D_I CLERK OF COUNCIL DATE: A-2020-181-06A FIRST AMENDMENT TO AGREEMENT BETWEEN THE CITY OF SANTA ANA AND THE SALVATION ARMY FOR USE OF EMERGENCY SOLUTIONS GRANT j>'+ fAA �MiKelle IP^410u( 11' CORONAVIRUS (ESG-CV) FUNDS THIS FIRST AMENDMENT TO EMERGENCY SOLUTIONS GRANT a CORONAVIRUS (ESG-CV) AGREEMENT is entered into this I' day of October, 2021, by and between the City of Santa Ana, a charter city and municipal corporation of the State of California CJ' ("City"), and The Salvation Army, a California nonprofit organization ("Subrecipient"). N 0 N RECITALS A. On February 1, 2021, the City entered into ESG-CV Agreement #A-2020-181-06 with Subrecipient to provide ESG-CV Funds from the United States Department of Housing and Urban Development ("HUD") to be used in the operation of an Eviction Program, a homelessness prevention program for very -low income families qualified under the SAVES Program who have been impacted by the Coronavirus and notified in writing that their right to occupy their current housing will be terminated ("said Agreement"). B. hi accordance with the terms and conditions of said Agreement, the parties desire to amend said Agreement to revise the Scope of Work, to decrease the amount of funds to the Subrecipient, and to increase the indirect cost rate. NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the terms and conditions of said Agreement, except as herein modified, the parties agree as follows: Recital B and Section I, Scope of Program, shall be amended to amend the scope of work and replace Exhibit A in said Agreement with Exhibit A-1 attached herewith. 2. Section III, Disbursement of Funds, shall be amended to decrease funding to Subrecipient by $2,500,000 in ESG-CV Funds for the SAVES Program. The total not to exceed sum shall be reduced from $5,415,747 to a new not to exceed sum of $2,915,747 in grant funding. Additionally, Exhibit B in said Agreement shall be replaced with Exhibit B-1 attached herewith. Section VII(B)(2), Procurement, shall be amended to increase the indirect cost rate for this Agreement to 23.2% effective October 1, 2021. 4. Except as hereinabove modified, the terms and conditions of said Agreement remain unchanged and in full force and effect. Only the viewable space In partnership with the City of Santa Ana, The Salvation Army SAVES Program will provide a holistic approach to preventing homelessness, including strategic short-term rental and utility assistance to help clients remain in their housing, and housing relocation and stabilization services if a client's current housing situation proves untenable. Each resident will be screened to ensure eligibility requirements are met and assessed for case management services for those that need more intense services to remain housed. Case Managers will provide housing -focused case management that will include an initial assessment, determination of financial assistance needed, establish goals and a plan for housing stabilization. Staff will work with each landlord to provide housing stabilization for each tenant and if housing relocation services are deemed appropriate and are desired, staff will additionally help with housing search, including assistance with applications and landlord negotiations, and targeted financial assistance to help with relocation (including moving costs, security deposits, utility assistance, rental application fees, and last month's rent). Our goal is to ensure zero evictions for Santa Ana renters impacted by the pandemic.
