RE: Support to Adopt Santa Ana Redistricting Coalition (SARC)Proposed Maps
Dear Mayor Sarmiento and City Council Members,
Latino Health Access has been proudly working alongside community residents for over 27 years to
improve the social determinants of health in our city. We provide services that address immediate health
needs while providing information and facilitating opportunities to increase civic participation and
engagement in decisions to improve those social determinants in the long term. The Redistricting process
establishes the representation structure in our city for community residents to participate civically. It is
crucial that the map adopted centers around and maintains areas in our city that have been historically
excluded. Therefore,we urge you to adopt one of the proposed maps by the Santa Ana Redistricting
Coalition.
Latino Health Access is a proud partner in the Santa Ana Redistricting Coalition (SARC), alongside
Orange County Environmental Justice (OCEJ), Orange County Congregation Community Organization
(OCCCO), and VietRISE. Centering the lived experiences and needs of low-income communities of color
and working families, the SARC has pursued maps and other redistricting outcomes that maximize
opportunities for year-round organizing and policy advocacy, working toward a city that treats everyone
equitably and with justice. To promote greater community engagement in redistricting, SARC has (1)
educated members and residents about redistricting, (2) created a space through which they identify and
articulate communities of interest(COI) important to them, (3) mobilized community members to present
testimony at public hearings, and (4)worked closely with them to create city redistricting maps that best
address the needs of low-income communities of color and working families.
The maps proposed by the SARC acknowledge and take into account the communities of the interest that
the community brought forward. Districts A, B, D, and F share largely the same configuration in both
maps and maintain distinct communities of interest. As discussed in greater detail in the SARC map
narratives, each of these communities have a series of interests and concerns largely unique to them.
Characteristics include, to name a few, a high number of mobile home parks and shared restaurants and
faith institutions in District A, more affluent and historic neighborhoods in District B, a high number of

mobile home parks, and shared environmental justice concerns in District D, and low-income, mixed
immigration status households facing environmental justice issues in District F. District D keeps the
Sullivan Community and District F keeps the Delhi neighborhood intact. The configuration of SARC la
and SARC 2a do differ when it comes to District E and C. In SARC la, the Central, Mid-City, and
Pico-Lowell communities are kept together in District E, where the majority of residents in those
communities are Low-income monolingual Spanish speakers. In SARC la, the SARC drew a
configuration to uphold the input of residents in the southern district in Santa Ana, which tends to be
affluent residents. District C and E in the SARC 2a configuration were primarily drawn in an effort to
maintain contiguity and compact districts. The proposed maps by the SARC accurately represent and
thoughtfully consider the needs, concerns, and demands of low-income communities of color and
working families, the heart of Santa Ana.
On the other hand, the submitted Plan F and Plan K go against the culmination and collective effort of 6
months of engagement by community residents throughout the City of Santa Ana. Plan F and Plan K fail
to acknowledge and respect the communities of interest of low-income communities of color and working
families. Instead, Plan F and Plan K uphold the interest and demands of affluent families in southern and
northern Santa Ana neighborhoods. Both plans divide the Sullivan community, divide the environmental
justice corridor East of Main Street, and place the Delhi Community with the South Coast Metro area,
diluting the voting power of low-income residents. Many residents from the southern Santa Ana
neighborhoods have expressed their interest in maintaining a southern district, and to respect that, SARC
la maintains a southern district, without sacrificing other neighborhoods and communities of interest like
Plan F and K do.
The effects of the map that is adopted will be felt by our city's residents for the next ten years. In order to
uphold the City's value of equity and make certain that residents that have been suffering the
consequences of political disinvestment are represented, we urge you to not consider Plan F and Plan K
and instead consider one of the two maps proposed by the Santa Ana Redistricting Coalition.

My name is Mayra L Lopez Monroy and I have been a Santa Ana resident for a year and a half, however, after the year
2001, 1 have spent most of my days working and attending college at this beautiful city.
I support the map SARC 1 as the new district map because our community will be better represented accordingly. SARC
1 map is designed by the community for the community.
I'm against map "F" because it divides the community unequally, politically, socially and environmentally. It does not
accommodate to the needs of the minorities but rather to those residents with higher incomes by giving them higher
political representation. It does not distribute political representation equally, and it does not it provide lower income
minorities with much needed resources such as low income housing,green spaces and effective environmental
measures to protect my community.
I support the map SARC 1 as the new district map.

Subject: Next City Council Meeting-Public Hearing Regarding Redistricting Ward Boundaries
I have reviewed the City Council identified four maps for further review along with SARC1a and SARC2a. What
is surprising to me, and hopefully to you as well, is if I understand the City's published neighborhood
boundaries correctly, it looks like all six maps split up multiple neighborhoods. Anywhere from three to as
many as six neighborhoods. These are all identified in the COMPARISON OF MAPS table on the page 3.
One recurring comment I heard from most, if not all councilmembers and several residents, was the desire to
have only one councilmember represent their neighborhood. I created map 115467 (attached)to accomplish
the objective of having NO NEIGHBORHOODS SPLIT. All six maps of the City, and mine, are based on the
ethnic breakdown of 276,553 Latinos/Hispanics, 37,484 Asians, 29,445 Whites and 2,818 Blacks (Redistricting
Partners terminology and data). While map 115467 solves the neighborhood issue, it does create another
issue:that of balancing all wards to have a maximum 10%delta.
So,the decision comes down to splitting up neighborhoods or exceeding the 10%threshold. I believe map
115467 provides a better starting point for this discussion.
