Moreover, mobile home parks house many of Santa Ana's elderly Vietnamese population. Given the historical context of Little Saigon and the city's Vietnamese diaspora, protecting the seniors who founded these communities is instrumental to the preservation of Vietnamese culture in Santa Ana. Best, Jenn Au Dear Councilmember, Mayor Pro Tem, and Mayor: My name is Patricia De Santos and I live in the southern part of Santa Ana. I am a relatively recent resident as I have only lived here for the past 10 years. I would like to share my experience with the residents in my neighborhood. I had a chance to meet many of my neighbors during the pandemic and the lock down. The only thing there was to do was take walks in the neighborhoods. I found that there was a wide variety of diversity of cultures in my neighborhood, from many different backgrounds. I found many of my neighbors are Spanish as their primary language and I had to use my rusty Spanish to communicate with them. I also found many of my neighbors were 2111 and Yd generations in the same home. My neighbors, like me, care about the city and the safety of our neighborhoods. We worked together on neighborhood issues and shared fruit from our backyards. I believe the residents of the south part of the city can do many good things for the city if allowed to have a consolidated Ward that will allow us to address all our similar concerns and interests. I would ask the councilmembers and Mayor Sarmiento vote to consolidate the southern neighborhoods and adopt Map F in the Redistricting. I have been a resident of Santa Ana for 59 years and I currently reside in ward 4. I would like to speak on the important decision you will soon be making on behalf of our city and communities. This past year I have had the opportunity of meeting and speak with many of my neighbors regarding the issues and concerns of our neighborhood. We are united in supporting our continued improvement of our community and the life and safety of our residents. Therefore, we request that you will agree and vote for the map that provides the most cohesive groups, neighborhoods, and neighborhood associations, ensuring that each will be empowered to address their concerns effectively. After reviewing the redistricting maps that are being considered by our City Council, I am here to voice my support for Proposed MAP F. Proposed MAP F gives the residents the best connection with their neighbors and meets all required criteria. It maintains consolidated neighborhood associations whereas, Proposed Maps A, A2, and SARC 1, dismantle it by placing sections of our neighborhood Associations, located along MacArthur Blvd., into a separate ward. I grew up in the city and my mom has lived in the city for 35 years. Our family is concerned about many of the issues in the south end of the city including the traffic along MacArthur Blvd., and the south part of Flower Ave. Our family believes we need a Ward that unites ours and other neighborhoods impacted by these issues and many other issues along these major streets. We believe Map F, keeps our neighborhoods along MacArthur Blvd., united so we can work together to make our neighborhoods safe. In reviewing the proposed maps and the video of the previous council meeting, it is our family's belief that Maps A and SARC1, considered by Councilmember Lopez, and Mayor Sarmiento, and Maps Al and A2, considered by Councilmember Hernandez and Mayor Sarmiento, split- up our neighborhoods in the southern part of the city into 3 or 4 different Wards. We are completely opposed to the breaking up of the neighborhoods along MacArthur Blvd., and we believe this would be detrimental to our ability to effectively address issues along MacArthur Blvd., with 3 or 4 different council representatives. My family and 1 have lived in our home on Ramona Drive for the past 33 years. Both my husband and I were born and raised in Santa Ana, and as such, we have lived in the city for over 58 years. We have many family members who also have lived in the city for over 90 years. / am currently a resident in the south end of town along MacArthur Blvd. Many of our family members are concerned about the Redistricting of the Wards. We are concerned because we are aware that Councilmembers Lopez and Hernandez, and Mayor Sarmiento are advocating that the neighborhoods in the south end of the city be broken up into multiple Wards. We watched the prior council meeting during which the maps ofA1, A2, and SARC 1 were proposed by these Councilmembers and the Mayor, for the redistricting. As longtime residents we are very aware of the community issues that arise along the MacArthur Blvd., corridor and the southern parts of Grand, Main, Flower, Bristol and Fairview. We travel along these major corridors every day. We are also very aware of the community issues that arise at the Bristol and MacArthur shopping centers, because we shop there every day. To break up the neighborhoods along these major geographic landmarks into multiple Wards would impede our ability to effectively pursue remedies that will promote safety in our neighborhoods. The neighborhoods at the south end of town are comprised of hardworking families of diverse cultures and incomes. We have personally seen the south end of town grow and change, some for the good and some for the not so good. We want to promote a safer Santa Ana, a more beautiful Santa Ana, and most importantly have a robust engagement with City Council. We believe this is best served by having 1 Ward for the southern neighborhoods. 1 am here today, despite difficulty and risk, to speak on behalf of our entire extended family to oppose the breaking up of the neighborhoods in the south end of town into multiple Wards. We believe Map F with revision would evenly divide the population of the city into 6 wards and meets the guidelines established by the City. I am speaking on behalf of myself, and on behalf of the residents of the South Coast Metro neighborhood. The South Coast Metro neighborhood is comprised of 700 homes and approximately 1500 plus residents. We have done an extensive survey of our residents and we are in a consensus that we believe the Proposed Map F, is in our best interest. Map F, keeps our neighborhood consolidated with the other southern neighborhoods, all of which share the same community interests. Map F, also prevents the southern neighborhoods from having more than one city council representative in this area of the city. This will provide efficiency in managing similar community issues in our part of the City. One city council representative will bring our neighborhoods together when addressing the many similar community interests along a geographically delineated area along the major traffic corridors of MacArthur Blvd, the southern parts of Grand Ave., Main St., Flower Ave., Bristol, and Fairway, in addition to the Bristol and MacArthur retail shopping areas. These areas geographically connect our neighborhoods. Contacting one council member who is familiar with the southern neighborhoods and their concerns, will support meaningful community involvement. Additionally, Map F, does not split up our southern neighborhoods which is what happens in Proposed Maps A, A2, and Map SARC 1. Our southern neighborhoods want to be consolidated into one Ward.
