetree, the Lighthouse and the Graduate House transitional housing programs. 3. FUNDING FOR SERVICES This Operational Agreement is secured with the agreement that services are exchanged under this Operational Agreement at no cost to either agency. 4.
